FELLOWSHIPS ON CAPITOL HILL
LEGIS CONGRESSIONAL FELLOWSHIP The LEGIS Congressional Fellowship program is an exceptional learning and development opportunity available to a select group of individuals who have the demonstrated capacity to be effective and superior leaders. Nominees accepted for a fellowship will gain direct and personal experience in the processes and politics of Congress during seven- or twelve-month assignments on Capitol Hill, working in the office of a member of Congress or serving on the staff of a congressional committee. Duties are substantive and wide ranging; they may include, but are not limited to, drafting legislation, briefing members of Congress, serving as a constituent liaison, planning and participating in committee hearings, and more. As a participant in this program, you will develop superior strategic planning skills, new leadership capabilities, and rare political acumen. You will gain in-depth knowledge of the policymaking process and will build a strategic and competitive advantage for your agency or company when you take home your newly developed understanding of the legislative world. Successful completion of this program could advance your career significantly.

THE CERTIFICATE IN PUBLIC LEADERSHIP Earn a respected and unique credential. Add distinction and prestige to your resume as you prepare for Senior Executive Service (SES). The Brookings Institution Certificate in Public Leadership is awarded exclusively to government executives who strive to be the best and the brightest in America’s public service. The Certificate in Public Leadership is conferred on government executives who complete a minimum of twenty days of Brookings executive education, including the Leadership Lab (see page 15) and Leading with Integrity: Ethics in Action (see page 15). These two programs can be supplemented with any other program from this catalog or with custom programs delivered by the Brookings Center for Executive Education for your agency. ALUMNI ALERT: programs taken since January 2004 count toward your certificate. The certificate allows civil servants (usually at the GS 13–15 levels) to develop competencies across a number of Office of Personnel Management Executive Core Qualifications (OPM ECQs) that are prerequisites for managers who aspire to SES positions. There is no timeline or sequence for certificate studies: start when you want, attend programs you select, and finish when it suits you and when budgets allow. The executive education experts at Brookings use their real-world experience, unparalleled access, and extensive contacts to help high-level learners make a difference where they work and in the world at large. Dr. Peter Schoettle is a former U.S. Foreign Service Officer, whose career with the State Department included stints at the U.S. embassies in Greece, Poland, and Japan, as well as on the German and Soviet Union desks. He was a member of U.S. delegations to a number of major international negotiations, including START, the Conference on Disarmament in Europe, and the G7 Summit in Tokyo. Dr. Schoettle is a former director of political training at the Foreign Service Institute and assistant professor of political science at Rutgers University. The Brookings executive development curriculum is underpinned by Dr. Mary Ellen Joyce’s research on competencies for the twenty-first century. Her knowledge of federal government operations and the policymaking process is enhanced by her political background before joining the Brookings Institution. Dr. Joyce was appointed by President George H. W. Bush to the U.S. Advisory Commission on Intergovernmental Relations. Previously, she worked with Governor John H. Sununu during his tenure as chairman of the National Governors Association. Dr. Joyce managed the campaign for Governor Sununu in New Hampshire and developed the field network for Arizona Senator John McCain’s 1982 race for the House of Representatives and his 1986 contest for the United States Senate. Dr. Al Hyde directs the Brookings Institution’s management consulting projects for federal agencies. Dr. Hyde designs and delivers management programs and seminars on strategy and planning, quality improvement and reengineering, and management innovation for public and private sector organizations. He is also a distinguished academic and leading author in the field of public administration. Law professor and economist Dr. Henry Butler, JD directs the AEI-Brookings Judicial Education Program, which provides high-quality educational programs to our nation’s judiciary, with a focus on economics, finance, accounting, statistics, and scientific method. Dr. Butler draws on his academic, legal, and business experience — and his vast range of high-level contacts — in the programs he delivers. He was the James Farley Professor of Economics at Chapman University in Orange, California, and previously served as director of George Mason University’s Law and Economics Center. He has published numerous articles and books.
“Inform. Educate, and Entertain.” It’s the mantra of the British Broadcasting Corporation and of Liz Barron, a former senior executive with the BBC and Discovery Communications Inc. Ms. Barron’s background in television production, marketing, and journalism influences and contributes to the topical agendas, creative content, and high-energy delivery of her programs in the areas of leadership development and government processes. Robin Wink, JD is a practicing attorney with twentysix years of distinguished service for a range of federal agencies and the U.S. Air Force. Most recently, as assistant chief counsel for administrative litigation at the Transportation Security Administration in the Department of Homeland Security, she led a team who defended federal personnel cases before the Equal Opportunity Commission and the Merit Systems Protection Board. In just over three years, the team successfully resolved more than 1,100 cases, with only 10 losses. This work won Ms. Wink the Office of Chief Counsel Gold Medal Award. She is a retired lieutenant colonel in the Air Force Reserves, a former Air Force judge advocate general, and a former Air Force air traffic control operations officer. Betty Anthony has thirty years of experience in the oil and gas industry serving in trade associations and companies. She is senior policy advisor at the American Petroleum Institute, focusing on energy policy and strategic communications. Ms. Anthony has extensive experience in government relations and public affairs. Through her career with Gulf Oil, Amoco, British Petroleum, and API, Ms. Anthony has become an expert in managing public policy advocacy and grassroots initiatives and in coalition building. Chic Thompson is president of the Creative Management Group and author of What a Great Idea! and “Yes, But…”, a guide to overcoming bureaucratic language that stifles innovation. He is a Batten Fellow at the Darden Graduate School of Business at the University of Virginia. Mr. Thompson has worked in new product development and marketing for W. L. Gore and Associates, Johnson & Johnson, and the Walt Disney Company and has showcased his teaching skills alongside talent ranging from Tom Peters and Stephen Covey to Cirque du Soleil and Second City.

How do I reserve a place in or enroll for a program?
To avoid incurring fees, you may elect to send a substitute in your place. You may make substitutions up to one business day before the program start date. Brookings reserves the right to accept or reject substitutes for programs that have minimum managementlevel requirements.
How do I know if I am eligible to attend a program?
You may register online with a credit card via our website or fax your enrollment form to the registrar at (202) 797-4363. You may also call (800) 925-5730 to speak with the registrar directly or send an e-mail to registrar@brookings.edu if you have further questions.
What program is right for me?
Most of our programs are open to executives and managers from the public and private sectors. However, some programs are restricted to federal employees at certain management levels. If applicable, program descriptions will indicate specific qualifications for participation. If you have a question about your eligibility for a program, please call the registrar at (800) 925-5730.
Where can I find a full agenda for a program?
Each course is designed for mid-level to senior-level government and corporate managers. Some programs may have specific qualifications for admission. To consult with one of our advisors, please call to be connected with an expert who can help you select courses that may be appropriate for you.
What kinds of payment arrangements do you accept?
Full agendas or descriptions of major course themes can be found on the individual program pages of our website, www.brookings.edu/ExecEd. We would be happy to e-mail or fax these agendas to you upon request.
Can I have a special version of a program designed specifically for my organization?
We accept American Express, MasterCard, and Visa. In addition, we also accept checks and wire payments. We will accept approved federal government purchase orders for most programs as evidence of payment, and we can invoice your federal agency after your course has been completed. Please call to make arrangements for payment by check, wire, or purchase order.
Where can I stay when I attend a Brookings program?

Who pays my salary if I am accepted as a LEGIS Congressional Fellow?
When attending a program in Washington, D.C., lodging is normally not included. While we do not have any discounted rates at local hotels, we can e-mail for fax a local hotel listing to you. Some programs held outside the Washington, D.C. area may include lodging in the cost of the course. Please see the program descriptions for specific details.
Do you offer any discounts?
Your company or agency must continue to pay your salary if you are accepted as a LEGIS Congressional Fellow, as part of their sponsorship of your application. The program fee pays for our intensive orientation and additional programming and personalized support throughout the term of your fellowship.
Group rates for select programs are available upon request. Some courses do not qualify for any discounts. These include any programs held outside the United States, fellowship programs, or residential programs that include lodging.
What happens if I need to postpone or cancel?
If you need to postpone or cancel your participation in one of our programs, please call (800) 925-5730 immediately to speak with the registrar. Because our programs require significant preparation and commitments for meals and facilities, a postponement or cancellation may incur additional fees, and a full refund may not be possible.

REGISTRATION POLICIES (2007–2008)
Payment
Cancellations, Substitutions and Transfers
Space in a program may be reserved by sending a participant’s registration form; however, a registration will not be fully processed until receipt of full payment information. Fees may by paid by check, money order, credit card (VISA, MasterCard, and American Express), wire transfer, government purchase card (IMPAC), or approved government purchase order. Brookings Executive Education is unable to hold spaces for international or residential programs without payment. These courses must be paid for in full at the time of registration. Furthermore, government purchase orders can not be accepted as payment for these programs. Program fees and course schedules are subject to change without notice. Pricing for internationally based programs, in particular, is subject to changes in exchange rates, which may cause increases in course fees up to 30 days prior to the program start date. Please call or visit our website for the most current information regarding program fees and schedules. If, for any reason, the Brookings Center for Executive Education cancels a course, Brookings can not assume responsibility for travel costs. We will make every effort to immediately notify registrants of a cancellation and will work with participants to find an appropriate course into which they can transfer. Such transfers will not be subject to the transfer fees discussed below.
Special Discounts
Written notice is required for all cancellations, transfers and substitutions. Send correspondence via email to registrar@brookings.edu or fax to (202) 797-4363. International and residential programs require at least 45 day notification for cancellations and/or transfers in order for the participant to receive full credit or refund. All other programs require notification at least 30 calendar days prior to the start date of the program. Cancellations submitted after these deadlines will be subject to the fees specified below and participants will be billed in accordance with these policies. Additional charges may be assessed in cases where educational materials were mailed out prior to receiving a cancellation notice. Participants who do not notify BCEE of a cancellation and/or who fail to arrive for the program in which they are registered will forfeit the full program fee. Credits may be applied toward another program with a start date within 12 months from the date we receive your cancellation notice.
Transfers
A participant may elect to transfer out of a program and into another once, and only once. However, as shown below, if notification of a transfer is received after indicated deadlines, fees will be incurred and the participant will be billed accordingly. A transferee will have a period of 12 months from the date of his or her transfer request to attend a subsequent program, after which time tuition credits will be forfeited. A transferee will be required to pay any tuition fee increases that occur in the time between the program he or she was originally scheduled to attend, and the program into which he or she transfers. In addition, a transferee must pay the full price for his or her substitute program, even if a discount was applied to the initial registration. Payment of any difference is expected at the time a transfer request is submitted for registration.
Group discounts are available on a select basis, and restrictions apply. Please call for further information. All fellowships, international programs, and residential programs are exempt from any such discounts. There are no early registration nor partial attendance fee options.
