When election officials send out these kinds of mailings, they can use the ones that are returned to start the process of purging voters. If mailings are returned over 2 federal election cycles, (4 years) they can purge voters from voter rolls. Political parties use this same technique to generate the names of voters whose registrations they will challenge on Election Day; a returned mailing will put a newly registered voter on a challenge or ‘caging’ list. This means a partisan volunteer will stand at the polling place and tell poll workers they are challenging that person’s registration. The new voter then has to show proof that the address on their voter registration is correct by showing other ID or utility bills. The purpose of this is to intimidate new voters and cause bottlenecks in lines, causing other voters to leave. Voter fraud is a seriously overblown and overused excuse for the GOP to employ intimidation tactics at the polls on Election Day.
