It started as a dream.
An after school program for elementary-grade kids in
economically underprivileged neighborhoods that would
—1— keep them safe and off the streets —2— help them
understand and complete their homework —3— feed their
hunger with healthy drinks and snacks —4— enrich their
minds with subjects and activities they wouldn’t otherwise
experience and —5— provide motivated role models from
their own communities to supervise and inspire them.
In other words, a jump-start for life.
Nineteen years later it’s a successful reality, with more
than 26,000 kids in 180 schools, the support of the mayor,
city council, school board, and community leaders, and the
dedicated work of thousands of staff, volunteers, friends
and donors.
You can see success on the faces of kids each day as they
dance, paint, take field trips and suddenly understand how
4 x 4 = 16. You can hear success in the voices of students
who return with stories of how LA’s BEST helped them achieve
their dreams. You can find success in the fact that cities
around the world are sending representatives to learn and
replicate our model. And you can quantify our success in
research projects such as the recently-completed U.S.
Department of Justice study that proves LA’s BEST really does
have a positive effect in reducing crime.
Extrapolate today’s success into the future, and look what
changes lie ahead: Higher graduation rates, more productive
citizens and less need for welfare. Safer streets, less gang
activity and reduced drug use. Better individuals, better
communities, a better world.
And those changes all start here.

The Long-Term Effects of After-School Programming
on Educational Adjustment and Juvenile Crime:
A Study of the LA’s BEST After-School Program.
This recently-released study, commissioned by the U.S.
Department of Justice and conducted by UCLA’s National
Center for Research on Evaluation, Standards and Student
Testing, has a long name. But the results are short and sweet.
“The LA’s BEST after-school program demonstrated
statistically and substantively positive effects on
youth crime abatement.”
In other words, we help prevent crime!
Other significant findings were: A conservative cost-benefit
analysis estimated that each dollar spent on LA’s BEST LA’s BEST Attendance
returned an average $2.50 to society in the form of reduced
crime and its associated costs.
The more often students attend LA’s BEST, the more the
crime rate diminishes. For a child who participates at least
15 days per month for one year and who would have been
assumed otherwise to have committed crime throughout
life, the estimated return to society is $7.50 for every $1.00
invested in LA’s BEST.

Couple this study with one released in 2006, which proves
the positive effect LA’s BEST has on high school graduations,
and no one can doubt LA’s BEST works.

There is one thing educators can agree on.
All children need a safe place to be in the
afternoon before parents get home from work.
But recently, a debate has emerged—how to fill the time between
three and six p.m. Every school should be open until six o’clock. But
should we simply increase the academic day, and have students stay
with their credentialed teachers the extra three hours? Or are students
better served by an after school enrichment program like LA’s BEST?
The 10-hour school day proponents point to pilot programs in which
test scores improved. But there are many profoundly important issues
those programs did not address:
• How many teachers will have the desire or stamina to work extra
hours, then go home to grade papers and prepare for the next day?
If the teaching quality drops, so will the scores.
• Changes in personnel, teaching style, location and focus enhance
learning. In letting the students escape from their regular classroom
structure, embrace new people and tackle subjects in a fresh way,
some minds become more open to learn.
• After school instructors from the local community bring added value.
It’s easier for some children to relate to someone who looks like them
and reflects their cultural background and personal experience.
They learn more readily and find much-needed role models.
• As important as test scores are, they don’t address pervasive problems
common to economically underprivileged neighborhoods such
as dropouts, drugs and crime. Our staff not only deal with these
realities, but are often more understanding of the circumstances
that lead to them.
• Our program has 19 successful years behind it and can be replicated
in schools around the country.
Credentialed teachers doing more of the same or an after school program
like LA’s BEST? We must choose the one that inspires, motivates and
enriches as well as educates.

One thing you’ll never see
LA’s BEST do is rest on its laurels.
Something can always be changed. Improved. Better tailored
to the needs of an individual school or group of children.
So that’s what we do. Every site. Every day.
In the past year, for example, we’ve started a cricket
program—that’s bats, not bugs—at several sites, with both
girls and boys learning the skills and etiquette of this most
British of games. We also launched KidType, a program that
teaches students the basics of touch-typing. Graduates of
the course receive a donated computer to take home and
share with their families. The idea behind new offerings
like these? Keep LA’s BEST fresh with new experiences and
learning opportunities, and the kids will stay engaged—
in school and out.
The core activities at LA’s BEST are divided into three and
a half beats: Help with homework, a learning activity that
boosts core academic skills such as reading or math,
something that’s just plain fun, and a nutritious snack.
Change even occurs within our basic core activities,
though. One group of kids may need more help mastering
English than math. Another may be more interested in
art than dance. By tailoring the program to the needs
and preferences of the individuals, our on-site staff is
almost guaranteed to hit the hot buttons that turn
each child into a motivated learner.
So when someone asks, “When will your program finally
set its curriculum in stone?”, our answer is “Never!”

Helping LA’s BEST kids succeed.
The Mayor and the City Council of Los Angeles are looking
out for their welfare. The Los Angeles Unified School
District Board of Education and Superintendent’s Office
both have their interests at heart. The LA’s BEST officers,
board of directors and advisory board are laying out the
plans and programs that will help them today and well
into the future. Both our dedicated office and on-site staff
are tirelessly carrying these programs through every day.
And hundreds of BEST Friends and volunteers are lending
a much-needed hand.
That adds up to nearly 3,000 caring, motivated people
working together towards one goal: To help every child in
LA’s BEST achieve his or her maximum potential.

To many of the kids in the neighborhoods
LA’s BEST serves, the world is a very small place.
Due to financial, cultural or language barriers they’ve
never been to a museum or dipped their toes in the
ocean … never heard a choir or attended a ballet …
never cheered the Dodgers or visited City Hall.
At LA’s BEST it’s our mission to expand their horizons …
expose them to a variety of places and activities they’ve
never experienced … create new interests that may, in
some way, change their lives.
This year, the Skirball Cultural Center introduced a major
new exhibit, Noah’s Ark. In it you will find a set of foam
animals painted and decorated by school children. School
children from LA’s BEST. These animals are a permanent
part of the Noah’s Ark interactive experience.
So not only did many of our kids get to visit a world-class
museum for the first time, but their artwork is now
featured there.
