Message from the Sheriff
I would like to thank all the members of the Otter Tail County Sheriff’s Office for their dedicated
service to the citizens of our County during 2007.
This past year, ground was broken for the new Operations Center in Ottertail City which will
provide and excellent facility and move many essential services to the center of the county. The
building is on schedule to open in the spring of 2008.
2007 marked the start of a comprehensive radio study which may bring Otter Tail County on
board with the Statewide Radio System (800 MHz). Many hours have been dedicated to this
project and Otter Tail County has joined the Central Minnesota Radio Board, which is a major step
in the process.
This has enabled Otter Tail County to partner with several adjoining counties in the planning and development of the new
system, which will bring interoperable communication throughout the County and the State of Minnesota. This will affect
sheriff/police, fire/rescue, ambulance and highway/street departments communications.
A continued emphasis in traffic enforcement during 2007, made an impact on accidents. Property damage accidents were
down 13 % and personal injury accidents were down 28 %. Narcotics investigations continued at a high level with $127,680
worth of drugs being taken off the street. Several successful burglary investigations resulting in arrests were made this past
year. Arrests for Part I & II offenses increased 11 % for adults (829) and 34 % for juveniles (146). Calls for service
increased 8 % totaling 17,699. Total bookings at the Detention Facility decreased 4 %. The average daily population
showed a decrease which reflected the loss of the State Department of Corrections ICWC program. 3

Operations Division
Patrol Unit
The Patrol Unit of the Otter Tail County Sheriff’s Office is responsible for enforcement of traffic, and criminal laws,
responding to calls for assistance from the public, service of court documents, and transportation of prisoners.
Deputies assigned to the Patrol Unit also participate in other job assignments that include, SWAT, K-9, Safe-N-
Sober, Dive Rescue, Field Training, Background investigations, Investigations, and Crime Scene Technicians.
Otter Tail County is large in size with over 2,000 square miles, patrol deputies are assigned to 4 different areas of
the county, rotating monthly. Patrol deputies help to reduce fatal accidents, caused by speed and alcohol, by
participating in special projects that target those issues. The Operations Lieutenant oversees the Patrol Unit, and
is also responsible for fleet maintenance of the Sheriff’s Office vehicles, below is the 2007 mileage record.

K-9 Operations
The Sheriff’s Office currently has 2 Deputy’s assigned to K-9 partners. K-9 Deputies and their partners are useful in the
fight against illegal drugs within our county. Both of the Sheriff’s Office K-9’s are certified in locating a wide variety of
narcotics. K-9’s are also used in demonstrations to a wide variety of groups throughout the county.
Zorro: is a 6 year old German Shepard and is certified in narcotics and patrol procedures.
Nijka: is a 5 year old Belgian Malinois and is certified in narcotics.

Operations Division
Safe-N-Sober
Safe-N-Sober is a program designed to assist law enforcement agencies throughout Minnesota in the effort to reduce
alcohol / traffic related deaths. The program is also designed to encourage the enforcement of seat belt use. The
program utilizes a combination of education and enforcement to accomplish this goal. We have been a participating
agency with safe-n-sober for several years. The program assists with the reimbursement of overtime costs
associated with the enforcement activities.
D.A.R.E.
Drug Abuse Resistance Education is an important program designed to teach children how to avoid falling into the
trap of drug abuse. This program gives children the tools to “say no” to peers, and others that may tempt them with
drugs. We currently have 1 D.A.R.E. Instructor within the Sheriff’s Office.
Crime Scene Technicians
The patrol unit has several deputies assigned to work as Crime Scene Technicians these duties are in conjunction
with their normal patrol duties. This allows them to be able to process crime scenes that would have required a
detective in the past. Crime scene technicians assist in the collection and preservation of evidence.

Administrative Division
Investigative Unit
The Investigation unit is responsible for the follow-up and investigation of cases that are serious or time consuming in
nature. Detectives receive additional training in crime scene investigation, interviewing, collection and preservation of
evidence, with specialized training in child abuse and sexual assault investigations. Detectives are also responsible
for the storage and tracking of the evidence related to crime scenes.
In 2007 the Investigative unit had approximately 373 investigative cases, that included death investigations, burglary,
thefts, narcotics, sexual assault, identity theft, physical child abuse, sexual child abuse, forgery, fraud, kidnapping
and vulnerable adult cases, the majority of the case load was felony level.
2007 Major investigations included:
• A kidnapping of an adult female who was taken to a rural location, held there against her will, threatened and
sexually assaulted. The suspect was charged criminally and is awaiting trial.
• Numerous burglary rings throughout the county were broken up and suspects charged, as well as individual
burglars charged and awaiting trial.
• An adult male was charged in a case involving solicitation of a minor and sexual assault. The suspect met the
juvenile female in an on-line chat room.
• The Sheriff’s Office investigated a case of embezzlement of funds from a city government. Charges were filed and
awaiting court action.

We continue to strive towards the reduction of drugs in our communities. We currently have one deputy assigned to
the West Central MN Drug Task Force, and one deputy assigned to working narcotics through our office.

Administrative Division
Communications Unit
The Communications unit is responsible for the E 9-1-1 dispatching, radio communications between Sheriff, Police,
Fire and Emergency Medical Services within Otter Tail County. We currently dispatch for 8 law enforcement
agencies, 8 EMS services, and 26 fire / rescue departments within our county. Communications in Otter Tail County
operate off of 7 towers located in various locations within our county. Dispatch has the enhanced 9-1-1 system which
allows 9-1-1 calls to be pinpointed on a map of where they originate from.

Administrative Staff
The Administrative staff keep the Sheriff’s Office functioning in day to day operations. These
staff members maintain the records, warrants, bills, prisoner transports, uniform allowances,
non-sufficient fund checks, data processing, gun permit processing, transcribing reports, and
assist the walk in public with questions and referrals. The administrative staff, are critical to the
smooth function of the Sheriff’s operations.

Suspects of criminal activity are arrested on our warrants all over the nation. When that occurs it
is our responsibility to bring them back to Otter Tail County for court procedures and detention.
In 2007 transport deputies traveled approx., 37,889 miles.

The Otter Tail County Detention Facility currently has 111 beds. In 2007 there was an average daily population of 72.72
which was 10% below 2006. The average length of stay was 15.79 days which was 15 % under 2006. In 2007 there were
a total of 26,542 prisoner days.

Courtroom Security
The Sheriff’s Office is also responsible for the supervision of security of the courtrooms. There are currently 3 active
courtrooms. The Sheriff’s Office has several staff that provide for the security.
Programming / Work Release
Sentence to serve is a county run program that consists of 2 crew leaders and 12 inmates. All STS work is done for non-
profit entities, and includes a wide variety of projects that range from clearing brush to painting buildings. Inmates that
participate in the program are given $6 credit per day towards reduction of their fine.
The ICWC program is a state run program that utilizes end of sentence prisoners to help build houses for lower income
families around the area. This program will be lost during 2008.

Water Patrol Unit
The Otter Tail County Sheriff’s Office water patrol unit consists of 7 deputies that patrol over 1,000 lakes within the
county borders. A mission of the water patrol unit is to provide for safe, and peaceful use of our greatest asset, our
lakes. They accomplish this by patrolling, enforcement, and education of the public in rules, regulations, and safety.

Special Operations Units
S.W.A.T. (Special Weapons and Tactics)
The SWAT team consists of 26 officers from 7 different agencies. The Special Weapons and Tactics team is used to
assist in high risk situations, that includes barricaded subjects, hostage crisis, civil disorder, active shooter, and high risk
drug search warrants. Team members train monthly in a wide variety of subjects, to prepare themselves to effectively
handle any emergency that may arise.
C.E.R.T. (Correctional Emergency Response Team)
The CERT team is made up of 6 officers from the Otter Tail County Detention facility. The Correctional Emergency
Response Team is the equivalent of the enforcement units SWAT team. CERT team members train also on a monthly
basis in a wide area of tactics, that allow them to deal with high risk situations that may develop within the Detention
facility.

Special Operations Units
Dive Rescue Unit
The Dive Team consists of both officers from within the Sheriff’s Office and civilian divers from the community. The goal
of the dive team is to assist with the search, rescue, and recovery of missing persons or evidence. Dive Team
members train on a monthly basis, in a wide variety of conditions and techniques.
Posse Unit
The Otter Tail County Sheriff’s Posse is made up of 26 volunteers from the Otter Tail community. Posse members
volunteer their time to assist the Sheriff’s Office with search, rescue, traffic control, security, scene protection, evacuation
details, and public relations. The Sheriff’s Office relies on the dedicated assistance of posse members to assist in long
term events, that otherwise would be financially taxing and manpower draining on the Office.

Retirements
Marv Robinson retired in 2007 with close to 17 years of employment with the Otter Tail
County Sheriff’s Office. Marv worked as a Deputy Sheriff, assigned to the patrol division.
Dean Nelson retired in 2007 with just over 15 years with the Otter Tail County Sheriff’s
Office. Dean worked as a Deputy Sheriff, assigned to the patrol division. Dean also
Served as an instructor, and had past service with the SWAT team.
Jack Dawkins retired in 2007 after serving for 24 years, with the Sheriff’s Office. Jack
held positions as a Jailer/Dispatcher and for the last 20 years served as a Corrections
Sergeant, in the Detention Facility. Jack also serves on the Dive rescue team, with the
Sheriff’s Office.
Bryan Emmel retired in 2007 after serving for over 20 years with the Otter Tail County
Sheriff’s Office. Bryan served as a Corrections Officer and also as an Acting Sergeant in
the absence of the Sergeant.
