1        POLICY STATEMENT
Assessment management should focus on maintaining the integrity of assessments and
achievements against the unit standards and qualifications within the primary focus of the
AgriSETA.
The AgriSETA externally moderates assessment conducted by the provider.
The process of verification will be used to maintain the integrity of unit standards and qualifications
in the Agriculture Sector.
Assessment for certification is conducted under the auspices of an accredited provider and subject
to the assessment strategy. The assessment process should be open, transparent, equitable, fair,
and efficient as well as time and cost effective.


2        REGISTRATION OF ASSESSORS, MODERATORS AND VERIFIERS
The purpose of registering the assessors, moderators and verifiers for the Agriculture Sector is to
ensure that:
2.1      Assessors evaluate learners against the registered unit standards and / or qualifications
         within their respective scope of expertise.
2.2      Moderators moderate the assessment process and systems against the registered unit
         standards and / or qualifications within their respective scope of expertise.
2.3      Verifiers confirm the results of the moderation of assessments at a systems level.



3        DURATION OF REGISTRATION
The registration of the assessor, moderator or verifier will expire every three (3) years. During this
period the assessor, moderator or verifier must conduct the minimum specified number of
interventions to maintain registration.


4        THE RE-REGISTRATION PROCESS
After the initial 3-year registration period is over, an assessor, moderator or verifier will have to
apply for re-registration. This application must be done at the beginning of the final (3rd) year of
registration.

5        THE DE-REGISTRATION PROCESS
All appeals shall be lodged within 30 days by filling in the relevant application form. The appellate
will be informed in writing of the hearing date and of the outcome.

5.1      ASSESSOR OR MODERATOR
De-registration or suspension of an assessor or moderator is ruled on:
5.1.1    The basis of the moderation by the AgriSETA;
5.1.2    Non-compliance with applicable legislation and / or regulation.


5.2      VERIFIER
De-registration or suspension of the verifier is decided on as a result of:
5.2.1    A complaint at provider level;
5.2.2    Non-compliance with applicable legislation and / or regulation.


5.3      SCOPE OF DE-REGISTRATION

The ETQA policy for the de-registration of an assessor, moderator or verifier is defined as:
5.3.1    De-registration could be voluntary or compulsory.
5.3.2    Voluntary de-registration is effected from the date that the assessor, moderator or verifier
         applies for de-registration.
5.3.3    An assessor, moderator or verifier who does not achieve the requisite standards of quality
         could be, depending on the nature of non-conformance, de-registered or suspended for an
         agreed period.
5.3.4    Suspension is determined dependant on the severity of the case, but is usually considered
         when remedial training will assist in achieving the requisite quality.
5.3.5    In such an instance, a joint development plan (between the assessor, moderator or verifier
         and the ETQA) must be drafted outlining the corrective actions that will be taken.
5.3.6    The assessor, moderator or verifier could apply for re-registration after evidence has been
         supplied that the development has been implemented.

6        APPEALS AGAINST THE REGISTRATION / RE-REGISTRATION / DE-
         REGISTRATION
The assessor, moderator or verifier may lodge an appeal against the registration / re-registration or
de-registration process and/or outcome of such a process. If the assessor, moderator or verifier is
not satisfied with the outcome of the appeal process an appeal may lodged with the SAQA.


7        RPL ADVISORS
The AgriSETA will not register RPL advisors separately as all assessors will be able to conduct RPL
assessments. RPL assessment must be conducted according to the RPL policy and guidelines of
the accredited provider.


8        ASSESSOR REGISTRATION
8.1      PURPOSE OF ASSESSMENT
Assessment is a structured process for gathering evidence and making judgements about an
individual’s performance in relation to registered unit standards and qualifications.
8.1.1    The basis of the moderation by the AgriSETA;
8.1.2    Non-compliance with applicable legislation and / or regulation.

8.2      FUNCTIONS OF ASSESSMENT
The main functions of assessment are to:-
8.2.1    Perform diagnostic assessment of learner to determine prior learning;
8.2.2    Perform formative assessment to determine learner progress;
8.2.3    Establish and advise on learning gaps;
8.2.4    Perform summative assessment to determine learner achievements.
8.2.5    Declare learners competence and recommend certification.

8.3      ASSESSOR EXPERTISE
The assessor must have the expertise and experience listed below:
8.3.1    Completion of at least 20 assessments;
8.3.2    Training required according to the relevant unit standard/s.

8.4      ASSESSOR COMPETENCE
The following evidence is required:
8.4.1    Declaration of competence from the training provider on submission of a Portfolio of
         Evidence;
8.4.2    Copy of the ETDP SETA certificate and registration number.

8.5      CATEGORIES OF ASSESSMENT
Three categories of assessment are accepted:-
8.5.1    Diagnostic assessment,
8.5.2    Formative assessment,
8.5.3    Summative assessment.


9        MODERATOR REGISTRATION
9.1      PURPOSE OF MODERATION
This is a process to ensure that all assessors who assess against a particular unit standard or
qualification make use of comparable assessment guides and make similar and consistent
judgements about a candidate’s competence against registered unit standards or qualifications. The
judgements made by the different assessors within a provider and between providers must be
comparable.

9.2      MODERATOR TYPES ARE RECOGNISED
The following types of moderator are recognised by the AgriSETA ETQA:
9.2.1    Internal moderator
9.2.2    External moderator

9.3      FUNCTIONS OF MODERATION
The main functions of moderation are to:-
9.3.1    Verify that assessments are fair, valid and consistent;
9.3.2    Identify the need to redesign assessment instruments if required;
9.3.3    Provide appeal procedures for dissatisfied learners;
9.3.4    Provide a procedure for the re-assessment of learners;
9.3.5    Evaluate the performance of assessors; Guidance / Mentoring of assessors.

9.4      MODERATOR EXPERTISE
9.4.1    The moderator must have the expertise and experience listed below:
9.4.2    Completion of at least 20 assessments;
9.4.3    Training required according to the relevant unit standard/s;
9.4.4    Two different types of moderation may be applied:
9.4.5    Generic Moderation: no subject matter expertise is required;
9.4.6    Subject Moderation: subject matter expertise is required in the discipline or learning field.

9.5      MODERATOR COMPETENCE
The following moderator competence is required:
9.5.1    Declaration of competence from the training provider on submission of a Portfolio of
         Evidence;
9.5.2    Copy of the ETDP SETA certificate and registration number

9.6      CATEGORIES OF MODERATION
In the AgriSETA two categories of moderation are accepted:-
          Internal moderation:       The moderator applies for and is registered with the
                                     ETDP SETA after completion of the training. Thereafter
                                     the moderator may apply for registration as a subject
                                     matter moderator with the AgriSETA. Internal
                                     moderation will ensure a fair, valid and reliable
                                     assessment process from within the specific workplace.

          External moderation        The same process as that indicated above is followed
                                     with the moderation being conducted by a registered
                                     external moderator, where the moderation will ensure a
                                     fair, valid and reliable assessment process.
                                     External moderation will ensure that two or more
                                     constituent providers deliver the same “standard” of
                                     consistency when conducting their assessments.

10       ASSESSOR VERIFIER
The ETQA will receive applications or identify and register the verifiers against set criteria.
Re-registration must take place every 3 years.

10.1     PURPOSE OF VERIFICATION
Verification is a process at a systems level to confirm the results of moderation of the assessments
against the specific unit standard and or qualification.
Verification site visits will be conducted during the first year of accreditation and at the discretion of
the ETQA thereafter.

10.2     VERIFIER TYPES ARE RECOGNISED
There are no categories of verifiers.

10.3     FUNCTIONS OF VERIFICATION
Verifiers ensure that there are no “standards drifts” between ETQAs appointed to quality assure the
same qualifications and unit standards.

10.4     VERIFIER EXPERTISE
The assessor must have the expertise and experience listed below:
10.4.1 Completion of at least 20 moderations;
10.4.2 No subject matter expertise required;
10.4.3 All verifiers apply for and are registered with the ETDP SETA after completing their training.

10.5     VERIFIER COMPETENCE
The following evidence is required:
10.5.1 Declaration of competence from the training provider on submission of a Portfolio of
         Evidence;
10.5.2 Copy of the ETDP SETA certificate and registration number.



11       RESPONSIBILITY AND AUTHORITY
11.1     CHIEF EXECUTIVE OFFICER:-
         The AgriSETA Chief Executive Officer (CEO) has the responsibility and authority to:-
11.1.1 Ensure that the provisions in the procedure are adhered to.
11.2     QUALITY ASSURANCE MANAGER:-
         The Quality Assurance Manager has the responsibility and authority to:-

11.2.1 Implement the procedure.
11.2.2 Regularly monitor adherence to the procedure.
11.2.3 Ensure that any changes to the procedure are processed correctly.
11.2.4 Coordinate the annual review of the procedure.

11.3     OTHER:-
         Any additional responsibilities and authorities of the above-mentioned personnel and the
         other personnel involved, are described in the other sections of this procedure.
