FREE STATE LIQUOR AUTHORITY

     DEVELOPMENT OF
  ORGANISATIONAL SYSTEMS

1. PROJECT TITLE
The Free State Liquor Authority is calling for proposals from suppliers /Specialists /
Consultants for the provision of services for the Development of Organizational Systems.


2. PROJECT OBJECTIVES
The overall objective of this tender is to appoint an Organizational Development Specialists
/Consultants with a proven track record and appropriate credentials for the provision of the
Development of Organizational Systems.


3. BACKGROUND
The Free State Liquor Authority is a statutory body established with the main purpose to
administer liquor licenses and the liquor industry in the Free State Province.


4. OVERALL OBJECTIVES OF THE PROJECT
The Free State Liquor Authority would like to engage Specialist/ professional company with
a proven track record and appropriate credentials for the provision of services for the
Development organisational Systems.



5. SCOPE OF THE PROJECT
The Scope of the Project includes:


        Development of Job Profiles;
        Development of Competency Profiles;
        Conducting Job Evaluation/ Grading;
        Development and Implementation of a Performance Management System;
        Development of Organisational Policies and Procedures;
        Business Process Mapping and Design; and
        Development of Financial and Administrative System.


6. EXPECTED OUTPUTS
The expected outputs of the project are the following:


        Job Profiles;
        Competency Profiles;
        Job Evaluation/ Grades;

7. REQUIRED COMPETENCIES AND EXPERTISE


The successful service provider will have to meet the following requirements:
        Extensive and practical proven experience in the Development of Organisational
          Systems
        Understanding of Public Sector Environment
        Experience in developing and implementing Financial and Administrative
          Systems;
        Understanding of PFMA and Treasury Regulations;
        Understanding of applicable legislation and government policies;
        Experience in Project Management;
        Facilitation Skills;


8. CONDUCT OF WORK
Interested service providers must;
        Provide comprehensive proposals that will describe a detailed methodology and
          approach on how to achieve the expected outcomes of this project;
        Provide a detailed costing giving a breakdown of professional fees inclusive of
          VAT and disbursements;
        Provide a detailed demonstration of competence in the areas of organisational
          development; and
        Provide a detailed demonstration of resources’ expertise and skills in Human
          Resources, Strategic and Business Planning, Performance Management, Job and
          Competency Profiling and Organisational Design

9. PROJECT TIMELINES AND BUDGET


The project is expected to be completed within six months.


10. EVALUATION CRITERIA
The 90/10 Preference Point System shall be applicable. Proposals will be evaluated and
points will be allocated and weighed on the following basis: (90/10). The points out of 45
will be calculated on the basis of functionality, 45 for competitive price and 10 for HDI /
PDI as shown below.

NB: Please note that the service provider that scores below 50% of 45 points on the
functionality will not be considered for further evaluation.

       Organisation Systems” and Bid Number TEE10/2008/2009, placed in the

12. The closing date is on the Date: 27 March 2009 and Time: at 11h: 00


13. The successful bidder will be informed by a letter of acceptance.


14. The end product must be delivered both in soft and hard copy.


15. Acceptance of the Bid or Proposal


Please note that the Department of Tourism, Environmental and Economic affairs reserves
the right not to accept any proposal in part or as a whole.
16.    GENERAL
No discussions will be entered into with prospective service providers after the tender
closing date.
