					Latest Information on Load Shedding

As is now widely known, all electricity distributors are required to shed a portion of their load when Eskom have
insufficient generation capacity to meet the demand at that time. This is essential in order to prevent instability of the
country’s interconnected generation network which would result in uncontrolled nation-wide blackouts.

EThekwini Electricity is participating in this programme and has identified a number of blocks of predominantly
residential load which are practical to isolate and restore from the Control Centre by remote control. These blocks of
load match the amount of the reduction which Eskom has typically required and are based on the principle that these
will be isolated for approximately 2 hours at a time.

After the experience of two weeks of almost continuous load shedding, some changes to the schedule that has been
followed are considered necessary. This is to accommodate constructive comment and suggestions from our customers
and to attempt to limit all affected customers to only one ‘peak-time’ period each day when load shedding is most likely
to be required or where feedback indicates the period to be most inconvenient. Each block has also now been shown to
be over a 2½ hour period in order to allow the required isolation of the next block after 2 hours before restoration of the
previous block. The principle is still to restore supply to each block as quickly as possible after a 2 hour period.

Every effort will be made to follow the schedule but it must be recognised that Eskom might require a greater load
reduction than each defined block will provide in which case other non-prescribed loads will have to be selected based
on the prevailing circumstances. If that situation were to be experienced regularly, blocks of load including commercial
and light industrial customers would have to be developed for a Stage 2 Load Shedding schedule.

During load shedding we urge customers to switch off high-demand appliances like geysers, stoves, air-conditioning etc
so as to ensure that the waiting load at the restoration time is not high. High waiting loads can result in a protection trip
of individual circuits which will require staff to be dispatched to the point of supply and therefore will result in an
extended outage time for all on that circuit.

Areas selected for these outages are detailed below. The outages are expected to last for up to two and half hours at a
time. As the balance between supply and demand is difficult to predict it is not possible to notify customers in advance
when load shedding will begin.

Eskom and eThekwini Electricity encourages all customers to assist in reducing the electricity demand by turning off all
non-essential equipment at all times.

Power Alert Messages

Power Alert messages will be flighted on television and on their website on a very regular basis. The alerts have four
status levels -- green, orange, red and brown.

Green indicates limited strain on the national supply.

Orange indicates an electricity strain consumers are prompted to switch off non-essential appliances such as tumble
dryers and dishwashers.

Red indicates an increased strain on the power supply with consumers prompted to switch off stoves, microwaves,
kettles and unnecessary lights.

Brown indicates significant strain & that load-shedding is in progress in parts of the country - consumers are asked to
switch off everything that is not absolutely essential, including geysers.

In Durban, eThekwini Electricity has a scheduled program to switch off "blocks" of the region's mainly residential loads.
All Load-Shedding is done by eThekwini Electricity at the request of Eskom depending on the supply & demand of
power.

The request by Eskom for eThekwini to shed load is not time specific. eThekwini Electricity has calculated load-
shedding throughout the Metro according to time frames.

In order not to inconvenience customers at the same time every day. Different programs would apply on alternate days.
Program 1 would apply on Mondays, Wednesdays, Fridays and Sundays and Program 2 would apply on Tuesdays,
Thursdays and Saturdays.

Example
If Eskom requests a Load-Shed at 14H00 on Monday Block 8 of Program 1 will be affected.
