                        Public Postsecondary Institutions

I. Introduction

In a nation where education is a key to success, access to the state’s public postsecondary
schools is important. One key aspect of access is the distance that students live from schools.
In this report, we examine the demographic characteristics of populations living within 5 and 10
miles of the campuses1 of the University of California, California State University, and California
Community Colleges.

The majority of Californians live in close proximity to a public postsecondary institution. Over 70
percent of the state’s population resides within a 5-mile radius, and almost 90 percent within a
10-mile radius of at least one state-supported school. The distribution of the population around
these schools is of interest to those concerned with the relationship between the state’s
educational infrastructure and the surrounding population. With the release of 2000 Census
data, it is possible to describe the characteristics of the population in the vicinity of public
postsecondary institutions by age, race, and socio-economic characteristics.

California has more than 140 public universities and colleges2. The University of California (UC)
system, with 10 campuses, is California’s premier public institution for academic research. The
UC system provides undergraduate and graduate education, including programs in dentistry,
law, medicine, and veterinary medicine. The California State University (CSU) system, with 23
campuses, provides instruction for undergraduate and master’s degree students. The California
Community College (CCC) system, with 108 colleges, is the largest system of higher education
in the state. Community colleges provide low-cost instruction to Californians in their own
communities, preparing them for an associate degree, employment, or continued education. In
2000 the combined enrollment in these three higher education systems was 2.1 million
students.

The tables in this report present demographic characteristics for the populations living in
proximity to each university and college campus. Calculations of population totals for these
areas are complicated by the fact that some census blocks are located within the given radius of
more than one school. In order to avoid double counting, a mutually exclusive population total
is calculated that only counts a block’s population within the radius of the closest school (see
Appendix B). The sum of the mutually exclusive population totals for individual schools will
equal the system total for each of the three postsecondary systems. If there is another school in
the same system that is within the given distance, the true surrounding population for a
particular individual school may actually be greater than the mutually exclusive count. Similarly,
the grand total for the three systems combined is less than the sum of the individual system
totals, because the population within overlapping radii is counted only once.

II. Overview
Of the three postsecondary school systems, Table 1 shows that within a 5- and 10-mile radius,
the largest number of California residents can be found close to a community college. More
than 64 percent of California residents live within a 5-mile radius of one or more of the
community colleges, and 87 percent live within a 10-mile radius. Almost 21 percent of the
state’s residents live within a 5-mile radius of one or more of the California State University
schools, while 55 percent live within a 10-mile radius. Eight percent of the state’s residents live
within a 5-mile radius, and 21 percent live within a 10-mile radius of a University of California
school.

Note: The radius surrounding an institution is measured from the centroid of the block in which the institution is
located. The population living within a given radius includes the population of all the census blocks whose centroids
are contained within the radius.

III. General Population by Age
Tables 2A and 2B show the population distribution by age group expressed as a percentage of
the state population within a 5- and 10-mile radius for each of the public postsecondary school
systems. About 74 percent of the state's 25- to 34-year olds live within a 5-mile radius of one or
more public postsecondary institutions, while over 90 percent live within a 10-mile radius. Of
any age group, the 25- to 34-year old age group has the largest percentage of its population in
proximity to a public postsecondary school.

   IV. General Population by Race/Ethnicity4
   Tables 3A and 3B show the racial/ethnic distributions of the population in proximity to the
   postsecondary school systems. Asians have the highest proportions living in proximity to these
   schools, while Whites and Native Americans have the lowest. About 84 percent of Asians live
   within a 5-mile radius of all public postsecondary schools. This percentage increases to 97
   percent within a 10-mile radius. The proportions of Blacks living in close proximity to these
   school systems are also relatively high, trailing only the Asian population. Part of the reason for
   the higher distributions of the Asian and Black populations may be attributed to the higher
   percentages of these races living in urban areas where postsecondary schools are located.

   and 10-mile radius of the public postsecondary institutions. Tables 4A through 12B enumerate
   the individual statistics of member schools of the three systems.



   V. Population by Age - University of California (UC)
   With 10 universities located in 10 different counties, the University of California system has the
   fewest California residents living in proximity to any of its member campuses compared to the
   other two public postsecondary systems. UC Davis and UC Santa Barbara have the highest
   percentages of people 18- to 24-years old living within a 5-mile radius, at 32 percent and 29
   percent, respectively. These schools also have the lowest percentages of people 35 and above
   living within a 5-mile radius, at 28 percent and 31 percent, respectively.

    VI. Population by Age - California State University (CSU)
    Comprised of 23 schools in 18 different counties, the California State University system is
    geographically more extensive than the UC system, and has a larger number of the state's
    residents living in close proximity. A total of 7 million people live within a 5-mile radius of the
    CSU schools, and 18.7 million within a 10-mile radius. CSU Los Angeles (10.8 percent) and
    San Francisco State University (10.3 percent) together account for 21 percent of the total
    population living within a 5-mile radius of the CSU schools. CPSU San Luis Obispo has the
    highest percentage (34 percent) of 18- to 24-year olds residing within a 5-mile radius of the
    school; it also has the lowest percentage (16 percent) of 45- to 64-year olds living within its 5-
    mile radius. At the 10-mile radius, CPSU San Luis Obispo still retains the largest percentage
    (27 percent) of 18- to 24-year olds. By contrast, California Maritime Academy has the lowest
    percentage (8 percent) of 18- to 24-year olds but the highest percentage (24 percent) of 45- to
    64-year olds within the 10-mile radius of its campus.

         VII. Population by Age - California Community Colleges (CCC)
         The California Community College system consists of 108 schools located in 38 counties, and
         has the largest number of the state's residents living in close proximity to its schools. Amongst
         the community colleges, Cuesta College (San Luis Obispo County) has the largest percentage
         of 18- to 24-year olds within both the 5-mile radius (28 percent) and the 10-mile radius (24
         percent). Feather River College (Plumas County) has the largest percentages of 45- to 64-year
         olds, with 29 and 30 percent within 5 and 10 miles, respectively.

            VIII. Population by Race/Ethnicity - University of California

            The University of California system of schools draws students not only from throughout the
            state, but from outside the state, as well. Consequently, the racial/ethnic make-up of the
            students attending these schools is less likely to reflect the immediately surrounding area, and
            more likely to resemble that of the state as a whole.

            Although most UC schools have surrounding populations that are predominantly White, several
            UC schools are in neighborhoods with large minority populations. UC Santa Cruz is the school
            with the highest percentage of Whites living within its 5- and 10-mile radii, at 74 and 78 percent,
            respectively. The highest percentages of Blacks are located within 5- and 10-miles of UC
            Berkeley, at 21 and 23 percent, while the highest percentages of Asians are located near UC
            San Francisco, at 32 and 31 percent. For Hispanics, UC Merced has the highest percentage
            living within 5 miles (40 percent Hispanic), while UC Riverside has the highest percentage living
            within 10 miles (44 percent Hispanic).

           IX. Population by Race/Ethnicity – California State University
           The populations living within the 5- and 10-mile radii of the schools of the California State
           University system have a higher percentage of Hispanics than does the University of California
           system. The proportion of the population that is Hispanic living close to a CSU school is 35
           percent within 5 miles and 37 percent within 10 miles, compared to 16 percent and 28 percent
           for the UC system. For 7 of the CSU schools (Channel Islands, Dominguez Hills, Fullerton, Los
           Angeles, Northridge, Pomona, and San Bernardino), Hispanics make up a higher percentage of
           the population than Whites living within a 10-mile radius.

           Humboldt State University has the largest percentage of Whites at 84 percent within a 5-mile
           radius and 83 percent within a 10-mile radius. In contrast, CSU Dominguez Hills is the only
           school in the CSU system where Blacks comprise a higher percentage (25 percent, within 5-
           miles; 22 percent, within 10-miles) of the population living in proximity of the school than Whites.

            X. Population by Race/Ethnicity – California Community Colleges
            Covering the largest geographic area of the three public postsecondary school systems in
            California, the population living near the California Community College system mirrors the racial
            composition for the state population as a whole. However, the areas surrounding certain
            schools may differ widely from the state’s racial/ethnic composition. For example, 90 percent of
            the population within 5 miles of Feather River College (Plumas County) is White, giving this
            community college the highest concentration of Whites living in proximity to its campus. In
            contrast, 75 percent of the population living within 5 miles of the Imperial Valley College campus
            (Imperial County) is Hispanic. The highest concentration of Blacks live within a 5-mile radius of
            Los Angeles Southwest College (Los Angeles County) at 42 percent.

          XI. Owner- and Renter-Occupied Housing Units by Age – University of California
          In California, almost 57 percent of all households own their own home. Rates of homeownership
          vary greatly by age, however, with the rate tending to rise with the age of the head of the
          household. Tables 10A and 10B show the percentages of owner- and renter-occupied housing
          units within the 5- and 10-mile radii of a University of California school, as well the age
          distribution of the heads of households by housing tenure. Within the 5 miles of the UC San
          Francisco campus, rental housing units comprise nearly 64 percent of the total occupied
          housing units, followed closely by UC Los Angeles at 62 percent. The highest proportion of
          renter-occupied households near each of the UC schools are in the 25- to 34-year old category,
          with the exception of UC Davis and UC Santa Barbara, which have a higher percentage of
          renter-occupied householders in the 15- to 24-year old category. Within a 10-mile radius, UC
          Davis has the highest percentage of renter-occupied householders in the 15- to 24-year old
          category (30 percent), while all other UC schools have the highest percentage of renter-
          occupied householders in the 25- to 34-year old category. The highest percentage of owner-
          occupied householders for all UC schools within the 5- and 10-mile radii is in the 45- to 64-year
          old category.

            Tables 11A and 11B show the percentages of owner- and renter-occupied housing units and
            householders by age within the 5- and 10-mile radii of the 23 California State University schools.
            Within a 5-mile radius, only 8 schools have a higher percentage of renter-occupied housing
            units than owner-occupied housing units. CSU Los Angeles has the highest percentage of
            renter-occupied units, 60 percent, and CPSU Pomona has the lowest, about 30 percent. The
            highest percentage of owner-occupied householders within 5 and 10 miles of all CSU schools
            occurs in the 45- to 64-year old category; by contrast, the greatest number of renter-occupied
            householders are age 25- to 34-years old.

XIV. Maps
The maps are grouped according to certain demographic characteristics such as race, age,
nativity, and poverty. Each map shows the location of public, postsecondary schools in
California and most of the maps have a 5- and 10-mile radius around the institutions. In each
series, the first map presents data at the state level, while maps A-E show data at the county
level. The data used for the body of the report and the tables are from Summary File 1, which is
100-percent (census short-form) data down to the block level while the maps are drawn from the
data in Summary File 3, which is sample (census long-form) data down to the block group level.

Map 1 shows the location of the public postsecondary schools throughout the state.

Map 2 displays the population density for the state by block group. The areas with the highest
population densities are found in major metropolitan areas such as the San Francisco Bay Area
and Los Angeles.

Population densities surrounding California’s postsecondary schools cannot be easily detected
on the state map because of the map’s low magnification. These density patterns can be better
visualized using county-level maps. On the Orange County map, for example, it is interesting to
note that the area with the highest population density is located near the University of California
campus in Irvine.

Map 3 shows block groups with a single race majority. Southern Los Angeles County and the
Bay Area have the greatest concentration of block groups with a single race majority.

Maps 4 - 7 illustrate the proportions of the population within each of these age groups: 18-24,
25-34, 35-44, and 45-64.

Maps 8 – 11 illustrate the nativity of Californians at the time of Census 2000. This is the first
time that the majority of the state’s residents were native-born Californians. The most densely
populated areas have the lowest percentage of persons who are native-born Californians and
the highest percentage of foreign-born residents, particularly Los Angeles and Orange counties.

Maps 12 – 16 show undergraduate and graduate enrollment. Maps 12 and 13 show the
percentage of the population enrolled in public postsecondary schools. Not surprisingly, the
highest concentration of undergraduate and graduate enrollment is located in the areas
adjacent to the four-year campuses of the University of California and the California State
University. This is especially true near the University of California campuses. Map 14 shows
both undergraduate and graduate enrollment by census tract. Maps 15 and 16 show the
proportion of public and private postsecondary school enrollment for undergraduate and
graduate enrollment by county.

Maps 17 – 20 illustrate the educational attainment of Californians age 25 and older. A
substantial percentage of California’s residents have at least some college credits or an
Associate Degree (AA/AS). The highest concentration of persons with a Bachelor’s Degree
(BA/BS) or higher is in the Bay Area. The most densely populated areas are also areas with the
lowest percentages of persons having a Bachelor’s Degree or higher.

Maps 21 – 22 show median household income. Map 21 is at the block group level while Map 22
is at the county level. Counties with the largest percentage of persons who have a Bachelor’s
Degree or higher compared to median household income are illustrated in Map 22.

Maps 23 – 25 illustrate poverty in California. Maps 23 and 25 show the percentage of persons
and families, respectively, living below the poverty level while Map 24 illustrates persons living
below 200% of the poverty level. With the exception of San Francisco, San Mateo, and Santa
Clara counties, the highest concentrations of poverty for both persons and families are in the
more densely populated areas.

                                    Overlapping Radii

The diagram above illustrates a situation where the surrounding radii of the two schools overlap.
In this circumstance, some of the blocks fall within both radii. For the purposes of this project,
the centroid of each of these blocks is the determining factor in the allocation of the block’s
population. If the centroid* of a block is within more than one surrounding radius, the population
of the block is allocated to the school to which the centroid is closest. The table below shows
the distance of each centroid from the two schools, and the bolded text shows to which school
the population is allocated. Note that Block E, whose centroid falls within both radii, has its
population allocated to the school to which its centroid is closest.
