     SELECTION POLICY FOR THE SELECTION OF JUNIORS FOR
           INTERNATIONAL PARTICIPATION (2008/2009)

     A. SCOPE OF POLICY

This policy document is valid for the selection of players and officials as pertaining to the circumstances laid out
below.


1.      PLAYERS SELECTED TO REPRESENT SOUTH AFRICA AT THE FOLLOWING TOURNAMENTS:

        Tournaments that players will receive full S.A. Junior Colours:

        World Youth Chess Championships                                   Boys and Girls Under 10,12,14,16,18
               Individual competition

        World Junior and Girls U/20 Chess Championship                    Under 20 Boys and Girls
               Individual competition

        World Youth Under 16 Olympiad                                     Under 16 Boys and Girls Mixed
               Team Competition

        African Junior Chess Championship                                 Under 20 Boys and Girls.
                Individual Competition


2.      PLAYERS SELECTED TO PARTICIPATE IN THE SOUTH AFRICAN JUNIOR CLOSED CHESS
        CHAMPIONSHIPS. (SAJCCC) All players shall qualify by age as the FIDE Regulations stipulate.

3.      OFFICIALS

        Coaches and/or managers for tournaments at which South Africa have official participants as laid out
        above.

4.      TERMINOLOGY:

        Chess South Africa (CHESS SA)
        South African Junior Chess Association (SAJCA)
        South African Junior Chess Championships (SAJCC2008)
        South African Junior Chess Closed Championships (SAJCCC2009)
        World Youth Chess Championships (WYCC)

     B. SELECTION CRITERIA
1.      SELECTION AND VERIFICATION OF SELECTIONS.

         The President of SAJCA in cooperation with the management committee of CHESSA shall appoint a
         Selection Committee, which shall have the task of selecting the players for the events as required. Such
         selected teams/individuals will be put forward to CHESSA for ratification and approval. Ratification by
         CHESSA implies that CHESSA must observe if the approved selection criteria were followed by the
         Selection Committee. Any queries must be referred back to the Selection Committee.

2.       SELECTION OF PLAYERS.

         NB!   PARTICIPATION IN THE SOUTH AFRICAN JUNIOR CLOSED CHESS CHAMPIONSHIPS IS
         COMPULSORY FOR ANY PLAYER WHO WISHES TO BE CONSIDERED FOR SELECTION FOR
         INTERNATIONAL PARTICIPATION.

         ALL PLAYERS AND TEAMS TO REPRESENT SOUTH AFRICA AT INTERNATIONAL EVENTS WILL
         BE ANNOUNCED AT OR AFTER THE PRIZE GIVING OF THE SOUTH AFRICAN JUNIOR CLOSED
         CHESS CHAMPIONSHIPS.

         Replacement player:

         If a player withdraws after he/she was selected for an event, the replacement player shall be the
         next player on the Top Ten ranking list which was compiled with the results of the SAJCCC2009              .

         THE FOLLOWING CRITERIA WILL APPLY:

2.1      WORLD YOUTH CHESS CHAMPIONSHIPS.

2.1.1.   NATIONAL CHAMPIONS of the Individual Age group categories of Dec 2008:

2.1.1.1 The National Champion of the particular age group as determined by the SAJCC held in December of a
        particular year, for participation internationally the following year.

2.1.1.2 The tie-break system according to the SAJCC tournament rules must be held to determine champions
        where ties occur. – A playoff will be held to determine the champion where there is a tie. This will be 1
        game of 30 /30. If this game is a draw, the 3 5/5 minute games will be played to decide the winner

2.1.1.3 The National Champions (i.e. the winner of each section for age and gender) will be awarded full Junior
        National Colours and may also receive a small sponsorship from CHESSA for international participation.
        The FIDE fees of the champions will be covered by CHESSA.

2.1.1.4 Should the National Champion (or title holder) not take part in the SAJCCC2009, irrespective of reason
        he/she will not be included in the WYCC squad and he/she will be replaced by the winner of the
        SAJCCC2009.


2.1.2    SECOND PLACE PLAYERS:

2.1.2.1 These players are awarded S.A. Junior Colours and are liable for all costs incurred.

2.1.2.2 For 2nd place at the WYCC squad the final selection will be made based on the results of the
        SAJCCC2009.


2.1.3    THIRD PLACE PLAYERS:

2.1.3.1 These players are awarded S.A. Junior Colours and are liable for all costs incurred.

2.1.3.2 For 3rd place at the WYCC, the final selection will be made based on the results of the SAJCCC 2009.


2.2     FORMAT OF THE SAJCCC2009

       From 2009 the SAJCCC shall be organized as follows:

2.2.1 Pairing – Round Robin with nine rounds for each category. For this purpose ten players per age group and
per gender group will be invited.

 2.2.2 Categories: u/20, u/18, u/16, u/14, u/12, u/10, there will be “an open category” and “an all girls” section for
each of these age group categories. If a girl player chooses to play in the “open section” she will be eligible for
placement on the ranking list of that group only. A younger player may choose to play in a higher age category, but
that player will be eligible for placement on the ranking list of the group in which he played only.

2.2.3 Players that want to be selected for international participation and top squad coaching privileges organized
by CHESSA will have to participate in the SAJCCC2009.

2.2.4 If required the Provincial or Union chess bodies will support financially the junior players that qualify for the
Closed Championship.

2.2.5 The results of the SAJCCC2009 will be used to draw up a ranking list of the top ten players per category,
e.g. Top Ten under 16, Top ten under 16 All Girls, Top Ten under 18 and Top Ten Under 18 Girls.

2.2.6 To determine the exact places on the ranking list for placement after the final round, the Chief arbiter and
LOC of the SAJCC2009 shall announce the tie-breaking methods (minimum of three in descending order) one
month prior to the event together with the invitation letter of the players.


2.3 SELECTION OF THE CANDIDATES FOR SAJCCC2009

 At the SAJCC2008, per age category and per gender section, will be selected:

 2.3.1 The 6 top scoring players per age group and per gender qualify automatically to play in the SAJCCC2009. If
there are tied positions in the top 6, then, the first 3 tie breaks announced at SAJCC2008 will determine the top 6
positions.

 2.3.2 The remaining four places (to make up a group of ten candidates) will be selected on rating ,provided they
fall within the top 7th-20th positions on the final scores list.
 If the two top scoring school champions that participated in the All Ages Championships in Oct 2008 and who
qualify by age, are NOT amongst the participants of the SAJCC2008 they will be wild carded into the top ten
candidates for the SAJCCC2009 and in that case only two players will be selected on rating.

 2.3.3 In the case of the Under 20 groups (male and female) the selection committee shall reserve the right to
invite as wild carded players, a maximum of four candidates who played in the SASSU Championships of 2008
(and NOT in the SAJCC2008) and also qualify by age to be under 20.

2.4.    WORLD JUNIOR AND GIRLS U/20 CHESS CHAMPIONSHIPS

  2.4.1 The National Champion of the boys U/20 age group as determined by the SAJCC2008, shall automatically
  qualify to represent SA at this event provided he also participates in the SAJCCC2009. If this title holder is
  unable to go the winner of the SAJCCC2009 shall be selected.

  2.4.2 The National Champion of the girls U/20 age group as determined by the SAJCC2008, shall automatically
  qualify to represent SA at this event provided she also participates in the SAJCCC2009. If this title holder is
  unable to go the winner of the SAJCCC2009 shall be selected.


  2.4.3 If CHESSA decides to increase the size of the delegation, the next suitable players on the ranking lists of
  top ten players in the U/18 and U/20 groups, from the top down, will be selected.

2.5.    WORLD YOUTH UNDER 16 CHESS OLYMPIAD.

        2.5.1 The ranking list of the SAJCC2009, Under 16 section, will determine selection of team members for
        the South African representatives, irrespective of gender. Per Team: The top five players will be selected.
        If a replacement is needed the next available player on the ranking list will be selected. This team, known
        as the Under 16A Team will receive full SA Junior Colours.

        2.5.2 If a second team is needed, the ranking list of the SAJCC2009, Under 14 section, will determine
        selection of team members for the Under 16 B Team, irrespective of gender. The top five players will be
        selected. If a replacement is needed the next available player on the ranking list of under 14 (boys or girls)
        will be selected. This team, known as the Under 16 B Team will receive CHESSA junior colours. The B
        team will be selected in view of development for the future.


2.6.    AFRICAN JUNIOR CHESS CHAMPIONSHIP.

        The results of the SAJCCC2009 will determine the South African Representatives (one male and one
        female) irrespective of age. If CHESSA is allowed more than one entrant per gender, the size of the
        delegation will be increased based on the results of the SAJCCC2009.


Please note for 2009: The events mentioned in 2.7, 2.8 and 2.9 will be organized by a volunteer and
independently, that is, the selection, management and coaching will not fall not under the jurisdiction of
CHESSA or SAJCA. Players participating in these events will do that voluntarily.

2.7.    St LO FRANCE U20

        The selection committee shall not select players.

2.8.    DUBAI JUNIORS U14

        The selection committee shall not select players.

2.9     ST AUGUSTINE U20

        The selection committee shall not select players.


2.10    OTHER INTERNATIONAL TOURNAMENTS.

        Any other opportunities which may arise in 2009 where Junior players are needed, and deemed to be of
        sufficient stature by SAJCA and CHESSA, the selection committee will simply take the top ten ranking list
        compiled after SAJCCC2009 and select the next player(s) on the list.

2.11    OFFICIALS

        2.11.1 Invitations for Managers/Coaches to apply will be published on the CHESSA and SAJCA website.
        The SAJCA Executive Committee shall submit their recommendations to CHESSA.

       2.11.2 All processes and administration for applying and for the appointment of persons for the positions of
       Team Coach, Head Coach or Team Manager for International Groups representing SA in international
       competitions are subject to the criteria laid down by the CHESS SA Constitution, the Chess SA Council
       and the SA Trainers Association in an advisory capacity.
