SCOPE OF WORK : TO SUPPLY AND INSTALL HANDRAILS

1.1.   Supply and install fibre glass handrails to the valve chamber
1.2.   All unused materials around the area to be removed on the
       completion of the work and the area to be left neat and tidy.
1.3. Job to be finished after three weeks starting from the day the order was
issued to the contractor


1.1     The contractor shall provide his/her own labour, materials, transport
        equipment and tools and anything else for the proper execution of this
        project.
        The contractor shall at all times have available sufficient staff and
        resources to execute this project within a reasonable time frame

        The contractor is responsible for the supply, maintenance, running and
        replacement of all machinery necessary to carry out the operational
        requirements.

1.2     If the contractor’s equipment fails, (he/she) must ensure that suitable
        substitute equipment is obtainable to complete the entire operation as
        specified. Should electricity be required on site as a result of power
        failure for whatever reason, it will be the responsibility of the contractor
        to substitute an alternative source of power e.g. generator.

       The Contractor shall ensure that his/her staff behave in an
        exemplary manner and dress neatly as to not bring the good
        name of the Council into disrepute.
        The Contractors staff must be provided with overalls or
        uniforms that distinctively display the Company name
        and/or Logo.

1.3     All material, machinery and tools on site remains the responsibility of
        the contractor and therefore the contractor should ensure that the
        safety and insurance of the above is covered for the duration of the
        contract.

4     TECHNICAL SPECIFICATION

4.1   The Contractor shall undertake the project as per instruction of the
      appointed Project Manager.

4.2       If after the sandblasting it is found that the structural integrity of
          the flooring is compromise the quote is to be amended to allow
          the repair of said flooring.

4.3        All building rubble and unused materials around the station to be
          removed on the completion of the work and the area to be left
          neat and tidy.

3.        GENERAL:

          The successful contractor is to:

         Ensure that all areas affected by his/her work are to be kept clean and
          remain clean and kept safe at all times.
         Displays clear legible appropriate signage indicating the risk that the
          general public or staff of the City of Cape Town may face for the
          duration of the risk/ project.
          Action the work with minimal disruption to staff, the City Of Cape Town
          and the public.
         Commence project within one week after receiving purchase order.
         Arrange with project manager before commencing work.
         Complete work within three weeks from commencement of project
         Ensure that all staff is on site from …… to…… daily until contract is
          completed unless other time frames have been agreed upon by all
          parties concerned.
         Take full responsibility for all activities on site and shall be held liable
          for any damages caused to the premises, injury to staff of the City Of
          Cape Town or the public whilst on site.
         Ensure that the foreman/supervisor is present on site for the full
          duration of the project.
         Ensure that the foreman/ supervisor are contactable for the full duration
          of the project.
         Indicate in their submission if sub - contractors are to be utilised to
          execute any part or portion of the contract.

4.        COMPULSORY REQUIREMENTS

          It is compulsory that the site meeting be attended by all interested
          contractors to discuss any concerns that require clarity. The onus
          rests with the successful contractor that he/she is aware of all the
          defects and to verify measurements when quoting for this contract as
          no additional payment outside this quotation will be made.

5.        RESPONSIVENESS OF BID

          In addition to the terms and conditions stipulated in this document, for
          the bid to be considered responsive, the contractor must submit the
          following information:
          a)     A fully completed and signed Bid Form.

        b)      The Contractors details.
        c)      The declaration by the contractor.
        d)      An original, valid Tax Clearance Certificate (obtainable from
                SARS). Certified copies are not acceptable
        e)      Details of equipment (Annexure A)
        f)      Details of previous experience (Annexure B)
        g)      List of staff compliment (Annexure C)
        h)      CIDB Registration Certificate
        i)      A cost breakdown which includes material, labour and
                contingencies
        j)      The contractor must clearly indicate the time from date of
                purchase order to site occupation/ commencement of projects.

FAILURE TO COMPLETE OR SUPPLY REQUESTED INFORMATION WILL
LEAD TO BID REGARDED AS NON RESPONSIVE


The points for this Bid are allocated as follows:

To qualify a minimum of 60 points is required

NOTE:
The Council reserves the right to accept all, some, or none of the quotes
submitted – either wholly or in part – and it is not obligated to accept the
lowest quote.

5.    COMPLIANCE WITH LEGISLATION

      The contractor shall comply with the provisions of the OHAS Act& all
      relevant regulations, by all employees of theirs & other contractors on
      site.

      The Contractor shall with all laws relating to wages & conditions
      generally governing the employment of labour in the Cape Town area

      The Contractor shall at all times and at its own cost comply with all
      laws that may be applicable to or govern its activities and or the
      services rendered to the City in terms of this tender/contract.

6.    OCCUPATIONAL HEALTH AND SAFETY ACT (85 OF 1993)

      All successful contractors, quoting where labour and/or equipment are
      included, shall enter into an agreement with the Council, indemnifying
      Council from the provisions of the said ACT in terms of the Agreement
      attached.

7.     WORKMEN’S COMPENSATION
      The contractor shall, prior to commencement of any work on site in t
      terms hereof,
      Give written proof that he is registered as an employer in terms of
      section 80 of the Compensation for Occupational Injuries and Diseases
      act (130 of 1993) and the contractor shall remain registered as such for
      the duration of the contract awarded and shall pay all monies due to
      the Compensation Fund in terms of section 15 of Act (130 of 1993).
      Failure to comply will result in the Contactor being disqualified.

      The Contractor shall at all times and at its own cost comply with all
      laws that may be applicable to or govern its activities or the services
      rendered to the City in terms of this tender/contract.

No alternate offers will be considered.
