					             Equine Influenza Invoice Protocol
Reason: To provide an aid for Veterinarians, when invoicing the Department of
Primary Industries and Fisheries (DPI&F) for services rendered regarding Equine
Influenza Response.

Procedure:

ALL VACCINATIONS REQUIRE PRE-APPROVAL FROM DPI&F.

1. Vaccinations
1.1 Buffer Zone
            Only Buffer Zone Approved Veterinarian can vaccinate and
              microchip a horse located in the Buffer Zone.
            Vaccination certificates must be filled out correctly and completely
              and returned to DPI&F along with vials and syringes and invoice to
              be entitled to payment.
            Veterinarian is entitled to a $35+GST fee per horse per round, to be
              invoiced to the DPI&F on the approved invoice form.
            Veterinarian is also entitled to a $100+GST flag fall fee per property
              visit per round. The payment of the flag fall fee is reliant on
              vaccination certificates being returned to DPI&F by the Practice.
              DPI&F has developed a program that calculates the number of
              property visits Practices have made in the buffer zone per round. A
              report containing this information will be generated for all properties
              visited and will be sent to Practices by fax or e-mail. It details the
              properties visited, the round and the amount due to the Practice.
              Please use this information to prepare flag fall invoices. For all
              future claims this report will be generated and forwarded to Practices
              during the first week of each month.
1.2 Red Zone
            Only approved Veterinarian can vaccinate and microchip an
              approved horse located in the Red Zone.
            Vaccination certificates must be filled out correctly and completely
              and returned to DPI&F along with vials and syringes and invoice to
              be entitled to payment.
            Veterinarian is entitled to a $35+GST fee per horse per round, to be
              invoiced to the DPI&F on the approved invoice form.
            Clients are responsible for any other fees incurred by Veterinarian.
              These should be agreed upon with the client before vaccination.
              These are NOT to be invoiced to the DPI&F.
1.3 Amber/Green/White Zone – High Performance
            Only approved Veterinarians can vaccinate and microchip an
              approved horse located in the Amber/Green & White Zone.
            Vaccination certificates must be filled out correctly and completely
              and returned to DPI&F along with vials and syringes and invoice to
              be entitled to payment.
            Veterinarian is entitled to a $35+GST fee per horse per round, to be
              invoiced to the DPI&F on the approved invoice form.
             Clients are responsible for any other fees incurred by Veterinarian.
              These should be agreed upon with the client before vaccination.
              These are NOT to be invoiced to the DPI&F.
             Vets will be invoiced for the vaccine cost ($15) plus the freight cost
              ($25) and will need to recover this cost from the horse owner.


2. Serology
2.1 Red Zone - Performance and Pleasure
           A private Veterinarian can take a blood sample and microchip a
             horse located in the Red Zone.
           Submit Sample for ELISA test to the Animal Disease Surveillance
             Laboratory (ADSL) located in Toowoomba and await receipt of
             ELISA results from laboratory.
           Veterinarian is entitled to a $35+GST fee per horse per property
             visit, to be invoiced to the DPI&F on the approved invoice form.
             Microchip certificates and lab results must be returned with invoice,
             to be entitled to payment.
           Clients are responsible for any other fees incurred by Veterinarian.
             These should be agreed upon with the client before vaccination.
             These are NOT to be invoiced to the DPI&F.


3. Tasked Surveillance PCR Sampling during Red Zone Vaccination
3.1 Red Zone - Performance and Pleasure
           Only approved Veterinarians can vaccinate and microchip a horse
             located in the Red Zone or Strategic Vaccination Area (SVA).
           Following approval for naïve vaccination application, Veterinarian will
             be informed of how many previously vaccinated horses on the
             property to sample and which samples are required.
           Veterinarian must take samples as requested by DPI&F and submit
             them to the relevant DPI&F laboratory.
           Vaccination certificates must be filled out correctly and completely
             and returned to DPI&F along with vials and syringes and invoice to
             be entitled to payment.
           Veterinarian is entitled to a $35+GST fee per horse per round for
             vaccination and microchip, to be invoiced to the DPI&F on the
             approved invoice form.
           Veterinarian is entitled to a $35+GST fee per horse per round for
             sampling, to be invoiced to the DPI&F on the approved invoice form.
           Veterinarian is entitled to a $100+GST flag fall fee per property visit
             per round for the sampling work undertaken. Veterinarians are to
             create their own invoice which must include the date of visit and
             property identification i.e. Lot on Plan details.
           In summary, the veterinarian is entitled to $100+GST per property,
             plus $35+GST per horse vaccinated, plus $35+GST per horse
             sampled.
