									Electric Shield – Dangerous Dogs

The electronic dog shield may be deployed in circumstances where it is considered necessary to protect police officers or other persons. It must be remembered that the electronic shield is a ‘Prohibited Weapon’ under the Firearms Act and is thus subject to strict controls. The following policy and terms of use will be adhered to without exception; Only Dog Unit officers trained in the use of the electronic shield will be authorised to use the equipment. The shield will only be used to control dangerous animals. Under no circumstances will the shield be used in public disorder situations, for the control of violent prisoners, or where there is an unmanageable risk that any person may come into contact with it. It is the responsibility of the user to dynamically riskassess throughout the deployment. Alternative methods of dog-control should be available for use in case the shield is required to be withdrawn as a result of those risk assessments. As the shield presents a threat to the public and police officers, great care must be taken when using the item and the ‘live’ electric sheets on the front of the shield must not be touched. The immobiliser device must be firmly attached to the users belt when using the shield. The shield will not be used in damp misty weather conditions. This will prevent arcing or malfunctioning of the item. When not in use the immobiliser device will be stored in a secure store and separate from the shield. The shield will be stored in a cover in a secure store. Under no circumstances will the shield and immobiliser device be attached when stored. The approved storage locations are the Dog Unit lockers at Coldharbour, Nackington and Stockbury. These lockers are to remain secured at all times, and only those who are authorised to use the equipment within are to have access to the codes. No other location is authorised for temporary or permanent storage of the electronic dog shield. Any Health and Safety issues arising will be reported immediately to a Dog Section supervisor. Prior to taking possession of the electric shield for deployment, the handler will establish that appropriate authority has been granted. This must be either a signed prescribed authority form, or details of that authority in her/his pocket notebook, and sign the shield store inventory book indicating his/her possession of the shield. The on-call Dog Unit supervisor will be informed of the requirement for use of the shield and will consider the need for additional handlers or their own attendance prior to deployment of the shield.

If it known in advance (pre-planned operations) that there will be a requirement for the availability of an electric shield, two handlers must be deployed. This is to ensure that there is the professional capability to deal with the threat of a dangerous dog (ie operating of the shield and subsequent handling of the dog). For spontaneous incidents, every effort must be made to ensure that two handlers are deployed. Before deploying with the shield the user will provide a full health and safety briefing for all accompanying officers. This will include the users proposed actions if they have to use the shield in accordance with their SOP’s. The handler will hold the shield with both hands and only ‘arm’ the equipment when actually required. Where appropriate the shield operator must give a clear warning to anyone ahead of the shield to ensure that they remain at a safe distance. Should anyone disregard a warning, and approach the shield, it MUST be deactivated immediately. Any accompanying officer or other person will remain behind the handler at all times until the identified dangerous dog has been dealt with and the shield has been deactivated. The electric shield will be deactivated as soon as the requirement for its use has ceased. When not in use and not in immediate possession of the allocated handler, the electronic shield will be placed in a secure place and the immobiliser retained by the handler. It will be returned to its secure store at the earliest opportunity. Requests for deployment of the electric shield Pre-planned requests for deployment of the electric dog shield will be made in the first instance by email to the TCU Coldharbour. The TCU will attach a copy of the request/ authorisation form (see below) to the email and return to sender for completion. The completed form will be returned to TCU Coldharbour and presented to a Critical Incident Inspector (or CICI) for their consideration. Authorising officers must provide tangible evidence and justification to support the use of the shield. Examples of previous encounters with the dog in question and/or 5x5x5 information supporting that the dog is dangerous should be used to justify the necessity and proportionality of using the equipment. A barking or excitable dog will seldom justify the use of the electric shield. The request and the appropriate authority will be recorded on the appropriate form that will be held as a document that may be transferred via E Mail between the requesting officer and the authorising officer. The document is disclosable and must be retained. Spontaneous requests for deployment of the electric dog shield will be made by email or personal contact with a Critical Incident Inspector. Authority to deploy with the Electric Shield The authority to deploy with the electric dog shield may only be granted by a Critical Incident Chief Inspector, Critical Incident Inspector or Duty Inspector FCC. The authorising officer must be satisfied that the request contains sufficient intelligence and information justifying grounds to suspect that there is a dangerous dog on the identified premises, and that the dog poses a significant risk of injury to police officers or the public, and that it is necessary to use the electric shield in order to control and negate the risk.
