2.9                                       FINANCE & INSTITUTIONAL DEVELOPMENT
ISSUE: 8                        The development of a Financial Plan
The Municipality is required to develop ways and means of increasing revenue and
external funding through a financial plan that is reflected in a municipality’s IDP

Importance: Community and Stakeholder Perspective                      Ugu District Municipality Perspective
          Issues of non-payment for services                          There is a need to formulate the following strategies:
          Complaints about billing methods
          Lack of funds for capital projects                                     a.   Revenue Raising Strategies
          Alignment of the Budget Process                                        b.   Asset Management Strategies
          Concern about the water tariff                                         c.   Financial Management Strategies
          Need for the development of MTEF                                       d.   Capital Financing strategies
                                                                                  e.   Operational Financing Strategies; and
                                                                                  f.   Strategies that would enhance cost-
                                                                                       effectiveness.
Important “causes / correlated factors”, effects and linkages of the priority issue
Some “causal / correlated factors” mentioned at community meetings and the IDP representative forum are:
 The District Municipality as an entity is a new concept that is not the same as previous bodies such as regional council’s and JSBs.
 There has been an introduction of developmental local government which requires certain performance areas.
 There has been an identified need to improve and re-define financial management and expenditure control.

4.Risk Management and Accountability

organogram, required for addressing the transformation needs and the implementation of
the IDP.
