APRIL WAS A GOOD NEWS MONTH. April was the first month with no reported deaths
either Active or Retired Members since early fall in 2006. That is good news.

GOOD NEWS came from Tallahassee on Monday afternoon April 27th with the final vote taken
by the Senate on House Bill 877 introduced by State Representative Mike Weinstein. This legislation will authorize the Pension Board to increase the percentage of Fund Assets invested in Real Estate from 10% to a maximum of 20%. The Fund sought this change upon the recommendation of our nationally recognized investment Advisor, as our Real Estate investments are making substantial returns for the Fund.

MORE GOOD NEWS was received by the Fund staff on April 30th, when Tom Goldsbury, Chief of the Building Inspection Division confirmed the issuance of the “Certificate of Occupancy” for the New City Hall Annex Building. The Fund received the property located at 407 Laura, across from City Hall in fall of 2006, with a credit to the City toward the Unfunded Actuarial Accrued Liability. During the past 30 months, the building expanded by six thousand square feet, with the infilling of a multiple story atrium inside the structure. All hazardous materials were removed; the building was “gutted” inside and “stripped” on the outside, The “new” building will be providing offices and meeting facilities with up to date electrical, telephone, and communications wiring; a new exterior envelope was installed, restoring the façade of the building to the 1900’s look and topped off with a new roof system. City employees from three agencies will begin to occupy the “Annex” during the summer. The building is “energy efficient”. AND MORE GOOD NEWS from the Stock Market with the end of the month report showing the Russell 2000
surged 15.33%, the NASDAQ was up 12.35%, the Wilshire 5000 Total Market Index climbed 10.47%, the S&P 500 was up 9.39% (its best month since March 2000), and the Dow gained 7.35%. The average interest rate on a 30year fixed rate mortgage fell to 4.78% from 4.80% a week ago, according to Freddie Mac. A year ago, the average 30-year fixed rate mortgage was 6.06%.over the . THE APRIL MARKET REPORT begins to “pull up” the investment return numbers for 2009. Year-to-date the NASDAQ is actually ahead 8.89%, though the Wilshire 5000 is down 1.37%, the Russell 2000 is 2.98% lower, the S&P 500 fell 3.37%, and the Dow is down 6.93%..While the April Market Report is positive, we have a long journey ahead to recovery the investment loss from the past 18 months. Many “market watchers” report the “recovery has begun”.

WE WELCOMED MAY with another “good news” item. The Florida House voted unanimously to approve a bill pre-

viously adopted by the Senate we have been supporting for nearly ten years. The legislation will increase the percentage of assets authorized for investment in “International” stocks from 10 to 25%. The legislation also provided numerous administrative changes such as term of office of Trustees; authorize additional individuals to sign checks; approved deductions for health insurance premiums to permit retirees to qualify for the provision of the new HELPS Bill passed by Congress. However, as Inside this issue: with many bills containing numerous items, we did not get all we were seeking. Police Officers Memorial Day, May 15th

In the line of duty...
On Police Officers Memorial Day, the United States honors federal, state, and local officers killed or disabled in the line of duty. Some 160 officers are lost in the line of duty each year. The honor is well-deserved by these fallen heroes of law enforcement. It helps us and their families to know they have not been forgotten. Many businesses and community members lower their flags to half mast on this day. The observance has been held for 46 years, since 1963. It includes special services and placement of a memorial wreath at the National Law Enforcement Memorial in Washington, D.C. In 1961, Congress asked the President to designate the day to honor the officers. President John F. Kennedy signed the bill into law on October 1, 1962. Each year since that time, the President of the United States proclaims May 15th as Police Officers Memorial Day and the calendar week in which May 15th occurs as Police Week. This is a day to remember and honor those who have given life or limb to protect us.


Memorial Day, May 25th

It's more than flowers, wreaths, and 'Taps'
Some years ago, we would see people with arms full of garden flowers decorating the graves of loved ones on Decoration Day. In today's busy times, it doesn't happen as much. When it does, it's more likely the people are decorating graves of departed heroes from America's wars, past and present. Now, we celebrate Memorial Day instead. At National Cemeteries around the country, there will be flowers, the laying of wreaths by dignitaries, and the playing again of "Taps”. There is more to it than that. In the hearts and minds of virtually every American citizen, the memory of loved ones who have died in battle is still fresh, though it could have occurred decades ago. We remember, and we honor them. As for those who served with the fallen, fortunately, they have less sentimental recollections. Most often, veterans prefer to remember the good times they had with their friends and buddies. That's probably how the fallen ones would prefer to be remembered. If, on Memorial Day, you are honoring a relative who died in the American Civil War or in World War I, you won't have such memories. If you honor someone who fell more recently, remembering their smile or laugh may be tribute enough.

Lemuel “Lem” Sharp Jr. turns 80
On March 21st of this year, Lem Sharp turned 80 yrs. old. Lem began his career as a Fingerprint Technician in September, 1949. At that time, you had to be 21 to start with the Jacksonville Sheriff’s Office, so on July 1, 1950, he was hired. In 1956 he became a temporary Municipal License Inspector. In November, 1961 he was promoted to Sergeant and was in charge of the Jail, Communications, Printing, and Roll Call. During this time, he renovated the jail, painted the walls (bottom green, top white), painted the walkway yellow, and re-did the benches. Upon Consolidation, he was promoted to Lieutenant and was in charge of Printing, Records, and Review. He revised the way Sergeants conducted roll call each morning. He remained in this position until May, 1970 when he retired with 20 yrs. of service. At the time, he made less that $400. a month in retirement pension. He went to work for Sears for a short period of time after retiring with the City. He obtained his General Contractors license so after leaving Sears, he went to work for ITT Hensley General Contractors enclosing screened in porches with jalousie windows each built by hand. He later became a Construction Superintendent with W.G. Mills Inc., where he supervised small General Contracting additions. Lem is a Retired Active member of the FOP, a member of the Jax Exchange Club, a member of Elks Club #221, and President of Jax. Chapter of the National Association of Retired Cops. He is an avid Gator Fan. HAPPY BIRTHDAY!

Guard against periodontal infection

There's more to oral health than whiter teeth
You could have the most beautiful smile in the room, but a serious condition could be developing around your pearly whites right now. Gum disease can sneak up on you at any age. What's more, bacteria from gum disease has been linked to a higher risk of heart attack and stroke, a 14 percent greater risk of all cancers, problems for people with diabetes, and, of course, it can cause tooth loss. Bacteria that exist in the mouth play a part in the formation of the plaque that adheres to teeth. It needs to be removed by brushing and flossing. If plaque is allowed to stay on teeth, it can harden along the gumline and act as a home for bacteria. Tissues at the gumline may become tender and prone to bleeding. Caught early, this gingivitis is reversible with better home care and dental cleanings. If the condition isn't reversed, pockets develop between the gums and teeth. As the pockets deepen and bacteria thrive, infections can form under gum tissue and result in tissue loss, bone loss, and eventual tooth loss. You can keep the whole process from beginning. * Brush at least twice a day and floss at least once. * Use a toothpaste that contains triclosan, such as Colgate Total, advises the Mayo Clinic. * Use a mouthwash that contains thymol, as in Listerine and generics. * Have regular dental cleanings and checkups. Other risk factors for periodontal disease include age and medications that reduce the amount of saliva you produce. These drugs include antihistamines, antidepressants, antihypertensives, and others.

It's strawberry time!
In Florida, strawberries begin to ripen in February, with the season moving northward each month. May is National Strawberry Month, which means that, right now, they are plentiful everywhere in the nation. Not only are they rich in vitamin C and other nutrients, but strawberries may lower blood levels of Creactive protein (CRP), a signal of inflammation in the body. High CRP levels are associated with an increased risk of heart disease and stroke. Researchers at Harvard School of Public Health say fresh or frozen strawberries help to protect the heart but may be helpful for arthritis too. So eat your fill, now and all year round.

Feed your brain
You may be in the middle years of your life but still wondering what you can do to ward off Alzheimer's disease in the future. Though the link is not proven for certain, many studies show that changes in mental function are associated with a lack of folate in the body. The brain also needs adequate intake of antioxidants like vitamins C and E, plus anti-inflammatory nutrients like omega-3 fatty acids. It couldn't hurt to take a multivitamin and a fish oil capsule.

The truth about slicing, peeling, chopping, cooking
People often think that eating raw foods, straight from Mother Nature, is best. That's not always the case. Take tomatoes. Cooking them brings out the lycopene, a carotenoid that many doctors believe has cancer-fighting properties. You get more lycopene from spaghetti sauce than from raw tomatoes. Similarly, cooking carrots raises the level of beta carotene your body can absorb from them. You get more beta carotene from cooked carrots than from crunchy ones on the vegetable try. Peeling: Nutrition is full of tradeoffs. When you peel an apple or a potato, you throw away much of its dietary fiber and nutritional value. On the other hand, if you leave the skins on, you have to be careful to wash away the pesticide residues. Apples and potatoes are among the foods highest in pesticide residues, according to tests by the Environmental Working Group. Slicing and chopping: Finely chopping vegetables increases their loss of vitamin C in cooking. Chopping or slicing garlic, however, and letting it stand 10 or 15 minutes before cooking, activates more of its sulfur-based compounds. They include allin, which is associated with arterial health and cancer prevention, say researchers at Penn State. Cooking: When it comes to vegetables such as broccoli, boiling and steaming causes significant losses in vitamin C. (B vitamins are also sensitive to heat.) Microwaving and pressure cooking allow broccoli to retain 90 percent of its vitamin C. Cooking fish doesn't hurt the omega-3s and protein that makes it a smart food choice. Cooking fish is best, say nutritionists at Tufts University. It destroys harmful bacteria and parasites that could be in the fish.

Mother’s Day
It's a proud mother who can wear a red carnation herself, and pin a nice red one on each of her children as they leave for church on Mother's Day. Some mothers aren't quite that lucky. They wear white carnations to honor mothers who have passed on. It's been said that everyone has a mother, and practically speaking, that can't be denied. Everyone has one or has had one. But they can't be grouped together into one big generalization. Each one is specific and different, especially yours. Stories abound of mothers who influenced great men, those who raised many children, mothers who braved America's frontier, and those of our own time who work at their jobs while raising children at the same time. Whatever your mother's story, she made it possible for you to walk the earth today, which is a significant favor. She was the one who made her way to the kitchen in the middle of the night to feed you and later saw you through the joys and trials of growing up. May 10th of 2009 is her day--a day to receive a phone call, a card, a gift, or a trip to brunch. Do whatever you can to make her know that she is appreciated.

Five minutes to better health
"Mindfulness meditation" is the act of paying close attention to your thoughts, feelings, actions, and body sensations in an objective, nonattached way. Pain: Doctors at the University of Wisconsin say it is a proven pain reliever because pain has emotional and cognitive aspects. When you recognize pain with kind, nonjudgmental attention, special areas of the brain produce fewer signals that are interpreted as pain. Just five minutes of mindfulness meditation can be helpful. Anxiety and depression: It decreases anxiety by 44 percent and symptoms of depression by 34 percent, say doctors at the University of Wisconsin. Subjects who took an 8-week mindfulness-based stress reduction (MBSR) program had more brain chemicals associated with a happy, calm state after taking the course. The mediators also had higher immunity scores. Stress: Doctors quoted in Prevention say mindful walking is a successful stress reliever. Pick a quiet place in your home and walk slowly back and forth or in circles. Look ahead and focus on how one foot makes contact with the ground, your weight shifts, and the other foot lifts and moves forward. Keep your mind on your feet. If your mind wanders, gently bring it back. A 10-minute session is recommended. To find a course in mindfulness-based stress reduction in your area, visit MBSR is technically defined as a common form of complementary medicine addressing both physical health and emotional wellbeing.

Steps to cleaner air at home
* Vent kitchen and bathroom exhaust fans to the outdoors. * Install an electrostatically charged filter in your forced air furnace and air conditioning unit. Change them every month, say experts at This Old House. * Use a vacuum cleaner with a high-efficiency HEPA filter, which can trap the smallest of particles. * Get the chimney inspected for any partial blockage. * Use a vinyl shower curtain treated to resist mold and mildew.

Scammers want your CVV number
Here's how thieves try to get that secret threedigit number on the back of your credit card. (American Express has a four-digit number.) The callers have already obtained your credit card number somehow. Then they call claiming that your card was flagged by security because of an unusual purchase. When you deny making the purchase, a very official-sounding voice assures you that a credit will appear on your next statement. At this point, the caller asks you to provide the three-digit number on the back of the card to show that it is in your possession. Or, they may give you a fake telephone number to call, where you will be asked to give the number. Once they have it, they can charge anything in any amount up to your credit limit from any vendor and they will not be questioned. No matter how official a caller sounds, never give out the CVV (Card Verification Value) number. Some card companies call it the DVV2 or DVD2. American Express calls it the CID. A credit card company will never ask you for it.

Little-known energy savers
Dusting: If you dust your light bulbs, you can increase the amount of light emitted up to 50 percent. Vacuuming vents and registers improves heating system efficiency. Stovetops: Keeping the reflector pans under stovetop burners shiny will make more efficient use of heat. If they aren't shiny any more, cover the reflectors with aluminum foil so they reflect more heat. Replace aluminum when it gets dull. Drying clothes: Consider drying light-weight items like socks and cotton shirts together. They will dry faster than if they are grouped with bath towels. When drying bath towels, let them tumble dry until they are soft but still a little damp. Take them out of the dryer and let them dry naturally the rest of the way.

Effective April 1st, the Internal Revenue Service changed the “withholding tax table” we are required to utilize in deducting the amount of federal income tax from your pension payments. The tables were changed to provide “tax relief to working men and women” under the provisions of the Making Work Pay Act. Numerous organizations have petitioned the IRS to permit pension funds to use the old withholding tables in calculating the tax payments for retirees. We are attempting to prevent thousands of retirees from under withholding taxes during the year, resulting in retirees owing substantial tax payments next year at tax time. YOU should check with your tax advisor and adjust the amount of tax we withhold from your pension benefit. If you wish to change the amount of withholding from your pension benefit, please clip the W4 form below, fill in the required information, and mail the completed form to our office. You may also obtain the IRS form on our Pension Fund website at under “Form Depot”.

THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009, provides for a one-time payment of $250.00 to people receiving Social Security and Supplemental Security Income benefits. The one-time payment will go out in May, with all payments scheduled for delivery or deposit by the end of May. If you are among the qualified individuals scheduled to receive this benefit, you should have received a letter from Social Security during April. Some helpful information about the benefit:

Sheriff John Rutherford has also issued an “identification theft and fraud warning” relating to this program. “Do not provide your personal information if someone contacts you requesting your personal and/or banking account number and password to process your American Recovery and Reinvestment Act check”. The Social Security Administration has all the necessary information needed to process your payment.
