Dear Sir / Madam

KWANALOGA, in partnership with the KwaZulu-Natal Provincial Government, extends an
invitation to all the Organisations to participate in the Summit on Rural Development and Climate
Change which will be held at the Inkosi Albert Luthuli International Convention Centre in Durban
from the 16 – 18 November, 2009.

As with all of the government’s top priorities, the issues of rural development must be addressed
in a way that integrates three main pillars – social development, environmental protection and
economic development. The critical challenge facing our government and more specifically the
local sphere of government is the way in which these multiple stressors and others such as
HIV/AIDS and rural poverty converge with climate change, and how working together with the
civil society and rural communities can assist in addressing these challenges.

What is the Summit About?
    The Summit will provide a platform where all municipalities in the province, critical
        stakeholders, business and government departments will be refocused and guided to
        become more policy-relevant and capable of responding to issues across the
        geographical scale, from local to national levels.

Principal Objectives of the Summit?
       The principal objective of the Summit is to launch a municipal programme on climate
        change and sustainable rural development. Also to present in a concise way the role of
        municipalities in the implementation of agricultural projects and to explore if agricultural
        development can be an engine of growth and poverty reduction in the KwaZulu-Natal
        province.

       To strengthen existing partnerships between KWANALOGA and both National and
        Provincial government as well as with business and all key stakeholders in their efforts
        to provide a guiding framework aimed at clarifying intersperse mandates and

        responsibilities with respect to expansion of basic infrastructure, agrarian reform and
        economic development.

Expected Summit Outcomes will be the formation of a ‘joint declaration’ that will encompass
shared principles such as the acknowledgement of a ‘municipal rural development and climate
change programme which is a critical factor in economic growth and human development, and
which in turn can serve as the basis for the promotion of specific initiatives.

The Summit programme will comprise of Delegate Registration and Welcome Gala Dinner on
Monday, 16 November proceeded by plenary presentations, discussions and working groups on
both 17 and 18 November 2009. The comprehensive programme is currently being finalized.

The Organizing Committee formally requests your office kindly circulate this invitation to
Members of the KwaZulu-Natal Provincial Legislature.

Please note that registration is free, however all participants are expected to pay for their own
travel and accommodation costs. Our Summit Coordinator, Ms. Debbie Isaacs has negotiated
special rates at the hotels in close proximity to the Durban International Convention Centre
(ICC).

Attached is the Kwanaloga Rural Development & Climate Change Summit Registration form

TRANSPORT – not covered by Conference Organisers

The Durban People Mover covers the route along the beachfront to Suncoast Hotel & Towers
and within the city, linking the beachfront to the CBD as far as Victoria Street Market. The fleet
of ten buses are monitored by CCTV cameras, have electronic ramps for disabled access, on-
board audio-visual material, air-conditioning, operate from 06:30-23:00, arrive every fifteen
minutes and have easily identifiable bus stops staffed by wardens for passengers’ safety. Single
journeys cost R4.00. Route Map available upon request.
