1.      PURPOSE OF THE CIRCULAR

The aim of this circular is to inform stakeholders of the ECD sector as well as public, independent and
LSEN schools regarding the Grade R implementation.

2.      LEGISLATIVE AND POLICY FRAMEWORK

This circular is based on the following legislative framework:

2.1     The Constitution of the Republic of South Africa, 1996 (Act No 108 of 1996)
2.2     The South African Schools Act, 1996 (Act No 84 of 1996)
2.3     White Paper 5 on Early Childhood Development: Meeting the challenge of Early Childhood
        Development, October 2001 (Government Gazette-22756) and the amendment to White paper 5
        (Government Gazette –No 22938)
2.4     Provincial Gazette No. 187, dated 28 September 2001: Transforming ECD in Gauteng: Early
        Childhood Development Policy.

3.      BACKGROUND

Seven hundred and sixty (760) sites were registered with GDE through the implementation of the National
Conditional Grant from 2002 to 2004. This process served as a springboard to the phasing in of Grade R
in Gauteng. This phasing -in process will continue and it is anticipated that approximately five thousand (5
000) Grade R classes will be established by the year 2010. These Grade R classes will accommodate all
learners aged four years (4) turning five years (5) by the 30 June in the year of admission and will become
part of the compulsory 10 years of education. (Grade R to Grade 9)

4.      WHAT IS A GRADE R CLASS?

4.1     A Grade R site is Provincially selected. A Grade R learner is age four (4) turning five (5) by 30
        June in the year of admission. (South African Schools Act, 1996 Chapter 2, 3.1, Amendment of
        Section 5 of Act 84 of 1996).

5.      FUNDING OF GRADE R

5.1     Departmental funding is provided for the following:

5.1.1   A monthly subsidized grant will be paid into the account of the school (SGB)/CSMT. The
        subsidized grant should be utilized towards payment of the practitioner for services rendered (as
        set out in the Service Level Agreement). The school/CSMT is required to maintain a payment-
        receipt register in which the practitioners sign for receipt of payment on a monthly basis. This
        register must be available for inspection/scrutiny by departmental officials.
5.1.2   The grant will cover only the children in the Reception Year i.e. learners within the age cohort four
        (4) turning (5) years by the end of June in the year of admission. The SGB/CSMT will be
        responsible for record keeping in terms of the allocation as required under Sections 42 and 43 of
        SASA.
5.1.3   The GDE in terms of the grant has made provision for the following:
        Training for practitioners
        Training for CSMT’s
        The provisioning and procurement of resources

5.2     Responsibilities of the School Governing Body or Community Site Management Team

5.2.1   The SGB/CSMT Body will provide a well-resourced learning environment as well as Learner
        Teacher Support Materials (LTSM).
5.2.2   The SGB/CSMT will monitor, manage and report on the entire provisioning and procurement of
        the LTSM including an annual audit and an effective system of retrieval (see Annexure 4).
        The SGB/CSMT must report any loss of stock that occurred through theft to the police and attach
        a police report to the asset register.
5.2.3   The SGB/CSMT will appoint a practitioner who has at least a Grade 9 or ABET level 4
        qualifications with at least three years’ experience in ECD.
5.2.4   The CSMT must be in possession of valid registration certificates obtained from the Department
        of Local Government and Social Services.
5.2.5   The SGB/CSMT and the Practitioner must do their utmost to ensure the safety of learners. In
        order to comply with this request a management plan must be drafted and implemented.
5.2.6   The SGB/CSMT and the Practitioner must ensure that the learning environment is conducive for
        teaching and learning to take place i.e. there must be enough light, space and ventilation.
5.2.7   The SGB/CSMT must ensure that there is compliance with the recommended practitioner/learner
        ratio of one to thirty-five (1:35) and not less that one to twenty-five (1:25).
5.2.8   The SGB must ensure that there are sufficient facilities in the school to accommodate learners in
        Grade 1 and upwards before a Grade R facility can be considered to be functional.
5.2.9   The SGB/CSMT must support and encourage the practitioner to attend training sessions that are
        arranged by either the National Department and/or the Provincial Department of Education.

6.      Responsibilities of the Practitioners

6.1     EDUCATIONAL PROGRAMME:

6.1.1   All practitioners of Grade R classes must follow an Outcomes based approach.
6.1.2   All practitioners of Grade R classes must plan and implement the Revised National Curriculum
        Statement (Government Gazette no 23406 May 2002)
6.1.3   The practitioner should understand and implement the following policies:
        6.1.3.1 Language in Education Policy 14 July 1997
        6.1.3.2 Education White Paper 6 Special Needs Education Building an inclusive education and
                 training system
        6.1.3.3 Assessment Policy in the General Education and Training Band, Grades R to 9 and
                 ABET, August 1998 Circular 22 of 2002
        6.1.3.4 National Policy on HIV/Aids, for learners and educators in Public schools, and students
                 and educators in Further Education and training institutions Notice 1926 of 1999 Circular
                 33 of 2001
        6.1.3.5 Education White Paper 5 on Early Childhood Education, 31 May 2001.
        6.1.3.6 Religion in Education Policy
6.1.4   Assessment practices in Grade R:
        6.1.4.1 The practitioner should assess learner performance continuously, by applying different
                 methods, tools and techniques (forms) of assessment.
        6.1.4.2 The Learning Outcomes and Assessment Standards of Grade R as stated in the RNCS
                 will be used for assessment.
        6.1.4.3 Learner portfolios will be compiled and will consist of learners’ work throughout the year.
        6.1.4.4 Learner profiles will be compiled for each learner to accompany the learner to Grade 1.
        6.1.4.5 Progress reports will be compiled at the end of each quarter and sent to the parents for
                 perusal and input.
        6.1.4.6 Learners progress to Grade 1 after they have completed the Reception Year and are not
                 retained in Grade R.
6.1.5   The following records must be kept

                                       DISTRICT LETTER-HEAD


THE PROCESS FOR THE SELECTION AND REGISTRATION OF GRADE R SITES

1.      The selection of Grade R sites are based on the following key objectives and criteria:

The key objectives with the implementation of Grade R are:
1.1    To extend the services of the Department of Education to implement an accredited Grade R
       programme at selected sites in poverty targeted areas.
1.2    To provide training to ECD practitioners at selected sites to ensure that the programme is aligned
       to the Revised National Curriculum Statements (RNCS).
1.3    To annually increase the registration of selected Grade R sites to ensure that by the year 2010 all
       Grade R learners are accommodated in a Public School facility.
1.4    To ensure that children in poverty-stricken areas would have attended an accredited Grade R
       programme before entering Grade 1.
1.5    To deliver an appropriate, learner-centred and activity-based curriculum for Grade R.
1.6    To provide education to a projected number of 155 000 Grade R learners in Gauteng by 2010.
       This number translates into approximately 5 000 sites to be established during the period 2002 to
       2010; and
1.7    To apply principles of inclusion.

In addition to the key objectives, the process of the selection of sites is in adherence to the following
criteria:

2.      SELECTION AND REGISTRATION PROCESS
2.1     The District Office will invite public primary schools and schools that offer programmes to
        Learners with Special Educational Needs to apply for the registration of a Grade R site.
2.2     The District Office will make application forms available to all sites.
2.3     The application process will conclude by the end of June of each year.
2.4     Preference will be given to learners aged four (4) years turning five (5) years in the year of
        admission from poverty stricken areas as set out and provided for in (Education Laws
        Amendment Bill: Amendment of section 5 of Act 84 of 1996 )
2.5     An evaluation team must be established to assess the applications, recommend the final selection
        and report on the selection process that was followed.
2.6     The District Office shall submit the application forms of the successful applicants to Head Office.
2.7     The CEO will confirm the appointments of the successful applicants.
2.8     A notice of confirmation will be issued from Head Office to Districts informing the applicants of
        their participation in the programme.

3.    DISQUALIFICATION OF GRADE R CLASS

3.1   Should the District Office find that the conditions at the school site are not conducive or has
      deteriorated to such an extent that it does not comply with the standard requirements and by-laws
      of the Municipality then they may consider and recommend that the site be deregistered.
      Deregistration of the site will also be considered in the event that there is non-compliance with the
      programme as required and that there is a drop in numbers in terms of teacher ratio as set out
      herein.


4.    APPEAL PROCESS

4.1   Appeals against the non-selection or disqualification should be submitted to the Member of the
      Executive Committee (MEC) within thirty (30) days from the date of receipt of such written notice.
      Documents in motivation of the appeal have to be attached. (See Annexure 3.)

4.2   The (MEC) will respond to the appellant within thirty (30) days from the date of receipt of the
      appeal.

5.    MONITORING AND SUPPORT

5.1   The District Office will provide continuous monitoring and support of curriculum delivery and the
      management of the Grade R site. Grade R site may request the District Office to render specific
      support and guidance. Grade R sites should be visited at least twice a year by officials from
      respective District Offices.
