Chairman George Wickard, who read the Open Public Meetings Act notice, called the meeting to order at 8:20
"This meeting is being held in accordance with the provisions of the Open Public Meetings
Act. Adequate notice has been provided by prominently posting and maintaining so posted
throughout the year in the Office of the County Clerk, Hall of Records, Main Street,
Flemington, New Jersey, a public place reserved for such announcements, and by mailing
on or before January 14, 2005 to the Hunterdon County Democrat, The Beacon, The
Express-Times, Courier News, The Times, Hunterdon Review, and Star Ledger,
newspapers designated by the Hunterdon County Planning Board to receive such notices.
Notice has also been posted on-line in the Hunterdon County News"
MINUTES OF THE July 14TH PLANNING BOARD MEETING: The Minutes were approved on a motion by
Ken Johnson and seconded by Mary Melfi.
DEVELOPMENT REVIEW COMMITTEE MEETINGS:
Sept 8: Ken Johnson and Nancy Paladino
Sept 22: Mary Melfi and Ken Johnson
MASTER PLAN REVIEW COMMITTEE:
George Wickard asked for members to volunteer to review the Draft County Master Plan, which should be
finished by the end of the year. Mary Melfi, Ken Johnson, and George Wickard volunteered at this time. Mr.
Wickard will ask again at next month’s meeting.
SUPERVISING PLANNERS REPORT:
• Staff update: Sue Dziamara, Supervising Planner, announced that Ken Bogen will be starting as an
Assistant Planner on Tuesday, September 13th. She is also in the process of going through more
applications to set up more interviews.
• We received a letter from Caroline Armstrong of the Municipal Land Use Center, inviting the
Hunterdon County Planning Board to co-sponsor the Project for Open Spaces Workshops. These
workshops will take place in the fall and winter of 2005. The board reviewed and approved our
participation. Information was included in the Planning Board packets.
• Cross-Acceptance/ Negations Update: Sue reported we received a response to Mr. Wickard’s letter
dated July 14 regarding the status of both Cross-acceptance and Plan Endorsement which was
included in the meeting packets. We have a summary of the Cross-acceptance timeline for the re-
adoption of the State Plan; they are tentatively scheduled to begin negotiations in the fall.
Information was included in the Planning Board packets.

• Sue reported that the sub-committee has completed their review of the Stormwater Ordinances for
the Environmental Tool Box Committee. It was reviewed by legal and has been given to Marcia
Karrow to distribute for full committee comments. It is hoped that it will be available by the end of
the month. Municipalities have until April 2006 to adopt their stormwater Ordinances. The adopted
plan and ordinances are required to be submitted to the HCPB by April 2006, this is the official
submission and will begin the 60-day review period by the HCPB.
• The NJDOT Hunterdon County Quarterly Update for the period ending June 30, 2005, was
distributed to Members of the Board.
• Dinah Rowbotham gave a farmland update. Dinah reported that they would be scheduling monthly
status meetings with Guy DeSapio and the municipalities to discuss the application process. They are
looking to build better communication to help move things along. By having these meetings between
staff and the municipalities, it will help to bring everything up front and be able to close in a more timely

• Ken Johnson brought up for discussion the new education requirement for Planning Board and Board of
Adjustment Members. It was discussed that perhaps the County Planning Department could offer this
service to our municipalities. Sue reminded the Board that attending the NJPO educational seminar
held in the spring could fill this educational requirement. Mr. Johnson agreed that this offered one
opportunity to fulfill the requirement but that it might be helpful to our municipalities if this office could
offer a program as well. Mr. Johnson suggested we reach out to municipalities to determine what the
interest might be in a County sponsored educational event. Ms. Melfi mentioned that Flemington has
their attorney give an educational program to their members in a one-evening class. Mr. Johnson asked
Sue to explore if this was something HCPB could do and what cost might be involved. Sue suggested
that perhaps the Municipal Land Use Center might be interested in co-sponsoring this type of event.
Sue will follow-up and report back to the Board in October.
• Green Acres Proposed Rule Change: Nancy Palladino suggested we write to NJDEP Commissioner
Brad Campbell regarding the proposed changes to the Green Acres rules, and urge his department to
thoroughly review Hunterdon County’s comments as well as those submitted by several of Hunterdon
County’s municipalities and to reconsider adopting the new rules as proposed. The comment period has
been extended to October 6. Sue will ask Kevin to draft a letter and it will be sent to all Municipal
Planning Boards and Governing Bodies for consideration.
Since there were no other items to be brought before the Board, Ken Johnson moved to adjourn the meeting.
