                              SEAT WORKPLAN 2009-10


1     Purpose of the Report

1.1   The purpose of this report is to inform the Board that the South East and Tayside
      (SEAT) Regional Planning workplan for 2009-10 has now been agreed by SEAT.
      It is presented here for NHS Lothian Board approval.


2     Recommendations

      The Board is invited to:

2.1   note the range of work streams and the corresponding timescales outlined within
      the workplan. Many of these work streams are being led by NHS Lothian staff on
      behalf of SEAT with almost all of them involving staff from across Lothian.

2.2   agree the current work plan for 2009-10.


3     Background

3.1   The current workplan was approved by SEAT at its meeting of 28 August 2009.

3.2   At the beginning of this year SEAT approved a revised planning and prioritisation
      process. This process confirmed an annual planning cycle which aligns with
      Boards’ Local Delivery Plan development to ensure that regional planning is
      integrated with Board planning. It also ensures that areas identified by Boards
      for regional planning are incorporated into the SEAT workplan. The initial stage
      of the process has also been strengthened to ensure clarity regarding an issue’s
      likely priority for SEAT for inclusion in its workplan for review.

3.3   The process has 3 key stages:
      1. Initial scoping - identification and investigation of an issue with the objective
         of allowing SEAT to decide whether to review the area concerned or
         commission other work as appropriate
      2. Review or other work commissioned by SEAT carried out
      3. Review completed and considered by SEAT
      The workplan distinguishes between the work of the standing sub-groups of
      SEAT and individual areas of work that have been commissioned by SEAT as
      short life projects. It also identifies the stage of each piece of work in the SEAT
      Business Cycle, i.e. whether it is initial scoping, an agreed review or piece of
      planning work or whether it has been reported to SEAT and is subject to Boards’
      prioritisation.

      The workplan also includes those areas which SEAT agreed would not be taken
      forward currently and the agreed management action.


4     Impact on Health Inequalities

      The SEAT workplan is focussed on improving service quality across the region.
      Any proposed changes to local service access, delivery or outcome, as they
      arise from the workstreams, will be the subject of an Equality and Diversity
      Impact Assessment.


5     Resource Implications

5.1   The resource implications are as per individual areas of work identified
      throughout the workplan. The resource implications are fed annually into the
      NHSiL prioritisation process for resolution as appropriate.

Introduction

SEAT approved a revised planning and prioritisation process at its meeting on 30 January 2009. This process confirmed an
annual planning cycle which aligns with Boards’ Local Delivery Plan development to ensure that regional planning is integrated
with Board planning and that areas identified by Boards for regional planning through their local processes are incorporated into
the SEAT workplan. It also strengthened the initial stage of the process to ensure clarity regarding an issue’s likely priority for
SEAT for inclusion in its workplan for review.

The process has 3 key stages:

1. Initial scoping - identification and investigation of an issue with the objective of allowing SEAT to decide whether to review
   the area concerned or commission other work as appropriate.

2. Review or other work commissioned by SEAT carried out

3. Review completed and considered by SEAT

If appropriate, outcomes of review/work commissioned will be considered as part of SEAT prioritisation and decision making
process.

The workplan is set out to identify those areas of work which are commissioned by SEAT to be taken forward by short life
clinical planning groups or other short life arrangements - Section 1, or are overseen by a standing sub group of SEAT –
Section 2. All SEAT groups are comprised of representatives of Boards with an interest in the area under review and others
who can provide a contribution to the work. Group members have a responsibility to ensure that they have effective
communication mechanisms in place with the Board or community they represent.
