GUIDELINES FOR THE APPLICATION OF A BURSARY FROM THE
FORMAL INSET PROJECT

INTRODUCTION

The objective of this circular is to facilitate the implementation of the awarding of Formal
Inset Bursaries to enhance the quality of service delivery and facilitate Human Resources
Development in line with the GDE’s mission and vision.

This guideline document must be read in conjunction with the Circular 96/1999. Specific
statements indicated in this document apply directly to the smooth implementation of the
Formal Inset Bursary scheme. Where no specific statement is made the content of the
bursary policy is held as binding.

CONDITIONS FOR THE ALLOCATION OF BURSARIES ARE AS FOLLOWS:

Applications for the bursary will only be considered if it is submitted on the prescribed
forms (Title: Gauteng Department of Education FORMAL INSET BURSARY
APPLICATION FORM)

Application forms will be made available in time to all employees.

Managers / principals are required to assist the employee to complete the form in
accordance with the required format.

The closing date for the applications is the 31st January 2001.

No late applications will be considered

The bursary will only be awarded to for courses offered at the Colleges of Education
listed below.

For courses that extend over two years, bursary applications will be renewed by the
College in total and not by the individual, subject to the candidates' successful
completion of the first year.

The application for a bursary is concurrent with the application for a place in the College.
If the application to the course is successful the Grant in Aid bursary is automatically
awarded to the applicant. This provision, however, shall not preclude an employee from
registering with a College and accepting the responsibility of all fees.

CRITERIA FOR SELECTION

The criteria for selection of suitable candidates as indicated below shall apply.

GENERAL CRITERIA

The Educator
must be at REQV 13
must be permanent
must be teaching the relevant Phase or Grade in the year of study

Please note that where the educator is not teaching the learning area in the year of study,
the educator is required to submit a letter of motivation from the SGB / Principal
indicating the intention to utilize that educator services in the learning area in the next
year.

COURSE SPECIFIC CRITERIA
School and Curriculum Management
The Educator must be appointed in the post of a HOD, Deputy Principal or Principal
Foundation Phase
The Educator must be teaching in the Foundation Phase in the year of study
Technology
The Educator must be teaching in the Senior Phase (Grade 7 to 9) in the year of study
Arts and Culture
The Educator must be teaching in the Senior Phase (Grade 7 to 9) in the year of study
Economic and Management Science
The Educator must be teaching in the Senior Phase (Grade 7 to 9) in the year of study
Accounting, Mathematics and Physical Science
The Educator must be teaching in the FET Phase (Grade 10 to 12) in the year of study
and they must be teaching the subject indicated above

Educators who will not be eligible for a bursary
Temporary Educators will not be considered for the bursary.
Those who have received a bursary in 2000 in the Formal Inset Course.

WHAT IS COVERED BY THE BURSARY SCHEME?

Registration fees
Tuition costs
Course material
Examination fees
A maximum of R500.00 student stipend subject to a 90% attendance and satisfactory
Academic performance

All other fees not mentioned in the above list are excluded.

PROCEDURE TO APPLY FOR A BURSARY:

Application forms will be made available at the college administration office from 15
November 2000.

The following documents can be collected from the Colleges of Education:

A copy of the criteria will be available directly from the College

Bursary Policy
Application Form               GDE application form
                               College application form

Both application forms must be completed and submitted to the College. It must include
 A certified copy of the identification document and
 A copy of the academic record.

Failure to submit the documents will lead to automatic disqualification

Completed application forms must be submitted to the same College of your
Choice

All applications must be signed and verified by your school manager / principal before
submission

Incomplete forms will result in an automatic disqualification

Candidates may only apply to one college.

EDUCATORS ARE URGED TO APPLY TO THE COLLEGE CLOSEST TO
THEIR WORK SITE

Between 1 February 2001 and 16 February 2001 the Formal Inset Project Management
Team will be review the applications

All correspondence will be directed via the school /institution cc: the school principal.

All the successful and unsuccessful candidates will be informed by/on the 28 February
2001 of the outcome of the decision of the college.

If you have not received any notification by 28 February please contact the College
directly

The GDE reserves the right to award the bursary

The successful candidate must sign a bursary contract with the GDE.
