January 25, 2006 – Regular Meeting

Election of Secretary Pro Tem: Move to elect Mary Johnson as secretary pro tem to take minutes
during the Code of Conduct hearing for R. Hall Moved: DM, Second: ZG Vote 6-0 (RD absent)

CODE OF CONDUCT OF R. HALL – Request by L. Cangiano

President Flath explains that as elected officials the Code of Conduct Hearing will be conducted in public
per the Brown Act.
President Flath reads email from L. Cangiano to former ADTC President Andy Fried dated Saturday,
October 29 01:53:42 2005 (full text attached).
L. Cangiano reads her statement dated 1/25/06 (full text attached).
Action requested by L. Cangiano:
1. Acknowledgement by the Town Council that there are, or should be guidelines governing the
    behavior of a Town Council member.
2. An apology from Ramona Hall addressed to all those in receipt of her original e-mail broadcast.
3. The formation of a committee to establish an appropriate code of conduct, and the method by which
    violation of said are addressed and enforced.
Discussion among Council members included:
              ADTC Bylaws 9.4. allowing a TC member to speak as an individual
              ADTC Bylaws 9.5. regarding communications from TC members
              Brown Act requirements with regard to elected officials communication
              First Amendment rights
Interruption by community member D. Holland.
President Flath requests LA County Sheriff’s deputies attending the meeting to remove Ms. Holland.
No action taken by deputies.
Recess called by President Flath at 8:55 p.m.

Proceedings resumed at 9:01 p.m.

President Flath asks Council how does Council want to deal with the problem.
Council member Johnson asks R. Hall if she would be willing to apologize.
R. Hall responds that on advice of counsel, she will not speak on the issue at all.
Johnson requests R. Hall to apologize.
Council member MacAdam states we need to vote if a violation occurred.
President Flath calls for a vote.
L. Cangiano requests the community have a chance to give their input.
Council members MacAdam, Johnson, Gonzales, and Spry agree to allow community input.

Community Input:
D. Holland: Town Council should be respectful of other community members. Complaint is about the
Cangiano family name.
C. Brink: Discusses his role with the First Amendment Coalition and rights of elected officials as
individuals. Suggests R. Hall might clarify.
B. Cangiano: Discusses that companies discipline employees with an internal reprimand.
K. Kirkwood: States that R. Hall didn’t forward original e-mail to community.

President Flath calls for vote whether or not R. Hall violated a Code of Conduct.
D. MacAdam states no violation occurred.
M. Johnson states yes, ADTC Bylaws 9.5. violated.
Spry states no reason to censure.
Gonzales states no reason to reprimand.
Flath states conflict between ADTC Bylaws 9.4 and 9.5. States no violation of 9.4.
Final Vote is 4-1 (MJ dissenting).

Interruption of meeting by community member D. Holland.
President Flath calls for recess.
Council member Spry calls for adjournment. Clarifies that if meeting can proceed without interruptions,
would like meeting to continue.
Another interruption by community member D. Holland.
President Flath calls for adjournment. Seconded by P. Spry. 6-0-0
Meeting Adjourned at 9:25 p.m.

Mr. Fried,
Town Council Member Ramona Hall has felt free to malign my family in print to not only the community of Agua
Dulce, but to many news sources etc. I will no longer tolerate this unwarranted verbal abuse and I am putting the
Town Council on notice that not only should Ms. Hall be reprimanded by the Town Council, but I require her to
write my family an apology. I will take this directly to my lawyer as a libel suit should these actions not occur. I
have attached the following excerpt from her latest e-mail and I trust that I shall receive your response in a very
prompt manner. I have been amazingly tolerant of Ms. Hall's past verbal and written abuses but she has gone way
over the line.

"I was particularly disturbed that Mr. David Aiello, who usually sits in close proximity to the Cangiano family,
called out to me several times and told me to "shut up". This is the same conduct that I witnessed as an audience
member on numerous occasions over the last three years. Furthermore, I am extremely concerned that women have
been physically and verbally accosted on a number of occasions by members of the same small group of angry
individuals. I am concerned that at some point, someone will be physically or verbally assaulted to the point that
legal actions must take place."

Statement to the Town Council of Agua Dulce:

The issue in front of us is to determine if Ramona Hall engaged in behavior unbecoming to her position as an
elected Town Council Member. It is my belief that elected officials are held to a higher standard of behavior while in
office than they might be as a general community member:

The Town Council Code of Conduct, Article 9. 5 states that "Council Members shall not make statements which
distort the position of the Council, or other Council Members or which undermine the effectiveness of the Council.
The tone and demeanor of all communications by council member shall reflect a professional manner. Council shall
not engage in conversations or activities that discredit or create disrespect for the council or its committees."

Following the Town Council meeting of October 26, 2005, Ms. Hall wrote a letter, claiming immunity from the above
code of conduct, and disclaiming her obligations as a Town Council member. In this letter she disparaged community
members by name.

Ms. Hall disseminated her letter throughout the media of Santa Clarita and beyond making her allegations and
assertions widely public.

Ms. Hall should not have written at all, but further, none of the Cangiano family was party to, or involved in any way,
with the incidents Ms. Hall wrote about, yet she inferred, by reference to the Cangiano name, that the Cangiano
family was somehow guilty of wrongdoing. Additionally, Ms. Hall inferred, by reference in the same paragraph that
she names the Cangiano family, that the Cangianos, individually or collectively, verbally and physically abuse
women.

To compound this unbecoming behavior, Ms. Hall broadcast the response e-mail that I sent to the Town Council, and
only the Town Council, out to her “compatriots in poor behavior”, thereby making me a target of several rather vicious
e-mails. I propose that it is not in the best interests of the Town Council, or the community of Agua Dulce, for Town
Council members to hold community members up to contempt. Any action so taken only serves to discredit the value
of the Town Council as representatives of the community and hence leaves it with no function at all.

The Cangiano family has been known and local to Santa Clarita since 1959 when my father, Dr. Pat Cangiano, and
his partner, straight out of medical school, established the first resident medical practice in an area that covered from
the San Fernando Valley to Lebec on the one side and Palmdale on the other. The Cangiano name has been well
known and respected in the past history of Santa Clarita and continues to carry respect. We do not take lightly to Ms.
Hall’s remarks.

In the Country Journal of Jan. 21, 2006 Lillian Smith writes, as an editor’s note: At no time do lawsuit threatening
critics of the Council mention that they themselves should be following the redress of grievance provisions of the
Charter and Bylaws before resorting to the court system. Yet here I am, attempting to do just that, “redress my
grievance through provisions of the Charter and Bylaws, yet I find myself dismissed and criticized for doing just that. It
is clear to me that to date, the Town Council, past and present, has not taken steps to define, and enforce, a clear set
of conduct standards and it is equally clear that to date, some present members of the Town Council continue to
evade this obligation.

I wish for the following:
         Acknowledgment by the Town Council that there are, or should be, guidelines governing the behavior of a
          Town Council member.
         An apology from Ramona Hall addressed to all those in receipt of her original e-mail broadcast.
         The formation of a committee to establish an appropriate code of conduct, and the method by which
