INSTRUCTIONS TO OFFERORS
L-1. INFORMATION AND INSTRUCTIONS FOR PROPOSAL PREPARATION
1.1. POINT OF CONTACT. The sole point of contact for this acquisition is the Contracting Officer.
All questions, comments and requests for information regarding this acquisition shall be in writing, cite the
solicitation number and be directed to the Contracting Officer (CO) only using the following contact
information:

1.1.1. Questions/Comments for the RFP must be submitted in writing to the Contracting Officer
identified above not later than 10 days prior to the required submission date to ensure Government
consideration. Responses to questions will be posted on Federal Business Opportunities (FedBizOpps)
website: http://www.fedblzoppS.gov'. Questions/Comments received after that date may not be considered.
1.2. TECHNICAL REFERENCE LIBRARY (BIDDERS LIBRARY). None of the regulations,
manuals, or other publications referenced in the Request for Proposal (RFP) will be issued with the
solicitation. Unclassified documents, including all PWS exhibits, publications, equipment lists and
workload data will be located on www.FedTeDS.go\' or another Government website.
L-2. GENERAL INSTRUCTIONS AND INFORMATION.
2.1. This part of Section L provides general information regarding the source selection process and
guidance for preparing proposals.
a. The Offeror's proposal must include all data and information requested herein and must be
submitted in accordance with these instructions.
b. The offer shall be compliant with the requirements as stated in the Performance Work Statement
(PWS), Contract Data Requirements List (CDRL), and the RFP.
c. Non-conformance with the instructions may result in an unfavorable proposal evaluation.
2.1.1. This solicitation is being conducted in accordance with Federal Acquisition Regulation (FAR)
15.3, Defense Federal Acquisition Regulation Supplement (DFARS) 215.3, Air Force Federal Acquisition
Regulation Supplement (AFF ARS) 5315.3 including AFFARS Mandatory Procedures (MP) 5315.3. The
proposal shall be clear, concise, and include sufficient detail for effective evaluation of the Offeror's
capabilities to perform the requirements outlined in the PWS. The Offeror's proposal should not simply
rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address
how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no
prior knowledge of their capabilities and experience, and will base its evaluation on the information
presented in the Offeror's proposal.
2.!.!.!. Offers will be evaluated using the factors and subfactors under Section M, (Evaluation Factors for
Award.) Non-compliance with the RFP may be grounds to eliminate the proposal from consideration for
contract award.
2.1.2. Offerors are advised that their proposals are presumed to represent their best efforts and most
complete responses to this solicitation. Cursory responses or responses which merely reiterate the PWS
will be considered unacceptable. Illustration of experience, capability, and qualifications that clearly
demonstrate and support the Offeror's claims are essential. The absence of such evidence will adversely
influence evaluation of the proposal. Proposals shall not contain classified information. Alternate
proposals will not be accepted. The Offeror is reminded that the Government reserves the right to
award this effort based on the initial proposal, as received, without discussion, in accordance with
(lAW) FAR 52.215-1(1)(4).
2.1.3. The proposal acceptance period is specified in "Section A" of the solicitation. The Offeror shall
make a clear statement in "Section A" of the proposal documentation volume that the proposal is valid for
a period of not less than 270 calendar days from receipt.
2.1.4. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one
copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy
extra copies of unsuccessful proposals.
2.1.5. Discrepancies and Ambiguities. If an Offeror believes that the requirements in these instructions,
including the PWS, contain errors, omissions, or are otherwise unsound, the Offeror shall immediately
notify the CO in writing with supporting rationale not later than 10 days prior to the required submission
date. The contracting officer is not obligated to provide answers to inquiries submitted after the 30 day
period ends.
2.1.6. Revisions and Amendments. The Government reserves the right to revise or amend the
specifications or the solicitation prior to the proposal closing time. Such revisions or amendments will be
communicated by formal amendment (Standard Form 30) to this RFP. If such amendments require
material changes in quantities or costs, the proposal closing date may be extended by a number of days or
defined date as determined reasonable by the CO to enable Offerors to revise their proposals. In such
cases, the amendment will include an announcement of the new proposal closing date and time.
2.1.7. Final Proposal Revisions (FPRs). Once discussions have been concluded (if conducted), the CO
will request Offerors provide a FPR.
2.1.7.1. Advisement. Offerors are advised that any changes to the Mission Capability proposal in the FPR
must be fully addressed/explained and reflected in the proposed price volume and electronic spreadsheets.
Failure to comply with this requirement can adversely influence the evaluation of your proposal. The CO
will establish a common due time for submission of the FPR.
2.1.8. Debriefings. The CO will promptly notify Offerors of any decision to exclude them from the
competitive range, whereupon the Offeror may request and receive a debriefing in accordance with FAR
15.505. The CO will notify unsuccessful Offerors in the competitive range of the source selection decision
in accordance with FAR 15.506. Upon such notification, unsuccessful Offerors may request a debriefing.
Offerors desiring debriefing must make their request lAW the requirements of FAR 15.505 or 15.506,
applicable. Offerors will receive no more than one debriefing.
2.1.9. Data Transmittal. To facilitate review and evaluation for this source selection the Government
proposes to transmit data via commercial source selection programmed systems. Distributed material will
be identified as source selection sensitive and distribution strictly limited to appropriate personnel. Should
any contractor object to their proprietary information being shared between source selection evaluators and
advisors via commercial e-mail as described above, please advise the Contracting Officer as required in
accordance with paragraph 1.1 above.
L-3. PROPOSAL PREPARATION AND FORMAT INSTRUCTIONS. This section provides specific
instructions on the format and content of the proposal. Each volume shall be complete in itself.
Unless otherwise specified, any form of presentation may be used, such as narrative, pictures, tables,
graphs, schematics, logic and other functional block diagrams to provide a concise description of
information. The proposal should include all of the information requested in the subparagraphs.
Failure to do so may adversely affect the evaluation. A proposal that is sufficiently documented to
support performance/price in a complete, orderly, and specific detailed manner will enable the
Government to perform a thorough and fair evaluation.
3.1. Volumes and Binding. Offers will consist of submitting four separate proposal volumes: (1)
Present/Past Performance, (11) Mission Capability, (111) Price, and (1V) Proposal Documentation in the
number of copies and page count specified in Table L-l, Proposal Organization, below. Failure to
abide by the guidelines set forth below may result in rejection of the applicable proposal volumes with
adverse consequential effects.
3.1.1. Each volume of the proposal must:
a. Be separately bound in a standard three-ring loose-leaf binder, permitting the volume to lie flat
when open and allow for easy removal and replacement of pages. (excluding original copy)
b. Staples shall not be used.
c. The cover and spine of each binder will clearly identitY the Offeror's name, volume number,
RFP number, RFP title (e.g., Company A, Vol. I, RFP FA2521-08-R-8512, Security) and copy
number (e.g. copy 2 of 10).
d. The original copy should be clearly marked "original". Shall be 2 hole punched at the top
center of each page and should be packaged but not bound.
3.1.2. Electronic Copies. One complete copy of the proposal shall be submitted in an electronic format:
a. Offerors shall use Microsoft Windows-compatible, virus-free CD-ROM (CD-R media is
acceptable).
b. Electronic copies of the proposal shall be submitted in Adobe Acrobat (version 7.0 compatible).
Exception: Microsoft Excel (Office 2000 compatible) shall be used for price volume
spreadsheets. Formulas usedto calculate total price must be reflected in all spreadsheets in the
price volume. All proposal documents and cost information must be placed on the CD.
c. Replacement disks will be required to update the final proposal resulting from any discussions
and updates.
d. Ensure the electronic documents stored on CD can be opened.
e. Volume III, Price, Copy I, submit one read only copy. Care should be taken to avoid optional
settings in the Excel spreadsheets, which prolong analysis of the spreadsheets; e.g., use of
settings in Excel such as manual calculations is not desirable.
f. Indicate on each CD the volume number and title. Use separate files and folders to permit rapid
location of all portions, including exhibits, annexes, and attachments, if any.
g. The printed proposal and electronic proposal submissions must be identical. If there is a
variance between the electronic copy and the hard copy, the hard copy version will take
precedence.
3.1.3. Proposal Volume Organization, Number of Copies and Page Limits. Total page count will be
based on the printed proposal submission. If exceeded, the excess pages will not be read or considered in
the evaluation of the proposal.

The information required in Section J Attachment 10 (L-5) is included in the page limitation. Section J
Attachment 10 (L-2, L-3, L-4, L-6 and L-7) is part of Volume I but will not count towards the total page
count limitation. All pages that count towards the page limitation in the Past Performance Volume shall be
numbered sequentially to reflect the total page count.
3.1.5. Pages and Text. Page size will be 8.5 x II inches, not including foldouts (graphics), with at least
1-inch margins around the page perimeter. A page is defined as one face of a sheet of paper containing
information.
a.Pages will be single-spaced.
b.Two pages may be printed on one sheet of paper, front and back.
c.Partially used pages will count as an entire page.
d.The background color of each page of the original proposal submission shall be white stock
only.
e. Use font Times New Roman or Arial, with a font size no smaller than II point with normal
proportional spacing. No character spacing modifications (kerning) or line spacing
modifications to the standard fonts are permitted.
3.1.6. Charts and Tables: Foldouts used for charts, graphics, tables, exhibits or diagrams may not exceed
11 x 17 inches. All information (except for document numbers, page numbers, etc.) must be contained
within an image area of9 x 15 II2-inches. Text used for callouts on graphics and exhibits shall be legible
and no smaller than font Times New Roman or Arial, 11 point. For page count purposes, each printed side
of foldout page shall count as two pages.
3.1.7. Table of Contents, Indexing and Glossary:
a. Each volume shall contain a detailed table of contents to delineate the subparagraphs within that
volume.
b. Tab indexing shall be used to identify sections.
c. Each volume shall contain a glossary of all abbreviations and acronyms used, with an
explanation for each. However, use of abbreviations and acronyms should be extremely limited.
d. Table of Contents and Glossaries do not count against the page limitations for their respective
volumes.
3.1.8. Change pages after initial proposal submission:
a. If the Offeror submits proposal revisions any changed pages that are submitted shall be a
different color stock than the original proposal pages as specified by the Contracting Officer.
b. Changed information clearly marked by a vertical line in the right margin of the page
identifying the changed content.
c. The date of the revision and revision number shall be reflected on each changed page
(preferably on, or next to, the vertical change line).
d. Spreadsheet revisions obvious by highlighting source cells that changed.
e. The Offeror shall also provide a tracking list of all changes with references to the volume, page,
and paragraph number.
L-4. RECEIPT OF PROPOSALS.
4.1. Present/Past Performance, Volume I:
a. Offeror's paper and electronic, shall be delivered in accordance with Section L-I, paragraph 1.1.
b. If using a courier, submit the name of the individual hand-carrying this volume 24-hours in
advance to the CO. The courier will be required to provide identification at the time of delivery.
c. The volume must be received no later than 4:00 p.m. Eastern Time (ET) on 29 Apr 08.
Failure to submit Volume I by the time specified above will be handled as a late proposal in
accordance with FAR 52.2 15-1(c)(3)(ii)(A).
4.2. Mission Capability (Volume II), Price Proposal (Volume III) and Proposal Documentation
(Volume IV):
a. Documentation shall be delivered in accordance with Section L-l, paragraph 1.1.
b. Ifusing a courier, submit the name of the individual hand-carrying this volume 24-hours in
advance to the CO. The courier will be required to provide identification at the time of delivery.
c. The volume must be received no later than 4:00 p.m. Eastern Time (ET) on 13 May 08.
Failure to submit Volumes II, III, and IV by the time specified above will be handled as a late
proposal in accordance with FAR 52.215-1 (c)(3)(ii)(A).
L-5. PROPOSAL VOLUME INSTRUCTIONS
5.1. Volume I - Present/Past Performance (FACTOR 2). This portion of the evaluation will consider
the Offeror's performance including prime contract and subcontractor experience, and the Offeror's
proposed subcontractors, teaming partners, key personnel and predecessor companies. Attention is called
to the due date for this volume identified in paragraph 4.1, above.
5.1.1. Offerors shall submit a Present/Past Performance Volume. This volume shall provide not more
than ten (10) recent and relevant performance citations for the Prime Team (includes citations for both
prime and subcontractors, teaming partners, key personnel and predecessor companies) in the format
requested below.
5.1.1.1. Relevancy Matrix (see paragraph 5.1.2. below and Section M definitions).
5.1.1.2. Present/Past Performance Information (see paragraph 5.1.3 below).
5.1.1.3. Relevancy (see paragraph 5.1.3. below). Relevant means the performance being considered must
have logical connection to the work, described in the solicitation and would normally include such aspects
as service similarity, service complexity, contract type, contract environment, division of company
proposing, subcontractor interaction and magnitude. Offeror must explain why each past performance
citation is relevant to this acquisition. Identify the role of each proposed subcontractor, teaming partner
and key personnel to permit the evaluation team to appropriately attribute relevance to the past
performance.
5.1.104. Organizational Structure Change History (see paragraph 5.1.4. below).
5.1.1.5. Consent Letters. Consent letters executed by each joint venture partner and/or subcontractor,
authorizing release of adverse present/past performance information so the Offeror can respond to such
information (see paragraph 5.1.6. below). A sample consent letter is in Section J Attachment 10, L-2.
5.1.1.6. Client Authorization Letters. Client authorization letters for each identified effort for a
commercial customer authorizing release to the Government of requested information on the Offeror's
performance (see sample letter at Section J Attachment 10,L-3).
5.1.1.7. List of Questionnaire Recipients (see paragraph 5.1.5. below).
5.1.2. Relevancy Matrix. Provide a completed relevancy matrix including each teaming contractor
and/or joint venture partner and proposed subcontractor (see format in Section J Attachment 10, L-4). Do
not identify present/past performance for proposed team members in areas they are not proposed to
perform.
5.1.3. Present/Past Performance Information. Submit present/past performance information in
accordance with the format and instructions contained in Section J Attachment 10, L-5 on all efforts
included in the Relevancy Matrix.
5.1.4. Organizational Structure Change History. Many companies have acquired, been acquired by, or
otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary
companies, etc. In many cases, these changes have taken place during the time of performance of relevant
present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it
is sometimes difficult to determine what present/past performance is relevant to this acquisition. To
facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such
changes in the organization of your company. As part of this explanation, show how these changes impact
the relevance of any efforts you identify for present/past performance evaluation/performance confidence
assessment. Since the Government intends to consider present and present/past performance information
provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both
specifically applicable to the efforts you identify and general enough to apply to efforts to which the
Government receives information from other sources. Include Commercial and Government Entity
(CAGE) codes for any predecessor companies to facilitate Government research.
5.1. 5. Questionnaires: Offerors are responsible for sending out Past Performance Questionnaires,
Section J Attachment 10, L-7 for each citation. Completed questionnaires are to be submitted directly to
the Contracting Officer by 29 Apr 08 in accordance with Section L-4, paragraph 4.1. Once the Past
Perfonnance Questionnaires are completed, the information contained therein shall be considered sensitive
and shall not be released to you, the Offeror. A sample cover letter for transmitting the questionnaire is
provided at, Section J Attachment 10, L-6. Questionnaire recipients (Customer points of contact (POCs))
shall be listed as required in, Section J Attachment 10, L-7. Offeror shall verifY the POC information is
current and valid.
5.1.6. Consent:
5.1.6.1. Present/past performance information submitted concerning subcontractors and teaming partners,
if proposed, cannot be disclosed to a private party without the subcontractor's or teaming partner's written
consent. A written consent shall be provided before disclosing subcontractor/teaming partner present and
past perfonnance information to the Offeror during exchanges.
5.1.6.2. In an effort to assist the Government evaluators in assessing present/past performance relevancy
and confidence, request the consent (if any) be completed by the major subcontractor/teaming partners
identified in your proposal (See, Section J Attachment 10, L-2). The written consent(s) shall be submitted
as part of the Present/Past Perfonnance Volume. Should the Offeror not submit consent, the Government
will only discuss present/past perfonnance information directly with the prospective subcontractor or
teaming partner that is being reviewed. If there is a problem with the proposed subcontractor's or teaming
partner's present/past performance, the Offeror can be notified of a problem but no details may be
discussed without the subcontractor's/teaming partner's pennission.
5.1.6.3. Contractor Perfonnance Assessment Reports (CPARs). Offerors are requested to indicate in the
Present/Past Perfonnance Volume whether this information exists (and in which database it resides) and are
encouraged to provide additional infonnation regarding the work effort to clearly describe how it relates to
the Security Services PWS requirements. If a CPARS or other evaluation form has been accomplished on
the Offeror's existing work, but has not yet been posted to an automated system the Offeror is requested to
advise the CO and provide a point of contact and phone number from which the information may be
obtained. This information should be provided to the CO at the same time the Present/Past Perfonnance
Volume is submitted. Also include information on cited contracts that have been captured in a database
other than those used by 000 or other federal agencies.
5.2. Volume II - Mission. Capability (FACTOR 1). The Offeror's proposed response to the Mission
Capability sub-factors shall demonstrate a thorough and comprehensive understanding of, and approach to,
the technical requirements below as stated in Section J, Attachment I, PWS. The response shall provide
the detail necessary to substantiate the proposed approach. Problems anticipated shall be identified and
presented along with the proposed solutions. Statements that the Offeror understands and "can" or "wiIl"
complete the requirements or parts thereof are insufficient. Such phrases as "Standard procedures will be
used" are considered inadequate. Do not merely reiterate the objectives or reformulate the requirements
specified in the RFP.
5.2.1. Volume II, Mission Capability, shaIl include the following sections:
Sub-factor 1: Program Management
Sub-factor 2: Management of Personnel
5.2.2. Sub-factor 1, Program Management.
a. Describe your organizational structure to include reporting chain for daily operations and mission
events. Include an organization chart and identifY key personnel positions.
b. Describe how Offeror will interact, plan, and effectively coordinate and communicate with all
th
levels of customers, both government and associate contractors, with particular emphasis on 45
Security Forces Squadron.
c. Describe your procedures/processes and staffing methodology to execute variable requirements
under CLIN X008.
d. Provide a listing of all contractor provided property/equipment needed to perform PWS
requirements, including but not limited to the proposed number and type of vehicles, number and
type of marine vessels, individual security forces personal equipment and training equipment.
e. Provide your overall quality approach to include procedures, documentation; and methods for
tracking the proposed objectives, handling of corrective actions, and implementing improvements.
Address performance standards and surveillance methodology to ensure acceptable level of
performance.
f. Subcontracting. Describe your approach for subcontracting and managing any subcontracted
efforts. Include a description of the functions that will be performed by subcontractors and where
the performance will take place.
I) If the offeror is other than a small business, the offeror's Small Business Subcontracting
Plan for meeting a minimum small business goal of 15%, submitted in accordance with
FAR 52.219-9, shall also be evaluated to determine the extent to which the offeror
identifies and commits to the participation of small business. Provide your Small
Business Subcontracting Plan as part of the Mission Capability volume (this information
will not count toward total page count). Failure to submit a plan in accordance with
FAR 19.704 will render offeror that is other than a small business ineligible for award.
g. Phase-In/Transition Plan.
0) Provide a phase-in/transition plan not to exceed 45 days with phase-in/transition activities
completed no later than 30 Sep 08.
(2) The proposed phase-in/transition plan shall describe how you will interact with the current
contractor (Space Gateway Support LLC, NAS I0-9900 I).
(3) Address new employee hiring (exempt and non-exempt), retention of current personnel,
training/orientation, badging activities and any security clearance issues prior to contract start.
Explain in detail how your hiring plan is consistent with your overall labor relations strategy.
Describe the proposed methods to maintain effective labor relations in accordance with
prudent business practices during the transition phase. Describe any limiting factors and risks
that may affect the transition of this requirement and your mitigation approach.
(4) Include how you would use the phase-in/transition period to establish Associate Contractor
Agreements (ACAs), observe, and otherwise prepare to become fully operational and assume
complete contract responsibility, including transitioning of Government Furnished Property
5.2.3. Sub-factor 2: Management of Personnel.
a. Personnel/Staffing. Describe staffing approach in numbers and labor categories. Provide a matrix
showing proposed manning by number of shifts and number of personnel per shift for each
post/position for day to day operations. Provide an approach for obtaining additional workforce as
needed to support contingency plans.
b. Describe how the Offeror plans to attract, manage, motivate and retain qualified personnel to
accomplish contract requirements.
c. Provide an overall training approach that addresses all contractor and subcontractor employees,
and ensures the workforce is technically qualified to meet the PWS requirements on an initial and
continuing basis. Describe how you will validate and sustain competencies, qualifications and
certifications of personnel.
d. Labor Relations: Describe your immediate (FY09) and long-term (FYIO - FY J 4) labor relations
approach to include work rules, covering the Offeror and subcontractor(s) if any. The Offeror
must clearly explain the proposed approach, ensuring consistency with the overall program
management approach. Include the following aspects:
(I) Describe how the plan complies with the Service Contract Act in economic terms, including
the fringe benefits, of the collective bargaining agreement referenced in the wage
determinations.
(2) Describe your plan regarding the unions that currently represent the incumbent workforce. In
the event your workforce is represented by a union, explain your approach to negotiating
collective bargaining agreements and how such approach minimizes cost to the Government
while maintaining reasonable terms and conditions for the workforce.
(3) Explain who will be responsible for day-to day labor relations, including the required
experience for this position, and where that position will be located in the management
structure.
(4) Describe the proposed methods to maintain effective labor relations in accordance with
prudent business practices during contract performance.
(5) Describe the Offeror's plan for continued operations in the event of a strike.
(6) Discuss your policy on providing flexibility to meet changing workloads (both increased and
decreased workloads) and quick-response requirements. Be specific regarding how you will
use regular, temporary, subcontract, corporate, etc, employees; or other sources. Explain how
this plan is consistent with your labor relation approach.
5.3 Volume 111- Price (FACTOR 3) The price proposal (Volume III) shall be prepared in
accordance with these instructions and all subparagraphs of paragraph 5.3. The price proposal shall be
based on the Offeror's Mission Capability approach and the Government's PWS requirements as set forth
herein. Each Offeror will be required to man all the required posts at 100% starting on the first minute of
the day (l2:0IAM) on 01 Oct 2008. The Offeror shall complete Section B of the RFP and the
accompanying Schedule B Electronic Cost Model (, Section J Attachment 9, L-I) for the base year and
each option year. Since the Government intends to award without discussions, contractors are encouraged
to offer their most advantageous pricing in their response. The Schedule B Electronic Cost Model
Spreadsheets are not to be altered in any way except for filling in the number of personnel and hourly
price proposed for each post. Extended totals will be automatically calculated by the spreadsheet. The
extended total price for each CLiN will be a sum of the total proposed fixed prices for each of the posts.
The total number of hours shown on the cost model spreadsheet reflects the number of hours needed to
meet performance requirements (i.e., hours on post), and do not include costs for the designated program
manager, relieffor meals, scheduled breaks, or post associated time. All overhead costs along with Other
Direct Costs, including but not limited to those previously stated (e.g., designated program manager, relief
for meals, scheduled breaks, or post associated time) must be included in the hourly price.
5.3.1. In accordance with FAR Part 15.403-3, if the contracting officer cannot determine fair and
reasonable prices from the information submitted and cannot obtain adequate information from
sources other than the Offeror, the contracting officer must require submission of information other
than cost or pricing data from the Offeror that is adequate to determine a fair and reasonable price.
5.3.2. The amount of and the methodology for determination of rent that would otherwise be charged in
accordance with FAR 52.245-9, Use and Charges.
5.4 Volume IV - Proposal Documentation
5.4.1. Complete Standard Form 33 (Solicitation, Offer, and Award), Section A, Blocks 13, 15, 16, 17, and
18 of the RFP. In doing so, the Offeror accedes the contract terms and conditions as written in the RFP
Sections A through K. These sections constitute the model contract.
5.4.2. Government Property: The offeror shall provide the Voluntary Consensus Standard or Industry
Leading Practices (see definitions listed below) to be used in the management of government property, or
existing property management plans, methods, practices, or procedures for accounting for property.
I) The offeror shall provide documentation demonstrating that the standard or practice meets the
definitions below:
I) Voluntary Consensus Standards (VCS): Common and repeated use of rules, conditions,
guidelines or characteristics for products, or related processes and production methods and
related management systems. VCS are developed or adopted by domestic and international
voluntary consensus standard making bodies. The major proponent for property VCSs is
ASTM (h~www .astm.Qrg cgi-bi!L5.9JtCan:~~~jllde:-;. shtm 1:1:c.:lI!}.)tore), but the offeror
may use VCS from other VCS bodies.
2) Industry Leading Practices (lLP): Generally accepted processes, including best practices, that
have been proven throughout related businesses, to managerially and economically effective,
efficient, and successful at meeting particular objectives of a contractor's management
system, and where specified, in compliance with the required government outcomes. There
should be supporting historical data from an accepted source, e.g., trade publications,
literature, etc., to support that the process is repeatable, efficient, measurable and verifiable.
The General Accountability Office (GAO) report 02-447G entitled "Best Practices in
Achieving Consistent, Accurate Physical Counts of Inventory and Related Property" defines,
describes and documents industry leading practices, which can be accessed at
http:/.www.gao.go\.docscarch i rcpandtcst.html.
2) Proposed Government Property: (fthe offeror proposes to use on this contract any government
property already in its possession (not included on the list of government property listed in any
Attachment to this RFP), on a rent-free basis, the offeror will provide with its proposal the
following (Note: The contractor is responsible for all costs related to making government property
in its possession available for use on this contract, such as payment of all transportation,
installation or rehabilitation costs):
I) A list or description of all Government property that the offeror or its subcontractors propose
to use on a rent-free basis. The list shall identify the accountable contract under which the
property is held and the authorization for its use (from the contracting officer having
cognizance of the property)
2) The dates during which the property will be available for use (including the first, last, and all
intervening months) and, for any property that will be used concurrently in performing two or
more contracts, the amounts of the respective uses in sufficient detail to support prorating the
rent
3) The amount of entthat would otherwise be charged in accordance with FAR 52.245-9, Use
and Charges. This amount will be included in the Price Volume
5.4.3. Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLlN),
including all option periods.
5.4.4. Complete the necessary fill-ins and certifications in Sections G through K. Complete the FAR
representations and certifications using the On-Line Representations and Certifications Application
(ORCA) at http://www.bpn.gov. However, any non-FAR (DF ARS, AFF ARS, as applicable)
representations and certifications must be submitted as part of this volume. Additionally, if there are any
other acknowledgments required, provide that information in this volume.
5.4.5. Submit a copy of any Prime contractor teaming arrangement
5.4.6. Identify any exceptions taken to any term of the RFP in this volume.

BASIS FOR AWARD
M-1. BASIS FOR CONTRACT AWARD. This is a competitive best value source selection in which
competing Offerors' past performance history will be evaluated on a basis approximately equal to cost or
price considerations. The government will trade-off price and past performance and may select a
contractor with a higher price that provides a higher confidence rating in the area of past performance. By
submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions,
representations and certifications, and technical requirements, in addition to those identified below as
evaluation Subfactors. All technically acceptable offers shall be evaluated for award based on their prices
and performance records. Failure to meet a requirement may result in an offer being determined
technically Unacceptable. Offerors must clearly identify any exception to the solicitation terms and
conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
1.1. FACTOR 1: Mission Capability. The government evaluation team shall evaluate the mission
capability proposals on a pass/fail basis, assigning ratings of Acceptable or Unacceptable. The mission
capability proposals shall be evaluated against the following Subfactors and must meet all stated standards
to be rated Acceptable:
1.1.1. Subfactor I: Program Management.
1.1.1.1. The proposal will be rated acceptable when it demonstrates a sound, rational, effective and
efficient management approach. The standard is met when the application of the proposed methodology
for program management demonstrates:
a. A detailed organizational chart that includes all Security Forces functions; identifies positions of
key personnel; shows a reporting chain with clear lines of authority for daily Security Forces
operations and mission events ..
b. The ability of Offeror to interact, plan, and effectively coordinate and communicate with all levels
of customers, both government and associate contractors, with particular emphasis on 45 th
Security Forces Squadron.
c. Procedures/processes and staffing methodology to efficiently execute variable requirements under
CLIN X008 to ensure customer needs are met.
d. An identification of all contractor security related equipment to perform PWS requirements.
e. A quality approach that effectively accomplishes and tracks objectives, corrective actions, and
improvements, using sound performance standards, and surveillance methodology to ensure
acceptable levels of performance.
f. A sound approach for obtaining and developing small business concerns consistent with efficient
contract performance. If the offeror is other than a small business, the Small Business
Subcontracting Plan demonstrates the ability to achieve 15% participation by small business
concerns and is otherwise in accordance with FAR 19.704
g. That the proposed Voluntary Consensus Standard or Industry Leading Practice is indeed a
voluntary consensus standard or industry leading practice per provided definitions (para L-
5.2.2(g)(l )(A&B)).
h. That government property (not listed in any attachment to this RFP), already in the offeror's
possession, if proposed to be used on a rent-free basis, is available and authorized for use on this
contract.
I. The ability to be fully operational and assume complete contract responsibility on I Oct 08 while
ensuring no disruption of services during the phase-in/transition period. The standard is met when
the phase-in/transition plan demonstrates:
(I) Ability to phase-in resources and provide trained personnel with the appropriate security
clearances within a maximum 45-day phase-in period to be completed no later than 30 Sep 08;
(2) That the risk mitigation strategy ensures a smooth transition with the outgoing contractor;
(3) Ability to hire exempt and non exempt employees consistent with the proposed labor relations
strategy, and ensuring all employees are properly badged prior to contract start date.
(4) Ability to negotiate required Associate Contractor Agreements in order to become fully
operational and assume complete contract responsibility by 1 Oct 08, including transitioning
of Government Furnished Property
1.1.2. Subfactor 2: Management of Personnel.
1.1.2.1. The proposal will be rated acceptable when it demonstrates a comprehensive organizational
and workforce structure that meets all the requirements of the PWS. The standard is met when the Offeror
demonstrates:
a. A sound methodology for staffing day-to-day security posting requirements over the life of the
contract" during contingencies, in the event of a work stoppage or strike
b. A sound subcontractor management approach;
c. The ability to attract, retain, and sustain competencies and certifications of personnel while
motivating a highly qualified workforce;
d. An overall training approach that ensures the workforce is technically qualified to meet the PWS
requirements on an initial and continuing basis and provides an effective methodology for
validating and sustaining qualifications, certifications, and competencies of hired and trained
personnel.
e. An understanding of labor relations, effective labor management, and the ability to operate within
applicable labor laws for immediate (FY09) and long term (FY I0 - FY 14) changes in workload.
The standard is met when the proposal demonstrates:
(l) Compliance with the Service Contract Act regarding the wages and benefits collective
bargaining agreements (CBA);
(2) A sound strategy for negotiating CBAs with the union that minimize costs to the Government
while maintaining reasonable terms and conditions for the workforce;
(3) Labor relations personnel with the required level of knowledge/experience for the position(s)
and a level of autonomy to resolve day-to-day issues;
(4) Sound methods for maintaining effective labor relations during contract performance;
(5) A sound strategy for maintaining continuous operations in the event of a strike; and
(6) A sound approach for meeting flexible workload requirements (both increased and decreased)
and quick response requirements.
1.2. FACTOR 2: Present/Past Performance. Under the Present/Past Performance factor, the
Performance Confidence Assessment represents the evaluation of Offeror's present and past performance
record to assess the Government's confidence in the Offeror's likelihood of successfully performing as
proposed. The Government past performance evaluation team, known as the Performance Confidence
Assessment Group (PCAG), will accomplish the past performance evaluation by reviewing the quality of
an Offeror's recent and relevant present and past performance, relevant to the Mission Capability
subfactors.
1.2.1. To assess the Past Performance Confidence Rating the government is not limited to information
provided by the Offeror and will consider a variety of sources to obtain past performance information.
Each Perfonnance citation submitted by the Offeror and each additional citation obtained by the
Government will be reviewed and recency determined. Each recent citation will be assessed and assigned a
relevancy rating at the Mission Capability subfactor level. Past perfonnance information will be obtained
through the Past Perfonnance Information Retrieval System (PPIRS), similar systems of other Government
departments and agencies, questionnaires tailored to the circumstances of this acquisition and provided as
an attachment to the RFP, Defense Contract Management Agency (DCMA), interviews with program
managers and contracting officers, and other sources known to the Government, including commercial
sources. The Government intends to use both data provided by the Offeror and data obtained from other
sources.
1.2.2. Recency. An assessment of the past perfonnance infonnation will be made to determine if it is
recent. For purposes of this source selection, recent past performance is defined as contracts performed
within three (3) years ofthe issuance of this solicitation.
1.2.3. Relevancy. Relevant performance includes performance of efforts involving armed security
services with in-service training capabilities on a contract with an annual dollar value of
approximately $8 million or higher. Only citations that are similar or greater in scope, magnitude and
complexity than the effort described in this solicitation will be assessed. A relevancy detennination of the
Offeror's present and past perfonnance, including joint venture partners and/or major subcontractors will
be made. The Government is not bound by the Offeror's opinion of relevancy. The relevancy matrix and
data obtained from other sources will be considered in establishing the relevance of present and past efforts.
The PCAG will conduct an in-depth review and evaluation of all performance data obtained to detennine
how closely the work performed under those citations relates to the proposed effort. The PCAG will, as
deemed necessary, confirm past and present performance data identified by Offerors in their proposals.
1.2.3.1. The relevancy of the work performed on past performance and present citations will be
assessed at the Mission Capability subfactor level. The following definitions will be used in assessing
relevancy:

1.2.4. Quality. The quality of the work perfonned on relevant and somewhat relevant past and present
citations will be assessed at the Mission Capability subfactor level using the following definitions:

Government's benefit. Perfonnance was accomplished with few minor

corrective actions or where proposed corrective actions appear only
marginally effective or not fully implemented.
Performance does not meet most contractual requirements and recovery is
Unsatisfactory (U) not likely in a timely manner. Performance contains serious problem(s) for
which the contractor's corrective actions appear or were ineffective.
Not Applicable (N/A) Unable to ascertain performance quality from any source.
1.2.4.1. The Government will consider things such as the Offeror's quality of performance, history of
estimating and controlling costs, adherence to schedules (including the administrative aspects of
performance), reasonable and cooperative behavior, ability to manage subcontracts and a commitment to
customer satisfaction. When information obtained concerning relevant or somewhat relevant citations
indicates performance problems, the Government will consider the number and severity of the problems
and the appropriateness and effectiveness of any corrective actions taken (not just planned or promised). If
the Offeror clearly demonstrates management actions employed in overcoming problems and the effects of
those actions, in terms of improvements achieved or problems rectified, this may allow the Offeror to be
rated higher than might otherwise be indicated. All Offerors will be given an opportunity to respond to any
adverse present and past performance information obtained by the PCAG that the Offeror did not
previously have an opportunity to address, provided the subcontractor/teaming partners submit the Consent
Letter. Adverse present and past performance is defined as present and past performance information that
supports a less than satisfactory rating on any evaluation element or any unfavorable comments received.
1.2.5. Performance Confidence Assessment. Each Offeror will receive a single integrated Performance
Confidence Assessment, which is the rating for the Present/Past Performance Factor 2. The overall
confidence assessment is derived based upon the recency, relevancy and quality evaluation of all relevant
citations reviewed.
1.2.5.1. Each Offeror will receive one of the ratings described in AFFARS Mandatory Procedure
(MP) 5315.304 Table 3, as shown below:

Business Concerns and FAR 52.2 19-9, Small Business Subcontracting Plan.
1.2.5.3. Offerors without a record of relevant past performance, or for whom information on past
performance is not available, will not be evaluated favorably or unfavorably on past performance and as a
result, will receive an "Unknown Confidence" rating for the Past Performance factor.
1.3. FACTOR 3: Price. The government shall rank all technically acceptable offers by total evaluated
price, including all option prices. The price evaluation will document the reasonableness of the proposed
total evaluated price . .If the offeror proposes use of government property (not listed in any attachment to
this RFP), already in its possession on a rent-free basis, the amount of rent that would otherwise be charged
in accordance with FAR 52.245-9, Use and Charges, will be evaluated for sound methodology and included
as part of the offeror's total evaluated price. The Government may use various price analysis techniques
and procedures to ensure a fair and reasonable price (see FAR Part 15.403-1(c)(I)). Proposal analysis
techniques will be performed in accordance with FAR Part 15.404-1(b)(2). Separately priced line items
shall be analyzed to determine if the prices are unbalanced
1.4. Awardability Statement. Offerors are cautioned to submit sufficient information and in the format
specified in Section L of this solicitation. Communications conducted to resolve minor or clerical errors
will not constitute discussions and the contracting officer reserves the right to award a contract without the
opportunity for a final proposal revision.
1.5. The government intends to award a contract without discussions with respective Offerors. The
government, however, reserves the right to conduct discussions if deemed in its best interest.
1.6. The government reserves the right to award a contract to other than the lowest price Offeror if the
lowest priced Offeror is judged to have a performance confidence assessment of "Significant Confidence"
or lower. In that event, the Source Selection Authority shall make an integrated assessment best value
decision.
1.7. The government reserves the right not to award.
