Franklin Township Municipal Building, 475 DeMott Lane, Somerset, NJ September 6, 2007 The meeting was called to order at 7:31 by Tom Gale, in accordance with the Open Public Meeting Law of 1975. Formal Review Actions 1. Review of the application of The Dress Barn, 30 Dunnigan Drive, Suffern, NY, 10901. Re: Request for approval of a sign variance application before the Zoning Board of Adjustment to replace existing signs with 3 new attached signs totaling 57 sq. ft. at 940 Easton Ave. , Somerset, NJ Block 385 Lot 2.07 Zoned G-B located within the D7R Canal Local Historic District. File No. 0709061 The application was approved unanimously. With the two additions this sign is essentially what existed before the façade renovation, is consistent with the signs on the other stores, and is not visible from the D&R Canal. (Motion: R. LaCorte, 2nd: B. Lawrence) 2. Review of the application of Peter Josten, 981 Canal Road, Princeton, NJ. 08540. Re: Request for approval of a zoning permit to build a 3467 sq .ft. addition onto an existing storage barn at 981 Canal Road, Griggstown, NJ Block 20.02 Lot 45.03 Zoned CP located within the D&R Canal Road, File No. 0709062 The application was approved unanimously. The addition is behind an existing building which had previously been approved by the HPC. It is not visible from the D&R Canal Historic District. 3. Review of the application of Barbara Paris, PO Box 2105, East Millstone, NJ 08875. Re: Request for approval of a zoning permit application to replace columns, steps, and porch deck on existing front porch at 32 Williams Street, East Millstone, NJ Block 63 Lot 4 Zoned R-10-H located within the East Millstone Local Historic District. File No. 0709063 The application was approved unanimously. The improvement is a replacement in kind and probably more historically accurate. (Motion: R.LaCorte, 2nd B. Lawrence) 4. Review of the application of Kane Brother Restorations, PO Box 394, Kiingston, NJ, 08528. Re: Request for approval of a zoning permit application to raise and change a section of the roof pitch over the existing master bathroom to gain more headroom and natural light in the bathroom at 1203 Canal Rd., Griggstown, NJ Block 9 Lot 15 Zoned CP located within the D&R Canal Local Historic District. File No. 0709064 Property owner is William Wynn.
The application was approved unanimously. The height of the renovation does not exceed the existing roof line nor significantly change the appearance of the house from the Canal. (Motion: R. LaCorte, 2nd: N. Hohnstine)
Informal Reviews 1. Patrick Kane presented preliminary plans for the re-erection of the Dutch barn at 1319 Canal Road, a historical property. Commission members were asked to view the property before plans are formerly presented. 2. Gabrielle Strict submitted a Site Plan Waiver for modifications of the entrance of 4525 Rt. 27, a 1960’s house located in the Kingston Historic Area. The Commission, however, has not received her application. Some suggestions were made regarding the design and location of the proposed changes based on the plans she presented. 3. Mahendra Patel presented his already approved application for the re-development of Laird’s Corner. The HPC was asked to review the design. The Commission was pleased with the simplicity of the new design and specifically the elimination of the gingerbread which had been proposed for Laird’s Store, the original building. The following suggestions were made: 1) That multi-lights be used. 2) That a board and batten barn-like pattern be used in the siding. 3) That the Nursery Center be designed in a third and different style to lend a more village-like, organic appearance to the complex. Approval of minutes of August 2, 2007 The minutes were approved with the addition of the name of Idaherma Williams to the list of members present. Reports 1. Open Space Advisory Bob LaCorte reported that he has heard that construction is being done on the proposed trail in the railroad bed area despite there being no approval. Unfinished Business 1. Brochure Tom presented the formatted text for the trifold brochure. Idaherma will review graphic spacers. 2. Gunther/Dunn Properties Barbara Lawrence, accompanied by Susan Goldey has presented her case for the preservation of the Gunther Homestead and Gunther /Dunn properties the Agricultural Advisory Committee (8/16/07) and to Alice Osipowitz, Director of Recreation (8/29/07.) The Commission unanimously approved Resolution No. HPC-0107—Resolution Regarding Planning For And Stabilization Of The Gunther/Dunn Historic Sites Located In The Six Mile Run Historic District. The HPC will submit the resolution to the Municipal Clerk for the Council Package. 3. 2007 Goals/Action Plan Channel 25 Photo No action Routing System for Construction Permits None Certified Local Government No action New Business 1. Re: Thank you for Commission efforts to keep the historic designation of properties in East Millstone in place. 3. Forwarded letter from New Jersey—Keep It Green, mailed by Township Clerk 9/4/07. Re: Resolution in support of the Green Acres, Farmland, Blue Acres Historic Preservation Bond Act of 2007. Public Discussion None Upcoming meetings 1.
