The Organization
Hemet was incorporated in 1910 as a General Law city and operates under the CouncilManager form of government. The five members of the City Council are elected to four-year overlapping terms, with the Mayor selected among its peers to serve a one-year term. The City Council appoints the City Manager, who serves as chief executive of the organization. The City utilizes commission and ad-hoc committees to provide recommendations to the City Council on matters such as planning, parks, traffic, and community services. The City of Hemet is a full service municipality, including police, fire, and utilities. The City’s budget for FY 2009-10 is $86 million ($33M represents the general fund budget). The City of Hemet has 350 employees in 11 departments, including Administration, Finance, Planning, Building, Human Resources, Library, Police, Fire, Public Works, Information Technology, and the Community Center.

The City of Hemet
The City of Hemet (population 74,000) is located in western Riverside County in the scenic San Jacinto Valley. It is situated within a short distance from the beaches, desert, and mountain areas where residents enjoy mild winters and warm summers. The City offers economic opportunity, affordable housing, and is served by the highly regarded Hemet Unified School District. Hemet is a family oriented community with a variety of recreational opportunities including Diamond Valley Lake, Southern California's largest freshwater reservoir, which provides boating, fishing, and hiking trails. The Hemet area is home to six public golf courses and proudly hosts the famous outdoor Ramona Pageant. The City is dedicated to providing a superior level of responsive service to the community that results in a safe, caring, attractive environment for residents and visitors.

The Position
The Finance Director manages the Administrative Services Department. The Department has a staff of 20, which includes accounting, utility billing, budget, financial reporting, CDBG funds management, purchasing, payroll, risk management, and information technology. This is an at-will position, appointed by and reporting to the City Manager. This position serves as a key advisor to the City Manager. Other responsibilities of the Finance Director are to organize, prepare, and oversee the annual budget and the Comprehensive Annual Financial Report; review and monitor investments and cash flow; provide advice on intermediate and long-term revenue and financing strategies; direct the preparation of revenue, expenditure, debt, and other periodic and ad hoc financial reporting documuments. Specific Tasks Will Include:
? Developing a long-range financial plan ? Implementing Council approved financial policies ? participating on the City’s negotiating team with six labor groups Actively ? Developing a comprehensive capital improvement budget ? Developing an approach and implementation plan for GASB 45 ? Implementing cost savings strategies dealing with credit cards, take home

vehicles, and professional services agreements ? Refining the City’s insurance and risk management program ? Coordinating and implementing a redevelopment agency bond financing

The Ideal Candidate
The City of Hemet is seeking an energetic, knowledgeable and skillful Finance Director to lead the Administrative Services Department. This individual must be able to communicate effectively; work well under pressure, handle day-to-day operational problems and tasks that arise unexpectedly or simultaneously; and supervise, motivate, and evaluate the department staff. The Director will have frequent interaction and open dialogue with the City Manager. Successful candidates will also promote the use of new and emerging technology, and be comfortable in an environment that promotes state of the art methods of delivering services to the public. The Director will have unquestionable personal integrity, display honesty, and have strong ethics. The ideal candidate will possess knowledge of financial management principles and practices; local, state, and federal laws, regulations, policies and procedures affecting financial operations; and generally accepted accounting principles. Candidates should also have experience in treasury and investment management techniques, municipal budget preparation and control and project management practices.

The Minimum Qualifications
The successful candidate will possess superior leadership skills with five years of progressively responsible experience in finance, three years of which must be at a supervisory level. Possession of a Bachelor's degree is required with an emphasis in accounting, finance, financial management, public or business administration, or a related field. An advanced degree (MBA, MPA) and/or certification as a CPA are desirable.

Compensation & Benefits
The salary range is currently under review and will depend upon qualifications. The former incumbent’s annual salary was $131,256. The City offers an attractive benefits package including CalPERS Retirement (2.7% @ 55). The City will negotiate an employment agreement with the selected candidate.
