AEROSPACE POWER FORUM 2007 SPEAKER’S BIOGRAPHIES Keynote Address Major-General (ret.) Isaac Ben-Israel Israeli Defence Force - Tel Aviv University Isaac Ben-Israel was born in Israel (Tel-Aviv), 1949. He studied Mathematics, Physics and Philosophy at Tel-Aviv University, receiving his Ph.D. in 1988. He has been teaching at Tel-Aviv University since 1989. He joined the Israel Air Force (IAF) after graduating high school (1967) and has served continuously ever since. Recently he retired (June, 30) and joined the University of Tel-Aviv as a professor. During his service, Isaac Ben-Israel has held several posts in operations, intelligence and weapon development units of the IAF. He headed the IAF Operations Research Branch, Analysis and Assessment Division of IAF Intelligence, and was the Head of Military R&D in Israel Defense Forces and Ministry of Defense (1991-1997). In January 1998 he was promoted to Major General and appointed as Director of Defense R&D Directorate in IMOD. Isaac Ben-Israel has received several awards, including twice the Israel Defense Award (1972, 2001) for developing weapon systems and Israel Air Force Award (1976) for developing a C4 system. In 2002 he won the Singapore Defense Technology Distinguished Award for his "outstanding contribution to bilateral defense relations between Israel and Singapore". Currently Professor Ben-Israel is teaching at the Cohen Institute for the History & Philosophy of Sciences and Ideas and at the School of Government and Policy at Tel-Aviv University. He is the head of the Program for Security Studies, the head of Curiel Center and the head of Tel-Aviv Workshop for Science Technology and Security. Isaac Ben-Israel had been a member of the board of directors of IAI (2000-2002), and currently he is a member of the Board of the Israel Corp., the R&D advisory board of TEVA, the Fisher Institute for Air and Space Strategic Studies, the advisory council of Neaman Institute for Advanced Studies in Science and Technology (at the Technion), the Interdisciplinary Center for Technological Analysis and forecasting (at Tel-Aviv University) the academic council of Tel-Aviv Academic College of Engineering, the National Committee for Information Society Technology. In 2003 he founded RAY-TOP (Technology opportunities) Ltd. Advising defense industry in technological and strategic issues. Isaac Ben-Israel has written numerous papers on military and security issues. 1 Panel 1: The Canadian Experience Lieutenant-General Angus Watt CMM, CD The Chief of the Air Staff (CAS) Lieutenant-General Angus Watt enrolled in the Canadian Forces in 1972, graduated from Collège Militaire Royal de Saint-Jean in 1977 and was trained as a pilot. He flew the CH-124 Sea King helicopter with 443 Maritime Helicopter Squadron in Shearwater, Nova Scotia, taught helicopter pilots and later commanded 423 Maritime Helicopter Squadron. Staff tours have included NATO Headquarters in Brussels and a number of positions in Ottawa, Winnipeg and NORAD Headquarters in Colorado Springs, mostly focused on overseeing current operations. LGen Watt commanded Joint Task Force Southwest Asia (Op APOLLO) in 2002 and served as the Deputy Commander (Air) of the International Security Assistance Force in Afghanistan in 2006. LGen Watt is a graduate of Canadian Forces Command and Staff College and the United States Air Force War College and holds a B.A. (CMR), MPA (Auburn University, Alabama) and an MBA (University of Ottawa). He was appointed to his current position as CAS in 2007. Panel 2:Counterinsurgency and Armed Force William Rosenau RAND Corporation Ph.D. in war studies, King's College London; M.A. in history, Magdalene College, Cambridge University; B.A. in political science, Columbia University Dr. Rosenau is a political scientist in the RAND Corporation's Washington Office, where he specializes in the study of political violence, intelligence, and military special operations. He has served as senior policy advisor in the State Department's counterterrorism office; in the office of the assistant secretary of defense for special operations and low-intensity conflict; and in the National Security Program at Harvard’s John F. Kennedy School of Government. Dr. Rosenau is the author of Internal Security Assistance to South Vietnam: Insurgency, Subversion, and Public Order, (Routledge, 2005). His RAND publications include Confronting the Enemy Within": Security Intelligence, Police, and Counterterrorism in Four Democracies (2004); and Trends in Outside Support to Insurgent Movements (2001). Panel 3: Counterinsurgency in Airpower Thought Dr. Benjamin S. Lambeth Senior Staff Member RAND Benjamin Lambeth is a senior staff member at RAND, where he also directed the International Security and Defense Policy Program in 1989 - 1990. A specialist in Russian defense policy, air power, tactical fighter operations and force development, Dr. Lambeth has worked for the U.S. Central Intelligence Agency, the Center for Strategic and International Studies, and the Institute for Defense Analysis. He is also an 2 experienced pilot who in 1989 became the first U.S. citizen to fly the Soviet MiG-29 fighter. He serves on the editorial board of the Journal of Slavic Military Studies and is a member of the Council on Foreign Relations. Panel 4: Contemporary Airpower Experiences in Counterinsurgency Lt. General James Mattis U.S. Marine Corp James Mattis is a United States Marine Corps Lieutenant General currently serving as the Commanding General, I Marine Expeditionary Force, Marine Corps Base Camp Pendleton, California, and Commander, United States Marine Forces Central Command. On September 12, 2007, President Bush nominated Marine Corps Lt. Gen. James Mattis to be promoted to the rank of general and commander of Joint Forces Command in Norfolk, VA, as well as Supreme Allied Commander Transformation on January 1st, 2008. He will also stay in command of Marine Corps Forces Central Command. Lieutenant General Mattis attended Central Washington University and was commissioned a Second Lieutenant in 1972. As a Lieutenant, he served as a rifle and weapons platoon commander in the 3rd Marine Division. As a Captain, he commanded a rifle company and a weapons company in the 1st Marine Brigade. As a Major, he commanded RS Portland. As a Lieutenant Colonel, he commanded 1st Battalion, 7th Marines, one of Task Force Ripper's assault battalions in Operation Desert Shield and Desert Storm. As a Colonel, he commanded 7th Marines (Reinforced). As a Brigadier General, he commanded 1st Marine Expeditionary Brigade and then Task Force 58 (TF 58), during Operation Enduring Freedom in southern Afghanistan. As the commander of TF 58, he became the first Marine to command a Naval Task Force in combat. As a Major General, he commanded the 1st Marine Division during the 2003 invasion of Iraq and subsequent stability operations in during the Iraq War. He is a graduate of the Amphibious Warfare School, Marine Corps Command and Staff College, and the National War College. General Mattis played a key role in the April 2004 battle of Fallujah, Operation Vigilant Resolve, by negotiating with the insurgent command inside of the city, as well as playing an important part in the November 2004 battle of Fallujah, Operation Phantom Fury. The Pentagon announced on May 31, 2006 that LtGen Mattis had been chosen to take command of the I Marine Expeditionary Force based out of Camp Pendleton, California. Secretary of Defense Robert M. Gates announced 11 September 2007 that the President has nominated U.S. Marine Corps Lt. Gen. James N. Mattis for appointment to the rank of general with assignment as commander, U.S. Joint Forces Command, Norfolk, Va. NATO has also agreed to appoint Mattis as Supreme Allied Commander Transformation. Mattis is currently serving as commander, I Marine Expeditionary Force and commander, U.S. Marine Corps Forces Central Command. 3 Panel 5: Aerospace Power Roles and Missions Dr. James S. Corum Professor, Department of Joint and Multinational Operations at the U.S. Army Command and General Staff College Dr. James S. Corum (BA, Gonzaga University; MA, Brown University; MLitt, Oxford University; PhD, Queen’s University) is professor of military history in the Department of Joint and Multinational Operations at the U.S. Army Command and General Staff College at Fort Leavenworth. A previous contributor to Aerospace Power Journal, he is the author of “The Roots of Blitzkrieg: Hans von Seeckt and German Military Reform” (University Press of Kansas, 1992), “The Luftwaffe: Creating the Operational Air War, 1918–1940” (University Press of Kansas, 1997), and (with Richard Muller) “The Luftwaffe’s Way of War: German Air Force Doctrine, 1911–1945” (Nautical and Aviation Publishing Co., 1998). Dr. Corum also wrote (with Wray R. Johnson) “Airpower in Small Wars: Fighting Insurgents and Terrorists” (University Press of Kansas, 2003) and "Training Indigenous Forces in Counterinsurgency: A Tale of Two Insurgencies" (the Strategic Studies Institute at the U.S. Army War College, 2007). Dr. Corum, a retired lieutenant colonel in the Army Reserve, is a graduate of Army Command and General Staff College and Air War College. Panel 6: Air Force Re-structuring and Counterinsurgency Dr. Robert C. Owen Professor, Department of Aeronautical Science /Director, Advanced Placement Programs Embry-Riddle Aeronautical University Robert C. Owen is a Professor in the Department of Aeronautical Science, and Director of Advanced Placement Programs for the College of Aviation at Embry-Riddle Aeronautical University, Daytona Beach Campus. In this position, he teaches courses in aviation operations, law, and history and serves as the Chair of the High School Aerospace Institute program and of the University's Unmanned Aerial Vehicle Consortium. Professor Owen joined the Embry-Riddle Faculty in 2002, following a 28year career with the United States Air Force and a brief career in private industry. His military career included a mix of operational, staff, and advanced education assignments. He is both a military Command Pilot and a Commercial Pilot with Instrument and MultiEngine ratings. He flew over 3400 hours in the Air Force and about 800 hours in various civilian aircraft. Professor Owen also served on the HQ Air Force Staff and the HQ Staff of the Air Mobility Command. His academic assignments included tours as an Assistant Professor of History at the U.S. Air Force Academy and as Dean of the USAF's School of Advanced Airpower Studies, the Service's graduate school for strategic planners. While on the Air Staff he wrote the Chronology volume of the Gulf War Air Power Survey. More recently, he directed and edited Deliberate Force: A Case Study in Effective Air Campaigning, and the Air Force History Center recently purchased the manuscript of his book, The Rise of Global Airlift in the USAF. In addition to his academic responsibilities, Dr. Owen also works occasionally as the on-air military and national security 4 commentator for WESH-TV, the NBC affiliate in Orlando, Florida, and is an adjunct senior analyst with Teledyne Brown Engineering and the RAND Corporation Panel 7: Aerospace Technologies and Counterinsurgency Dr. Thomas Ehrhard Senior Analyst, Center for Strategic and Budgetary Assessments Thomas Ehrhard is Senior Analyst at the Center for Strategic and Budgetary Assessments. Prior to his retirement from the Air Force in 2006, Colonel Ehrhard served as the military assistant to Andrew W. Marshall, the Secretary of Defense’s Principle Advisor for Net Assessment. During his 26 years active service, Ehrhard worked in key Air Staff assignments in the Pentagon, including one as chief of the “Skunk Works” (Strategy, Concepts, & Doctrine Division) and as a division chief on the Air Force’s 2001 Quadrennial Defense Review staff. He earned his Ph.D. in international relations at Johns Hopkins SAIS, where he researched the development and integration of unmanned aerial vehicles (UAVs) in the US armed forces, the intelligence community, and Israel.His recent published works include “Unmanned Aerial Vehicles in the United States Armed Services: A Comparative Study of Weapon System Innovation,” (Johns Hopkins SAIS) and “Making the Connection: An Air Strategy Analysis Framework,” (Air University). Panel 8: The Allied Experience and Challenge Dr David Gates Lecturer in Air Power Studies, King's College London/Royal Air Force College, Cranwell Prior to coming to the Royal Air Force College, Dr David Gates taught for several years at the Universities of Aberdeen and Lancaster. One of the relatively few academics who specialize in both military history and contemporary strategic studies, he holds a doctorate from Oxford University, is a Fellow of the Royal Historical Society, and has held Fellowships at the Militargeschichtliches Forschungsamt and Albrecht Ludwigs Universitat in Freiburg, Germany, and at Gonville and Caius College and the Centre of International Studies. His publications include The Spanish Ulcer (Allen & Unwin, 1987); Non-Offensive Defence: An Alternative Strategy for NATO? (Macmillan, 1989); The Napoleonic Wars 1803-1815 (Arnold, 1998); Warfare in the Nineteenth Century (Macmillan, 2001) and Skywars (Reaktion, 2003). His seven books cover subjects ranging from aspects of warfare in the nineteenth century to contemporary and futuristic defence and security concerns, notably those surrounding aerospace power. 5
