Minutes of the Regular Monthly Meeting April 12, 2007

Location: Franklin Township Municipal Building, 475 DeMott Lane, Somerset, NJ Date: April 12, 2007 Call to Order: The meeting was called to order at 7:37 by Tom Gale, in accordance with the Open Public Meeting Law of 1975. Attending: Tom Gale, Susan Goldey, Barbara Lawrence, Nancy Hohnstine, Robert LaCorte, Liz Krauthammer, Idaherma Williams, Kathy Orlando Guests: Henry L. Johnson, Kelly O’Connor (CH2MHill) Review Actions Formal None Informal Representatives from CH2MHill Associates presented plans for improvements to the North Brunswick Water Treatment Plant located on the D&R Canal. This is a conforming use; no variances are sought. The forty year old plant has not been upgraded since 1991. The project, scheduled to begin in March, 2007 will take 20 months to complete and will expand (the footprint of) the facility by about 20%. The roof peak will not exceed the height of the existing structure. Plans include a black vinyl covered chain link fence and plantings to obscure, as much as possible, the view from the road. Any trees removed will be replaced. Color schemes that either make the building less obtrusive or lend a rustic feel were discussed. Tom Gale propounded placing emphasis on obscuring the site with plantings over the color scheme. Approval of minutes of March 1, 2007 The minutes were approved as submitted. (Motion: R.LaCorte, 2nd: T. Gale) Reports None New Business 1. May is National Preservation Month. Tom Gale will ask Mayor Levine to read the attached proclamation at the next council meeting. (Motion: R. LaCorte; 2nd Tom Gale) Old Business 1. Tom Gale reported that the Franklin Township Council passed the resolution he suggested supporting the New Jersey Historic Property Reinvestment Act (HPRA--A896 S 2030.) 2. Sue Goldey distributed a list of our legislators and asked council members to write in support of HPRA—A896 S2030. Talking points and envelopes were provided. 3. Liz Krauthammer provided the first draft of our proposed brochure. Suggestions were made regarding the text. Idaherma Williams presented some photos of the bridge tender’s hut at Blackwell’s Mills that she will use for her drawing. 2007 Goals/Action Plan

Re: Public Notice of a crane test on 9am-1pm (with a make up date on Thursday, April 12, 2007 from 10am-12noon in case of bad) to be conducted by Richard Grubb & Associates on behalf of New York SMSA d/b/a Verizon Wireless to simulate the height of the proposed 130-foot tree monopole at 728 Canal Road Franklin Township, Somerset County, New Jersey.
