IV.    BACKGROUND:

       This item updates the Board on Health Plan Open Enrollment for the 2011 Plan
       Year.
       Each year, CalPERS conducts Health Plan Open Enrollment in the September/
       October timeframe, allowing members to select or change health plans in light of
       any benefit design initiatives and rates approved by the Board in June.
       As a result of the change in launch date for my|CalPERS to September 20, 2010,
       the Health Benefits Branch (HBB) was asked to develop an enterprise analysis
       and action plan for 2010 Open Enrollment. The Strategic Management Services
       Division (SMSD) assisted HBB staff with this enterprise analysis.

V.     ANALYSIS:

       The September 20, 2010, launch date of my|CalPERS requires staff to establish
       Open Enrollment in late September through mid-October 2010. This time frame
       remains within the historical timing of open enrollment for members and
       employers. This also allows for Open Enrollment activities to take place after “go
       live”, yet provides HBB and the enterprise sufficient time to complete all the
       required tasks to accurately enroll members and update systems for a
       January 1, 2011, effective date.

       HBB and SMSD staff collaborated with all CalPERS Division Chiefs to validate
       and assess Open Enrollment processes and activities, to identify enterprise
       impacts of conducting open enrollment activities concurrently with PSR
       implementation and developed an action plan for the 2010 Open Enrollment.
