Gallup 1(7) 10.11.2011 Marja Tammilehto-Luode C o mm on N ordic G r id da t ab a se What is this about : This is a list of questions and potential answers to figure out your opinion about making and releasing the Nordic grid data-base. This is an effort to find out how much we can agree on principles already now. This is just a preliminary study and meant to give me information and help to formulate a proposal for further actions. I have sent this to you but feel free to discuss the issues with your colleagues spe- cially with those who are charged in disseminating grid data. I shall appreciate if you can answer by the end of next week (15 November). This should not take much of your time. Please let me know if you need more time! Please feel free to comment and add and answer without any constraints. Your name and email :_______________________________________________________ ----------------------------------------------------------------------------------- Data 1) The content of the Nordic grid database should be compiled in this order? a) Total population b) Tot. population by age: 1-14, 15-64, 65+ (other classes?) c) Tot. population by sex c) Tot. working places d) Working places by industry e) Population by education f) Population by income g) Number of Households h)…. Please comment if your find the order wrong or something is missing or irrele- vant d:\docstoc\working\pdf\fd473ff6-c781-4ebc-987a-bae7087ef331.doc 10.11.2011 2(7) 2) The content of the Nordic database should be developed gradually? a) first total population b) from the beginning more variables c) parallel different sets of variables for different purposes d) something else Please comment which alternatives you find best 3) The harmonising process concerning the Nordic grid database should consist of ? a) common variables, and reference dates b) common format of metadata c) common coordination system d) common output format e) common type of naming grids and variables f) common rules of disclosure g) common efforts to promote the service h) collaborative agreements (see next) i) common way to insure quality j)… Please comment if something is wrong or missing an/or if some of those items are less important 4) The Nordic grid database should be stored and maintained ? a) by each NSI b) by one NSI c) by a private distributor/distributors d) something else Please comment which one you find best and why error! number cannot be represented in specified format. 10.11.2011 3(7) 5) The Nordic grid data should be disseminated ? a) by each NSI b) by one NSI c) by a private distributor/distributors d) something else Please comment which one you find best and why Terms of releasing the Nordic grid data 6) Do you see that we (NSIs) need a collaborative agreement for sharing and/or trading the Nordic grid data? a) we may work only by defined projects (for certain task) and the data is available for these projects only b) we may share the data for internal use of NSIs for example to promote the data sets for other users c) we may trade the data following the rules written in an collaborative agreement d) we may use distributors to trade the data following the rules written in an col- laborative agreement e) we may continue as it is now – each country is a data provider of their own area only f)… Please comment which alternative/alternatives you find most desirable and/or realistic error! number cannot be represented in specified format. 10.11.2011 4(7) 7) If we start working to get a collaborative agreement ? a) who would be your contact to draft and comment the agreement ______________________________________________________ b) who will sign the agreement on behalf of your NSI _________________________________________________ c) What should be the timetable of signing such an agreement __________________________________________________________ d) What should be the timetable of duration of such an agreement _______________________________________________________ 8) Do we need common rules for pricing and licensing the data? a) more transparency is needed of NSIs in trading grid data b) we need a common framework of pricing and licensing the Nordic grid data set c) we need a written agreement how to charge grid data set d) we need to define prices for defined data sets /products which are the only ones available (other data sets/combinations, subset of data are concern for each country ) e) we need also common rules of licensing including fees, royalties and other charges f) we need a common template for licensing agreement, which include agreed prin- ciples concerning the data users g) we need also a common agreement on rights and obligations of third parties (agents and sub-contractors) Please comment which ones above you find valid and/or what is missing error! number cannot be represented in specified format. 10.11.2011 5(7) 9) The principles of pricing the Nordic grid data should be based on principle of ? a) “free data” for everyone at marginal production or dissemination costs b) cost recovery, defined that the user should contribute to the costs of collection, updating, quality control etc. not fully funded by NSIs c) full market pricing e) something else Please comment which alternative you support and why 10) How should we administrate dissemination of the Nordic grid data? a) each country (NSI) gets regularly (once a year) a set of Nordic grid data for dis- semination b) one country (NSI) is responsible for dissemination and gets royalties for doing it c) one or several sub-contractors get license to sell the data d) NSIs provide only data and do not sell it Please comment which alternative/alternatives you find good or you may sug- gest something else Practices and further development of the Nordic grid data 11) Should we have common agreement and methods to control and maintain the quality of the data? a) standard procedure implemented already nationally b) standard procedure following ISO standards and an agreement of ways to im- plement them error! number cannot be represented in specified format. 10.11.2011 6(7) c) not an important issue Please comment which alternative you find good or suggest something else 12) Should we use common disclosure rules? a) common threshold to define data as confidential b) common methods to disclose the data c) restrict the use or users of the data d) other specific guidelines c) each country should take care of their own data with their own principles Please comment which alternative you find good or suggest something else 13) Do you see the grid database as a part of other type of small area statistical services which also should be harmonised and developed for common Nordic service ? a) yes, b) no c) no opinion error! number cannot be represented in specified format. 10.11.2011 7(7) 14) If yes , do you see the stepwise approach following the INSPIRE implementation realistic in the Nordic countries ? steps by proposal of INSPIRE: 1) to document harmonised way existing data sets (metadata) 2) to make these documents accessible 3) to provide common ways to access the data sets itself 4) to give examples of use of such data sets 5) to establish common models of objects in the environment for which data is col- lected 6) to complete the common models 7) to provide data of various sources and various levels to be to able to integrate into coherent seamless data sets supporting the same standards and protocols 8) to allow real time access to up-to-date data across the whole of Norden (Europe) Please comment the list and possibilities to implement it. THANK YOU! Please return this to Marja (email@example.com) with your answers before 15 November 2002. error! number cannot be represented in specified format.
