                               TO ALL DRAGON BOAT LOVERS

The 2005 CITY OF JOHANNESBURG (Regions 4 & 5) DRAGON BOAT REGATTA will take
place at Florida Lake, Johannesburg on Sunday 30 October 2005. Entries are open to all clubs,
schools, companies, Johannesburg’s regional offices and interested parties, as teams are expected to
arrive from other provinces, GDBA would like to extend its warmest welcome to everyone who
intends to take part in the celebration of cultural diversity.

Information on the regatta is as follows:

A Competition Class will only open when three or more teams enter the same Class; for three and
four entries only the first place will be awarded; for five or six entries the first and second places
and for seven or more entries all first three places will be awarded with medals.

                                            ENTRIES

1.   Entry is only accepted when the Provisional Entry Form (Annex A) and a deposit of 50% of
     the entry fee have been received by the organising committee on/before Friday 30 September.
2.   Official Entry Form (Annex B) and balance of the entry fee must reach the organising
     committee by Saturday 15 October 2005. No entry or payment is accepted on arrival.
3.   Entry Fee (per Competition Class):

     Provincial Championship       R 1 200-00 per team (N/A if participating in the Premier)

                                            PROCEEDING

    08h00 registration, 09h00 knock-out rounds, 12h30 opening ceremony, 13h15 quarters, semis
 and finals

                      ACCOMMODATION (OUT OF TOWN TEAMS)

1.   Basic accommodation may be arranged in the main hall of the venue, please prepare own food,
     drinks, sleeping bag and other supply.
2.   Regret no transportation will be provided by the organizers due to short of manpower.

                                           TRAINING

Training sessions in competition boats are held at Florida Lake. Boats and allied equipment are
provided free of charge. For any training session bookings are essential, please make use of the
contact details in this bulletin for necessary arrangement.

                                    HEALTH AND SAFETY

Whilst the Organising Committee will do everything in its power to ensure that this event is
operated under full supervision in a safe environment, the participants are solely responsible for
their own health and safety.

injury and/or damage to property; that participation is at my sole and absolute risk; that I hereby waive and abandon any or all claim of whatever nature that may arise
from such a participation against Gauteng Dragon Boat Association or any entrant, sponsor or official, whether such claims arise from the default, negligence or any
other act or omission on the part of the aforesaid person(s). Furthermore, I hereby indemnify and absolve the aforesaid person(s) in respect of any claim which may arise

                               GAME RULES /競賽規則
Note: Chinese types may not display on certain computers


1   All teams must register and have their members indemnity forms signed at least thirty
    minutes prior to the opening of the race.
    各隊應於首場比賽開始前 30 分鐘完成檢錄報到手續並簽妥責任保證書。
2   Teams will compete in club or team colours (uniform). The whole team will either be with
    or without headwear.
    各隊伍應穿著統一運動服裝參加比賽;各隊必須統一戴帽或不戴帽。
3   An 18-seat boat should consist of at least 10 paddlers; a 14-seat boat should consist of at
    least 7 paddlers. In addition, a Drummer and a Steersman must be onboard. In any wooden
    boat a Flag-catcher must be onboard unless otherwise specified.
    十八人龍舟必須有十名以上槳手;十四人龍舟必須有七名以上槳手才可比賽。此外,
    除特殊規定外,每船應另有舵手、鼓手各一人,木船須另有奪標手一人。
4   In any Premier, Junior and Provincial Mixed Competitions, an 18-seat boat must consist of
    at least six female paddlers; a 14-seat boat should consist of at least three female paddlers.
    在公開組、青少年組及省際隊抗組之男女混合賽中,十八人龍舟之女性槳手不得少於
    六人;十四人龍舟之女性槳手不得少於三人。
5   In any Chinese Community Competition, a maximum of four South African members are
    allowed.
    華人組每隊最多允許四名南非籍選手。
6   In any Womens race, all team members should be females except the Steersman.
    女子組比賽除舵手外全部由女性出賽。
7   A Drummer cannot be the Flag catcher in any race taken in ceremonial boats (Big-head).
    在使用傳統木船比賽時(大頭船),鼓手不得兼任奪標手,違者禁止出賽。
8   The Organiser is not responsible to provide crew members for any team including
   Steersman.
   大會主辦單位不負責向任何隊伍提供隊員,包括舵手、鼓手及奪標手。
9 Racing Umpires may not join any team as a leader or a member.
   凡大會裁判人員,一律不得兼任各隊領隊或隊員。
10 All boats and allied equipment used in the race must be of standard specification, use of
   private equipment is subject to prior approval in writing by the Organiser.
   比賽所用船隻及器材必須為統一規格,私人器材必須經大會書面同意才能使用。
11 Any team called upon should first report to the Registration, when directed by the Loading
    Umpires teams should complete loading in five minutes in an orderly manner and depart
    toward the Start, failing which may result in the team being failed from the race.
    凡被傳呼準備比賽的隊伍應先向登船檢錄報到,當登船裁判指揮登船時,應秩序井然
    於五分鐘內完成登船並向起點出發,違規者得判為該場失敗。

12 Any team unable load enough members within the prescribed time will be ruled as
   abandoning and defeated in a race.
   在規定時間內登船人數不足的隊伍以棄權處理,棄權者該場比賽視為失敗。
13 Two false starts will fail a team from a race.
   發令員未鳴槍前不得出發,否則以犯規論,二次犯規者該場判為失敗。
14 A race is a one-way competition between two or more boats. A race begins at the Start and
   the ‘arriving time’ is when the flag catcher on a wooden boat catches flag at the Finish. In
   fiberglass boat races, ‘arrival time’ is when the head of the boat enters the Finish line.
   每場比賽以單程奪標(木船)成績判定勝負,自起點鳴槍出發至終點以奪標手奪旗所費
   時間為該場比賽成績。如以玻璃纖維船比賽,比賽成績為船頭到達終點時所費時間。
15 Boats should advance in their assigned lane in a straight line toward the Finish, a team
   which deviates from its lane and collides with its opponent(s) may be ruled as defeated or a
   rematch be held. A team will be disqualified if it disrupts its opponent(s) intentionally.
   各隊應按規定水道划行,如違反規定致妨礙對手或撞擊他船者該場比賽判為失敗,或
   依裁判要求重賽,情節嚴重者取消該隊比賽資格。
16 A steersman may paddle with his steer-oar to increase the speed of the boat.
   舵手可櫓舵助划。
17 ‘Arriving time’ is when the tail of the boat passes the Finish line should the Flag- catcher
   fails to catch the flag.
   如奪標手奪旗失敗(木船),則以船尾越過終點線(標旗)時間為其成績。
18 When a race is completed, boats should return to the loading bays where paddlers will
   disembark in an orderly manner.
   比賽完畢後各隊應將龍舟划回登船處,井然有序依次上岸。
19 Flag catcher should retain the flag and hand it back to the Officials.
   奪標手奪標後應保管標旗,面交裁判人員,不得將標旗擲入水中。
20 Any team member who accidentally or intentionally enters the water will fail a team from a
   race.
   所有隊員不得落水或跳水,不論是否故意,違者該場判為失敗。
21 Any team abandoning a race or races should serve a notice to the Record officers.
   自願放棄一場或多場比賽者,應先通知成蹟記錄站,以免他隊等候。
22 Boats and allied equipment is supplied by the Organiser. Any misuse, disposal, damage of
   equipment or intentional overturn of boats will be ruled by the Organiser, depending on
   circumstances, as defeated, disqualified and/or damages claimed against the team and its
   manager.
   參加競賽各隊使用大會指定(提供)之競賽器材,凡有濫用設備、故意丟棄、翻覆或毀
    損龍舟者,可由主辦單位依情節輕重判為比賽失敗、取消競賽資格或照價賠償。

23 Dispute 爭議:
    23.1 Whilst it is the duty of the Umpires to decide on objections raised by one team against
         it opponents, the Umpired may not be held liable for any overlooked irregularities.
         出賽隊伍有責任對競爭對手違規比賽之情況提出抗議,由裁判判決。
    23.2 Objections to any opponents in terms of the Game Rules should be raised to the
         relevant Umpires (loading, racing and finishing) in their respective times. Late
         complaints will not be accepted.
         凡有明文規定之爭議,應向相關比賽環節(如登船、比賽、終點)之裁判提出,延
         遲抗議者不予受理。
    23.3 Any other legitimate complaints would be referred to the Chief Umpire whose
         decision will be final.
         其他合法之爭議,應由裁判員向裁判長提出,並以裁判長之判決為終判。
    23.4 Disobedience to the Umpires’ ruling and/or making false statement(s) would
         disqualify a team and invalidate its race results.
         不服大會判決或任意散發不實文字或言論者,被取消競賽資格及成績。
    23.5 The Organiser may resort to law enforcement agencies for assistance should the event
         be seriously disrupted by a team, its members, supporters or spectators.
         各參賽隊伍或隊員如有不服裁決,或因支持者、觀眾騷亂致影響大會秩序及進程
          時,主辦單位有權報請治安單位處理。
24 The Organiser reserves the right to suspend, cancel or postpone the event proceeding in
    case of severe weather condition or act of God.
    遇不可抗力之天然災害時,主辦單位有權宣布暫停、終止或延期舉行比賽。
25 Prizes are awarded to the winning teams of each Class. A floating trophy may be presented
   to the Champion team for photograph purpose. Any team attaining the Championship title
   for the third year may permanently keep the floating trophy.
   大會依競賽成績予優勝者敘獎,獲得團體總錦標的隊伍可與獎盃合影。共計獲得總錦
   標達三年(次)者,可永久保留該獎盃。
26 Any additional rules announced on the event day by the Organiser form part of the Game
   Rules.
   本規則如有未盡事宜得於比賽前臨時宣布,視同競賽規則。
