Summary This report describes the proposed unification of the North Wales Division and the South Wales Division of the Career Development Group to form Career Development Group Wales. Unification was proposed at recent AGMs and both Divisions agreed in principle. 2. Introduction This is a report for National Council of the Career Development Group. For the purposes of this report, Career Development Group Wales will be used to describe the proposed Division. This report describes the proposed unification of the North Wales Division and the South Wales Division of the Career Development Group to form Career Development Group Wales. Unification was proposed at recent AGMs and both Divisions agreed in principle. There are two Divisions in Wales. Unitary Authority Boundaries have been effective since 1996 (Data Wales). The North Wales Division includes Gwynedd, Conwy, Angelsey, Denbighshire, Flintshire and Wrexham. The South Wales Division includes Ceredigion, Carmarthenshire, Pembrokeshire, Swansea, Neath/ Port Talbot, Bridgend, Vale of Glamorgan, Cardiff, Caerphilly, Merthyr Tydfil, Blaenau Gwent, Torfaen, Newport, Rhondda-Cynon-Taff and Monmouthshire. The report focuses on several key areas: the current context, victims of geography, widening participation, finance and next steps. The report is not intended to be comprehensive. It is expected that there will be a period of consultation and feedback from a variety of sources, including: National Council, other Divisions and Members. A further progress report will be provided to National Council in November 2002. 3. Context Unification of the two Divisions in Wales has been raised several times in recent years. Both Divisions have rejected the idea. A single Division in Wales would be too large, unmanageable. Geography has been identified as a problem. The Career Development Group is now part of a new organization: CILIP (Chartered Institute of Library and Information Professionals). It is a time of change and opportunity. CILIP has a branch structure, including CILIP Wales. Unification will fit with this structure. The President of the Career Development Group sent a letter to Divisions in November 2001, stating that the present levels of income are not sufficient to support all activities (Partridge). Divisions were asked to reduce costs, increase income and produce a newsletter. The North Wales Division recently returned £1000 to National Council.

4. Victims of Geography Geography presents problems. Members are dispersed and must travel to meetings and events. Traveling over distance costs time and money. The transport infrastructure in Wales is far from ideal. Many Divisions of the Career Development Group are victims of geography: the Scottish Division covers a very wide geographical area, including the Orkney Islands and the Shetland Islands; the Northwest Division includes the Isle of Man; the West Country Division includes the Channel Islands and the Scilly Isles. The South Wales Division covers most of Wales. Career Development Group Wales is not a huge change. Moreover, the Members in Wales are in a better position to deal with geography than other Divisions. The Welsh Video Network is the largest single IP videoconferencing network in Europe, and one of the most advanced in the world (Welsh Video Network). The recent AGM of the South Wales Division in Swansea was broadcast to Llysfasi and was followed by a meeting with the North Wales Division. The meeting was a success, demonstrating how video-conferencing technology can be successfully employed. Use of the Welsh Video Network is rapidly increasing. Members in Wales will use video-conferencing and become competent users. The challenge will be to book facilities ahead of other competing users. Facilities and therefore meetings and some events will be organised months, maybe years, ahead. The future of the Welsh Video Network includes the Janet IP Video-conferencing service and live international IP video-conferences. IP video-conferencing will be free. There are multifarious possibilities for the Career Development Group in Wales. Multiple site meetings are the next challenge, offering opportunities to save time and money. International video-conferences will follow: meetings with the New Members Round Table of the American Library Association; joint professional development events with the Australian Library and Information Association; debating issues and raising awareness with the Progressive Librarians Guild, the Social Responsibilities Round Table of the American Library Association, including the Hunger, Homelessness, and Poverty Task Force.

5. Widening Participation The challenge to all Divisions of the Career Development Group is to increase participation in professional activities. Many Divisions of the Career Development Group hold meetings in one location: Devon & Cornwall, Plymouth; North & South Thames Division, London; Scottish Division, Glasgow. The areas of dense population in Wales are along the South East coast and into the South East Valleys. However, Cardiff will not be the centre of Career Development Group Wales activities. There are other locations for events:    Swansea has hosted two recent committee meetings, an AGM, a videoconference and a successful Chartership event. Aberystwyth is home to CILIP Wales and the National Library of Wales. CILIP Wales arranges a Members Day, aiming to involve Groups. Llandrindod Wells is the location for the Welsh Libraries Conference.

The challenge will be to hold events in other areas: Pembrokeshire, Llysfasi, Ystrad Mynach, Powys, Meirion Dwyfor, Harlech, Menai, Yale, Llandrillo, Deeside, Lampeter, Gwent, Aberdare, Gorseinon, Pontypridd……; and link events by video. Face-to-face meetings are popular with committee members and will continue. However face-to-face meetings should be timetabled to fit with Career Development Group events and the calendar of library events in Wales, saving time and money. Liaison with other groups, such as UC&R Wales and YLG Wales, will be essential; joint meetings and events where appropriate should be pursued. The Career Development Group web site currently includes a section on both Divisions. There is a brief introduction and a list of committee members. This will be the basis of the Division newsletter. The web site/ newsletter will develop, becoming bilingual. We will explore the possibility of obtaining funding from the National Assembly for a print/ electronic version in liaison with CILIP Wales. There will be discussion lists. The Group is about debating issues, raising awareness. Online debate will keep members in Wales together and will be essential for those who find it difficult to attend meetings and events; they can contribute. There will be several lists:   all members list that anybody can view and contribute to; open committee list: organise meetings; disseminate reports and minutes. Only committee members will be allowed to post messages. As committee

work will be a new experience for some members, an open list allows an insight into committee activities, encouraging engagement and involvement in professional activities; it also increases accountability to members, essential to the success of a democratic organisation. a discussion list for support staff, library assistants, paraprofessionals.

Library groups use virtual meetings. Virtual meetings can save time and money. Creating effective guidelines for our virtual meetings will be the challenge. Wales is a bilingual nation (Welsh Language Act). There is a large minority who are able to speak, read, write Welsh. Welsh members outside Wales will have the opportunity to be involved with the new Division. This is important for two reasons: 1. Career development. Welsh members living outside Wales may want to return to Wales in the future. Professional involvement with a library group in Wales will help them to develop careers in Wales, maintaining awareness of Welsh issues and widening their participation in Welsh activities. 2. Welsh Language. The Division will support the Welsh language. Minutes, newsletters and web pages will be bilingual. There are Welsh members living outside Wales who have Welsh language skills. Professional opportunities will be provided for them to be Translations Officers. 6. Finance Divisions have been asked to reduce costs and generate income. In the short term, one Division instead of two in Wales will reduce costs. For example, there will be four meetings and one AGM a year rather than 8 meetings and 2 AGMs. In the long term, the Division will be aiming to increase the level of participation in committee activity, leading to a rise in costs. However this should be balanced by an increase in events generating income. That is the challenge facing the new Division. The Treasurer will present a financial statement for the new Division at the first AGM in March 2003 at the Welsh Libraries Conference. 7. Next steps The timetable for unification is outlined: appendix 1.

A committee for 2003 has been outlined: appendix 2. A period of consultation is necessary: assess the views of members; obtain advice from National Council concerning procedures to be followed. Options and methods of consultation need to be identified. A Treasurer has been appointed to the South Wales Division. The Treasurer will be responsible for merging finances. Democracy is important. The new Division will be a member led organisation. Members will be encouraged to propose and nominate committee members in October and November 2002. Membership information will be gathered. It will be important to identify where members are so that events can be held at suitable locations. Members could also be added to a discussion list. An annual programme of events for 2003 and beyond will be formed, including: meetings, AGM, other events and activities. 8. Conclusion and recommendations Career Development Group Wales is the best option to meet the needs of members in Wales. The concerns of Members, National Council and other Divisions in response to this proposal will be addressed in a report in November. There are two recommendations: 1. National Council should recommend unification of the South Wales Division and the North Wales Division at the AGM. 2. £1000 should be returned to Wales in 2003 to support the new Division. 9.
