      Pre-registration entry requirements and second level nurses

The NMC no longer approves programmes for second level nurses to
gain first level registration. However, they may be able to apply for pre-
registration education and AP(E)L their prior course against the current
Diploma/BSc programmes.

‘A student may undertake a shorter programme of education where
credit is given by an approved institution for previous academic or
experiential learning.’
                                                           (NMC 2004:11)

The maximum period a candidate may AP(E)L will normally be one
third of the programme. The institution may decide to limit this to less
than the maximum. Decisions should be based on previous learning
which may include initial training, CPD and practice experience.
Decisions of whether to accept a candidate with an AP(E)L claim will
rest with the university and claims usually dealt with on a case by case
basis. Second level nurses standards of proficiency are listed in
standard 8 (NMC 2004:35)

Candidates with a second level qualification gained in an EEA State
who are registered with the NMC may apply for AP(E)L in the same
way as those who undertook their programme in the U.K.

The NMC does not recognise second level qualifications gained
outside the European Economic Area (EEA) - see below.

The NMC offers no indication of where the second level nurse
qualification sits in relation to the national qualifications framework
(NQF).

Second level nurses from Non-European Economic Areas (EEA)

The NMC does not recognise second level qualifications gained
outside the European Economic Area (EEA).

Candidates registered in an EEA State but who are not nationals of an
EEA State will be treated as overseas students (NMC 2004:35).


Second level nurses who trained within the EEA but who do not wish to
convert to first level registration

Second level nurses who trained in an European Economic Area (i.e.
within the E.U.) are eligible to apply for entry to the NMC register. If they
wish to work in the U.K they must first apply to their own registering body
who will confirm their eligibility under European Law to work in the U.K.
They may then apply to the NMC with the appropriate documentation
(NMC 2004:35)
