Term Paper for English Major Proposal for English Language Training School Project
Abstract
With an increasingly growing trend of learning English, English language training schools become more and more popular and make greater profits than ever before. Yet English learners still feel unsatisfied with the courses offered by these schools. The market gap, therefore, suggests the justification or necessity of starting an English language training school, and the related methodology, procedures, and business aspects are just what this treatise explores. This treatise is divided into two parts, namely, the formal project proposal and the sub-report, which serves as an appendix of the proposal. However, to better demonstrate the logical sequence of the studies done for the project, here the author would explain the structure of this treatise by beginning with the sub-report. The sub-report part contains six units, in which the following are dissected or carried out: the necessity of starting the English school, the analysis business envisaged for the school, the features and courses of the school, the focus groups survey and customer wants and needs, SWOT analysis, the costing of the project, the action plan for implementation, risk analysis and risk management plan, etc.

To begin with the preparation for the project, and also to find out the views and opinions of potential customers, the author establishes four focus groups of customers to conduct a survey on them, with specially designed questionnaires. From the customers’ complaints and suggestions, the author determines the features of the school courses. Then comes the SWOT analysis, which aims to find out the strength, weaknesses, opportunities and threats that the project possesses or faces. In order to demonstrate the profitability or benefits of the project, the project costing is carried out, followed by an action plan and action flow chart that state the actions needed to take for project implementation. In the end of the sub-report, an analysis of risks and risk management is performed with a view to avoiding business risks as best as the investor(s) can. In the formal proposal, which comes as a result of the analyses mentioned above, an executive summary is stated to provide a broad description of the project. Next, this treatise outlines the arrangements for premises and staffing, facilities, introduces the programs and courses of the school, presents a cost breakdown and an analysis of benefits, and then, an implementation schedule is roughed out to phase in certain activities needed for the project. Finally, a conclusion is drawn, summing up the prospects of the school. Key words: English language training school project proposal sub-report project preparation justification

Executive Summary
In Chengdu as well as in China nationwide, English language training schools see a booming business in recent years. Since China’s entry into the WTO, English language training market has been growing larger and larger than ever before, with an “English learning fashion” being prevalent among English learners of different ages. Students at school take English training courses to improve their academic performance in the subject of English, job holders take English training courses to improve their competitiveness in the job market or their working abilities, preschool children, though activated by their parents, also take such courses to make themselves stand out among their peers or contemporaries. Although there are already many English language training schools in Chengdu, which offer diversified English training courses, still, many English learners constantly complain that they can not find satisfactory courses, teachers, and schools. Theses complaints suggest the unsupplied market gap in the field of English language training. Therefore, comes the necessity or justification of the establishment of an English training school which is able to fill the market gap by supplying better suited, or more customized courses. An English language training school project is therefore proposed herein.

To be on the safe side in avoiding risks, four groups of people that are targeted as the intended customers, are drawn as samples to find out their needs and requirements, so that it can be judged whether the enrollment can be secured, they are: preschool babies and their parents, middle school students, college students, and adults or job holders. These focus groups were asked to answer a questionnaire with questions designed for them concerning English learning and training, English courses, English teaching methods, English language training market, etc. All these groups showed strong wishes to improve their English academic performance or English language abilities, with good financial conditions to afford such courses as serve this purpose and are specially designed for them. Moreover, fierce as the market competition is, the increasingly growing demand for English training lays solid foundation for an English training school to be founded. In addition, a SWOT analysis has been conducted to compare the advantages and disadvantages of the project to corroborate the justification of it. That is why the author of this proposal thinks it is high time to initiate an English training school.
