					                     NOTICE OF RACE
        Special Olympics ACT Region Invitational State Games

                               Sailing Regatta
                        organised by Sailability ACT
                                       &
   Conducted in association with Sailability Australia, the Special Olympics
                Australia Inc. Special Olympics ACT Region,
                  and under the authority of Yachting ACT.




The regatta forms part of the Invitational State Games for Special Olympic Athletes
hosted by Special Olympics ACT and will be used to select the SO ACTR Sailing
Team to compete in the SO Australia National Games to be held in Adelaide South
Australia 18-24 April 2010.

 The regatta will be conducted on Lake Tuggeranong, Canberra, ACT from the
                       9th to the 10th of May 2009.

1. Organising Authority
  1.1 Sailability ACT is the Organising Authority. The event will be conducted in
      association with Sailability Australia and Special Olympics ACT.

2. Rules
  2.1 The regatta will be governed by the rules as defined in The Racing Rules of
      Sailing (RRS). The Prescriptions and Special Regulations Part 2 of Yachting
      Australia Inc will apply except where amended by the Special Olympics
      Summer Sports Rules - Sailing, the Rules of the Australian Access Class
      (except as altered by the Sailing Instructions).
  2.2 A denial of right to appeal from the decisions of the protest committee has
      been approved and a protest committee appointed in accordance with rule
      70.4 and YAI Addendum A.

   2.3 The Racing Rules will be changed as follows, and these changes will appear
        in full in the sailing instructions:
   2.3.1 Rule 26 „Starting Systems‟ will be amended with the addition of an audible
          timed „count down‟ after the One Minute warning;
   2.3.2 Rule 41 „Outside Help‟ will be altered. The Sailing Instructions (SIs) will
          authorise specific outside assistance;
   2.3.3 Rule 61.1(a) „Informing the Protestee‟ will be altered so that the hail
          “protest” is not required, but should be made when possible and the
          'Protestee' be advised in accordance with the Access Class Rule H.4.9;
   2.3.4 Rule 63.3(a) „Right to be present‟ will be altered such that a representative
          at a protest hearing, may not necessarily have been on board at the time of
          the incident and will be allowed to speak on behalf of the party involved;
   2.3.5 Rules of the Access 303 Class Rules are changed as follows:
   2.3.5.1 Access 303 Class Rule C.6 (Membership) is changed so that the
               competitor may not necessarily be a current member of the Australian
               Access Class Association.

3. Advertising
  3.1 Competitors may be required to display a sponsor‟s logo and bow numbers. If
      this is required, they will be supplied by the Organising Authority and affixed
      as prescribed in the Sailing Instructions.

4. Eligibility and Entry
   4.1 The Selection Regatta is open to all persons classified as having an
       intellectual disability such as to meet the eligibility specifications as laid down
       in Special Olympics General Rules, Section L.3 (Degree of Disability) and L.4
       (Identifying Persons with intellectual disability)
   4.2 Competitors are required to be Australian Nationals and current financial
       members of an Australian Sailability organisation and must be affiliated with
       Yachting Australia (RRS 75) and/or registered athletes with Special Olympics
       Australia.
   4.2 Personal details and „special needs‟ are to be provided on the Entry Form and
       Marshalling Details Form to enable the Organising Authority to allocate the
       required needs.
   4.4 Entry applications shall be made to the Organising Authority on the attached
       Entry Form and Marshalling Detail form. The fully completed forms shall be
       received at the entry address no later than 17:00 hrs, Friday 1 May 2009. Late
       entries will not be accepted.
   4.5 Boats used in this Special Olympic Selection Regatta will be the Access 303
       4.5.1 Competitors are expected to provide their own boats, however, pool
                boats may be provided on request. Boats are not to be modified in
                any way except that:
                (a) Wind indicators, including yarn or thread may be tied or taped
                      anywhere on the boat;
                (b) Hulls, centreboards and rudders may be cleaned but only with
                      water;
                (c) Adhesive tape may be used anywhere on the boat above the
                      waterline; and
                (d) All fittings or equipment designed to be adjusted may be adjusted
                      provided the class rules are complied with.
       4.5.2 All equipment provided with the boat for sailing purposes shall be in
                the boat while afloat.

       4.5.3     The penalty for not complying with one of the above instructions will
                 be disqualification from all races sailed in which the instruction was
                 broken.
       4.5.4     Competitors shall report any damage or loss of equipment, however
                 slight, to the Organising Authority's representative immediately after
                 securing the boat ashore. The penalty for breaking this instruction,
                 unless the Protest Committee is satisfied that the competitor or their
                 representative made a determined effort to comply, will be
                 disqualification from the race most recently sailed.

5. Classification
   5.1 The Special Olympics International classification system will apply. A person
       is considered to have an intellectual disability for purposes of determining his
       or her eligibility to participate in Special Olympics if that person satisfies any
       one of the following requirements:
       5.1.1 The person has been identified by an agency or professional as having
             an intellectual disability as determined by their localities; or
       5.1.2 The person has a cognitive delay, as determined by standardized
             measures such as intelligent quotient or "IQ" testing or other measures
             that are generally accepted within the professional community in that
             Accredited Program's nation as being a reliable measurement of the
             existence of a cognitive delay; or
       5.1.3 The person has a closely related developmental disability. A "closely
             related developmental disability" means having functional limitations in
             both general learning (such as IQ) and in adaptive skills (such as in
             recreation, work independent living, self-direction, or self-care).
             However, persons whose functional limitations are based solely on a
             physical, behavioral, or emotional disability, or a specific learning or
             sensory disability, are not eligible to participate as Special Olympics
             athletes.

6. Fees
   6.1 An Entry Fee of $30 is payable by the competitors for this regatta in addition to
       any fee charge levied by Special Olympics ACT Region or Special Olympics
       Australia in connection with these Special Olympics ACT Region Invitational
       State Games. No crew fee is payable.

7. Levels of Competition
   7.1 Races for all five (5) levels of sailors from the Special Olympic Summer
       Games Sailing Rules will be undertaken:
       Level 1     Unified Sports - the Special Olympic athlete member(s) of the crew
                   has responsibility for headsail trim if applicable.
       Level 2     Unified Sports - a Special Olympics athlete member of the crew
                   shall helm for 100% of the race and start manoeuvres.
       Level 3     All Special Olympics athlete team, with an onboard coach. The
                   athlete(s) have complete control of the boat. The coach can
                   provide verbal assistance only
       Level 4     All Special Olympics athlete team, with NO onboard coach
       Level 5     Special Olympic athlete competes single-handed

   7.2 Divisioning may be conducted under the Divisioning Provisions contained in
       the Special Olympics Sailing Rules (January 2009)

8. Boats to be Used During the Regatta
   8.1 Access Dinghy 303

9. Schedule (subject to change)
   9.1 Registration:

                                First Warning signal    10:45 hrs

   9.3 Races may be back-to-back with a maximum of 3 races back-to-back

10 Measurements
  10.1 Measurement checks and inspections may be carried out at anytime. A boat
       notified of inspection will follow the instructions of the Organising Committee.

11. Sailing Instructions
  11.1 The Sailing Instructions will be available to competitors and/or their
        representatives on registration. Any Sailing Instructions issued prior to this
        time will be considered as draft documents.

12. Venue
  12.1 The racing will be held on Lake Tuggeranong from the Sailability ACT boat
       shed (co-located with Lake Tuggeranong Scout boat shed) at Mortimer Lewis
       Drive, Greenway ACT.

13 .The Courses
  13.1 Standard courses are:
       (a)     Course 1      S13F
       (b)     Course 2      S123F
       (c)     Course 3      S12313F
       (d)     Course 4      S1313F
       Where: S= Start, F= Finish, 1= Windward mark, 2= Gybe mark,
               3= Leeward mark

14. Start Sequence
  14.1 Starts will be in accordance with RRS 26 as modified.
  14.2 Oral signals may be provided with the sound signal during the Race Start
        sequence.
  14.3 An oral count down will be given during the final minute before the start.
  14.4 The start of a Division will signal the start sequence for the following Division
        race i.e. when a Division flag is removed indicating that Division‟s start, the
        Division flag for the following race shall be raised indicating the 5 minute start
        sequence for the next Division.

15 Penalty System          The penalties are as follows:
  15.1 For all Divisions, Rules 44.1 and 44.2 are changed so that only one turn in
       the same direction, including one tack and one gybe, is required.

  15.2 Decisions of the protest committee will be final as provided in Rule 70.4.

16. Scoring
  16.1 Three (3) races are required to be completed to constitute a series.
  16.2 When fewer than 4 races have been completed, a boat‟s series score will be
       the total of her race scores.
  16.3 When 5 or more races have been completed, a boat‟s series score will be the
       total of her race scores excluding her worst score.

17. Safety
  17.1 All competitors shall wear an approved PFD at all times whist afloat, on
       pontoons or at assembly and beach points in accordance with YA Special
       Regulation R1.

18. Support/Safety Boats
  18.1 Support/Safety boats shall be provided by the Organising Authority and will
       be marked with appropriate identification.

19. Radio Communication
  19.1 A boat shall neither make radio transmissions while racing nor receive radio
       communications not available to all boats. This restriction also applies to
       mobile telephones.

20. Special Olympic Selection and Awarding of Prizes
  20.1 Medals will be presented to those placed 1st, 2nd and 3rd in each Division
  20.2 Ribbons shall be presented to all athletes in accordance with Section Z of the
       SOI General Rules in order of finishing. Athletes who are disqualified (for
       reasons other than unsportsmanlike conduct or violations of the divisioning
       requirements of the Sports Rules) or who do not finish, shall be awarded a
       participation ribbon. In the event of a tie, the provisions of RRS Appendix A8
       (series ties) will apply.

21. Disclaimer of Liability
  21.1 Competitors participate in the regatta entirely at their own risk. See rule 4,
       Decision to Race. The organizing authority will not accept any liability for
       material damage or personal injury or death sustained in conjunction with or
       prior to, during, or after the regatta.

22. Insurance
  22.1 Each participating boat shall be insured with valid third-party liability
        insurance with a minimum cover of $ (AUD) 5 million per event or the
        equivalent.
