The Programme Manager Monitoring and Evaluation will be

					     MEDIA DEVELOPMENT AND DIVERSITY AGENCY
The Media Development and Diversity Agency (MDDA) is a statutory development
agency for promoting and ensuring media development and diversity, set up as a
partnership between the South African Government and major print and broadcasting
companies to assist in developing community and small commercial media in South
Africa, in terms of the MDDA Act No 14 of 2002.

Project Officer: Small Commercial Media

The Project Officer: Small Commercial Media will assist the Programme Manager: Small
Commercial Media with the management and assessment of small commercial projects
in accordance with the Agency’s grant funding cycle and processes.

Key responsibilities include:

     Assist the Programme Manager: Small Commercial Media to manage small
      commercial media projects in accordance with the MDDA’s grant making cycle.
     Assist the Programme Manager: Small Commercial Media with the assessment of
      small commercial projects
     Assist the Programme Manager: Small Commercial Media with project liaison
     Assist the Programme Manager: Small Commercial Media with project
      administration, logistics and documentation
     Assist with the Project Tracking System

Qualifications:-

    Tertiary qualifications – degree in development studies, media studies, and
     business management
    1-3 years in community development

Remuneration:-

R159,259.00 total cost to company per annum excluding a discretionary performance
bonus. The Project Officer: Small Commercial Media will be reporting to the Programme
Manager: Small Commercial Media and the position is based in Parktown,
Johannesburg.

Project Officer: Monitoring and Evaluation


The Project Officer: Monitoring and Evaluation will: -

       Assist the Programme Manager: Monitoring and Evaluation with the monitoring
       of MDDA projects in line with the Agency’s grant funding cycle and processes
       and its M&E Strategy and plan
       Assist with the evaluation of MDDA’s projects
       Provide project administration support
       Assist with stakeholders management;
       Assist in maintaining relationship with MDDA clients;
       Assist in the preparation and drafting of reports to the MDDA Board and its
       committees, funders, Parliament and GCIS;
       Assist in project administration; documentation and project liaison
       Assist with travel logistics
       Assist with the Project Tracking System
       Oversee and maintain the filing systems in the PM: Monitoring and Evaluation’s
       office;


Requirements: -

       Tertiary qualifications – degree in development studies, social studies, and
       monitoring and evaluation or equivalent experience
       1-3 years in monitoring and evaluation
       Knowledge and preferably experience in the Media sector ;
       Development sector expertise;
       Grant making experience and expertise

Remuneration:-

bonus. The Project Officer: Monitoring and Evaluation will be reporting to the
Programme Manager: Monitoring and Evaluation and the position is based in Parktown,
Johannesburg.

Project Officer: Research, Training and Development

The Project Officer: Research, Training and Development will assist the Programme
Manager: Research, Training and Development with the management and assessment
of research in accordance with the Agency’s grant funding cycle and processes; assist
with the management of research consultants, and assist with the implementation of
MDDA’s mentoring and training programme and assist with undertaking media related
research. The incumbent will also provide support to the Programme Manager: Small
Commercial Media until a Project Officer for that portfolio is appointed.

Key responsibilities include:

    Assist the Programme Manager: Research, Training and Development to manage
     media research projects in accordance with the MDDA’s grant making cycle
    Assist the Programme Manager: Research, Training and Development with the
     assessment of projects
    Assist the Programme Manager: Small Commercial Media with project liaison,
     financial reporting and project assessment
    Assist the Programme Manager: Small Commercial Media with project
     administration, logistics and documentation
    Assist with the Project Tracking System

Requirements:-

   Tertiary qualifications – degree in development studies, media studies, and research
    or appropriate experience
   1-3 years in community development or media development or research

Remuneration:-
R159,259.00 total cost to company per annum excluding a discretionary performance
bonus. The Project Officer: Research, Training and Development will be reporting to the
Programme Manager: Research Training and Development and the position is based in
Parktown, Johannesburg.

Legal and Contracts Manager


The Legal and Contracts Manager will: -

       Provide general legal advisory services to the MDDA;
       Provide expert advice to the MDDA Management and various line functionaries.
       Ensure proper contract management between the MDDA and its beneficiaries
       and/or service providers;
       Coordinate and conduct quality assurance on all documentation and provide well
       researched legal opinions on all legal issues;
       Ensure correct interpretation of legal contracts and crafting of existing and new
       contracts;
       To provide a comprehensive, professional, inter-departmental/transversal law
       advisory service (contract drafting, auditing and editing and labour law advisory
       services in the form of legal intervention) to the respective line function
       components protecting the interest of the MDDA;
       Drafting and/or management of service level agreement(s) with service providers
       contracted to support the Agency;
       Draft and Interpret Legal contracts;
       Provide general legal advice to the Agency;
       Handle Human Resources requiring legal intervention;
       Assist and guide Management and the MDDA Board on legal matters;
       Continuously monitor compliance issues with regards to all applicable legislation

Requirements:-

An appropriate tertiary qualification – LLB or equivalent with at least 2-3 years in the
legal field. Experience of the development sector will be an added advantage.

Remuneration: -

R 269,042.00 total cost to company per annum excluding a discretionary performance
bonus. The Legal and Contracts Manager will be reporting to the Project Director and
the position is based in Parktown, Johannesburg.

Internal Audit and Risk Manager

The Internal Audit and Risk Manager will: -

       Be responsible for the overall management of the Internal and External Audit
       work of the MDDA; Risk Management, compliance with PFMA and general audit
       functions;
       Provide reasonable assurance to the Agency regarding the adequacy and/or
       effectiveness of Risk Management, control and governance systems;
       Analyze risks associated with the operations and existence of the Agency that
       may give rise to material financial, political or operational risk or exposure and
       assist management in developing plans to mitigate these risks;
       Facilitate the maintenance and monitoring of risk registers;
       Ensure compliance with Treasury Regulations in terms of PFMA, with specific
       regard to (amongst others) performance information;
       Provide an independent review and audit of the beneficiary projects;
       Review submissions for grants and confirm prior to the approvals for grant
       release;
       Assist the CFO and CEO in the planning and co-ordination of all the auditing
       activities of the Agency.
       Evaluate the scope of external audits for approval by the Audit Committee;
       Plan, execute and report on internal audit projects and audit assignments;
       Examine the activities of audit clients and prepare the system descriptions about
       auditable areas;
       Identify and evaluate risks in auditable operations and processes, and prepare
       risks analyses;
       Develop audit programmes according to risk analyses, to address material issues
       and areas;
       Facilitate the conduct of Information Technology audits;
       Perform all work according to established internal quality requirements and IIA
       standards;
       Perform all work according to agreed plans, deadlines and/or within the required
       or established time;
       Evaluate audited activities for adequate, effective and efficient achievement of
       control objectives;
       Make follow up audit to confirm the resolution of previous audit findings;
       Ensure compliance of the Agency with Auditor General requirements, PFMA and
       Treasury Regulations, Standards and Guidelines;
       Convene and prepare for Internal Audit Committee meetings and manage the
       Internal Audit Committee work;
       Assist the Internal Audit Committee in performing annual risk assessment
       activities (development and execution of the 3 year rolling plan and annual audit
       plan);
       Perform the work of internal audit according to MDDA’s internally established
       procedures, as well as the professional practice Standards of the IIA;
       Prepare and draft audit reports for the Audit Committee;
       Manage the work of the Audit Committee;
       Perform other reasonable and fair tasks related to the position according to
       instructions, as well as ad hoc audit work.

Requirements: -

       Successful completion of an appropriate 3-year tertiary qualification with Internal
       Audit/Audit as main subject or diploma in Internal Auditing and/or completion of
       the IAT learnership.
       Certified Internal Auditor (CIA) qualification will be an added advantage.
       3 years Internal Audit/audit experience.
       Membership of IIA
       Knowledge of South Africa’s socio-political and economic environment and how it
       impacts on media development;
       Strong communication and interpersonal skills.

Remuneration:-

R 228, 492.00 total cost to company per annum excluding a discretionary performance
bonus. This is the highest notch of Level 10 in the Public Service. The Internal Audit and
Risk Manager will be reporting to the Chief Executive Officer and the position is based in
Parktown, Johannesburg.
