Clean Air Challenge We are working towards a cleaner atmosphere.
Fleet Operations took on the challenge of preparing and initiating an Idle Free Program for the City of Richmond's Fleet of Vehicles and Equipment.

Presentation Overview

!Organize the key players !Discuss the important issues about
unnecessary idling of engines

!Benefits of taking action !What we can do about idling? !Where can we obtain information?

!Most vehicles idle unnecessarily for
long periods of time or much more. emissions of carbon dioxide (CO2),Oxides of Nitrogen and Methane gases.

While meeting with the crews we discussed:

!Idling produces unnecessary

!Idling jeopardizes our health.

Take action as a team
Ask the employees for their input

! ! ! ! ! !

The crews asked for reminders Use Signage Placement of peel and stick decals on vehicle windows Solar Panel messages at the exit and entrance of the Works Yard Let us know how we are doing! We have to run the engine for battery power in-order to maintain the use of traffic advisors and beacons

Discuss the importance of the employees health!
Reality:

! We contribute to the global warming factor if we idle our engines. ! All of us breathe the GHG in a !

concentrated area while the vehicles are warming up. Sitting inside the vehicle while warming up, is not a healthy place to be!

The program

! Thirty-Six signs were posted throughout the Works yard. ! Approximately 752 idle free stickers ! !
were placed on the fleet vehicles and equipment. Each manager contributed through their budgets for the start up cost. Approximately $6200 was spent.

Encouraging Outcomes

! Employees started to remind each other to turn off the engines. ! Employees now complete the pretrip-inspection. ! Vehicle warm up period is now
shorter.

Discuss Benefits of Taking Action
A Good Anti Idling Program: Shows,by taking action, that we care about our employees Improves the quality of air they will breath. May potentially decrease health claims.

! ! !

What else can we do?

! Talk about the employee’s families
and how idling effects everyone.

! Have managers take an active role in ! Discuss the problems with vehicles
idling at our schools and the harsh impacts it has on children.

reminding people to turn off the engine as they walked about the yard.

Anti-Idling Action Plan
! A good plan is generally successful when it is a team effort!
! Work with other departments to get support, access expertise and to take key actions ! Measure results and share them ! Develop community and industry partnerships and build capacity to develop their own idle-free initiatives ! Challenge others to take action

Celebrate Success
• We started the program on September 1st, 2004 • We checked every three months to see how we were doing • By September 30th, 2005 we reduced approximately 170 metric tonnes of GHG • Reduced our fuel consumption by 160,000 litres. • By December 2005 we added another 30,000 litres to the total reduction despite a 6% increase of fleet vehicles • These numbers illustrate the support given by of our valued employees!

Corporate Sponsorship
• We received a $8,000.00 grant from a committee of people dedicated to making Richmond a better place environmentally. • Their name is Friends of the Environment from the T.D. Bank

Net Working

Work-Based Initiatives

! The City of Richmond, Public Works !
is purchasing Hybrid vehicles and Smart cars. We are more aware of matching the vehicle to the task and will replace some of the larger vehicles with fuel efficient types of engines.

RE-ENFORCEMENT

! Continue to distribute anti-idling signs, information cards and vehicle stickers. ! Post flyers & posters at reminders. ! Prepare press releases and articles for the local newspaper to build awareness. ! Produce displays for local events. ! Make a presentation to City Council, the
Chamber of Commerce or other community organizations such as the School Board.

Idle Free Ideas

!Work with your city or municipality to educate people about anti-idling! !Some municipalities have adopted
creative non-regulatory measures – such as anti-idling policies for transit fleets – rather than make unnecessary idling against the law! Include anti-idling into your employees safety manual!

Idle-Free-Ideas Continued
Distribute:

! Fact sheets about frequently asked questions. ! Use campaign materials such as !

notices, posters, brochures, information cards, stickers, presentations, and a personal thank you for participation. Make your employees aware that they are making a positive impact with the program.

Summary

unnecessary pollution and preventable health problems. Idling wastes fuel and costs us money. Idling is not good for our vehicles’ engines. We can stop idling and help spare our air, slow climate change and save energy and money. There are many voluntary and regulatory approaches we can take to stop idling.

!The first step is to “take action” to reduce your own vehicle’s idling. !Next, we need to get out there and !Together, we can make a
difference! let people know it’s a problem and what can be done about it – we need to shatter the myths about idling.

It’s Up to Us!
