The meeting was called to order at 8:30 a.m., Wednesday, January 18, 2006. The Pledge of Allegiance was presented.

                                                       CONSENT AGENDA
The Consent Agenda, which included Minutes from the November 2005 Board of Directors Meeting, the
November 19, 2005 - January 9, 2006 Financial Report, the 2005 Football Play-off and Milk Bowl
Reimbursements, and the Class of 2006 IHSAA Hall of Fame Finalists, was approved.

Bill Young reported on the financial activity of YEA, which has reached the $2,000,000 mark.

2005 State Drama
Diane Wolf reported on the 2005 State Drama Tournament held in Twin Falls.

2006 Football Scheduling
Tracy Leinen reported on the statewide football scheduling meetings.

NFHS Winter Meeting
Bill Young reported on the NFHS Winter meeting that was held in January.

Hall of Fame Report
Diane Wolf reviewed the Hall of Fame selection procedures and the selection of finalists for the Class of 2006.
Selection requirements for Hall of Fame inductees were moved to the Action Agenda of the April meeting.

Legal Opinion Regarding IHSAA Title IX Concerns
Bill Young reported on a letter from IHSAA attorney Ken Mallea regarding Title IX issues and the sanctioning
of a state baseball tournament.

                                                                    ACTION AGENDA
Rule 2
A modification in Rule 2 that will address changes in school attendance boundaries within a school district that
alters the enrollment and classification status of member schools within that school district was approved as a
Final Reading. The following procedure will be used to determine the classification for the next school year:
         The Board of Directors at their December meeting will review the fall enrollment figures obtained from
         the State Department of Education of each school in question and place each school in their proper
         classification beginning at the start of the next school year.

Suspended Soccer Games
A policy to restart a suspended soccer game was approved as a Final Reading. The procedure is as follows: In
the event a game must be suspended because of conditions which make it impossible to continue play, the head
referee shall declare it as an official game if one complete half or more of the game has been played. If less
than one-half of the game has been played, the game may be rescheduled from the point of suspension of play.
If for reasons the schools are unable to reschedule the contest the game shall be declared no-contest.

4A/5A Girls State Golf
Modification in the girls 4A/5A golf special qualifying team score for the state tournament from 405 to 380 was
approved as a Final Reading.

IHSAA Reserve Fund
An IHSAA policy to establish an annual reserve fund not to exceed $500,000 was approved as a Final Reading.

Officials Representation to State Tournaments
A policy to determine district representation of officials to state tournaments based on the number of schools
within an activity district that offer that sport was approved as a Final Reading.

     1A Football Classification
     Criteria and requirements for determining classification of schools in 1A football were approved as a First
     Reading. Following are the qualifying standards to play in the 1A Division II football classification:
         1. 2004-05 SDE enrollment figures must be below 100.
         2. Must provide regular season football games for Division I football schools in the respective district or
             region if necessary.
         3. Schools with classification enrollment that exceed 99 and play a Division II regular season schedule will
             be ineligible to compete in the Division II state football play-offs.

Schools of Excellence
Expanding the Schools of Excellence award to recognize the top three schools in each classification when
applicable was approved as a First Reading.

Football Individual Game Limitations
A request to change the definition of the week (Sunday to Sunday) in the sport of football to read, “the period of
time between each weekly varsity game to the next varsity game, or in the case of a varsity bye, that Sunday”
was denied

Speech Arts
The Board of Directors dealt with requests from ISATA to adopt the following Speech Arts rule changes as
follows:
1. Changing the fine for coaches not fulfilling their judging requirements to a minimum of $100 for all speech
    arts state tournaments was tabled.
2.    Addition of the ―outside assistance‖ rule in Speech and Debate to be the same as drama - ―Competitors will
     receive no outside assistance once the round has started‖ - was approved as a First Reading.

3. The request to add a third place team trophy in both Policy and LD debate for A and B classifications was
   denied.
4. The request to add the following drama ―alternate‖ rules 4,5,6 to be the same as speech was approved as a
   First Reading:
        a. Alternates shall be determined at the district tournament and must be listed on the district manager's report of qualifying
            entries. Each district may designate and list up to two official alternates for each event, provided they received a Superior
            or Excellent rating at the district tournament.
        b. In the event a qualifying entry cannot attend State, the official district alternate(s) will be entered. Sections will not be
            redrawn to accommodate alternates.
        c. Alternates will not be entered if the number of district qualifiers exceeds representation due to ties in the last qualifying
            position.
        d. Drops shall be reported to the IHSAA by noon on the Wednesday preceding State. Drops reported after that time will
            result in a fine being levied against the school (see speech arts general regulations).
        e. Alternates replacing late drops will be entered up to the start of the first round at State. First choice will be the alternates
            from the district reporting the drop. If that alternate is not available, another will be randomly selected from a pool of
            available district alternates attending the tournament.
        f. Schools choosing to bring official district alternates to the state tournament must register them upon arrival at the
            tournament site.

5. The following change in Drama - Technical Theatre —Advancement points in Tech Events: Because
   semifinals are not held for technical theatre events, points will be awarded as follows: “Entries that
   advance to finals will be awarded both semifinal and final points” was approved as a First Reading.
6. The request to add a Drama rule dealing with props as weapons was approved as a First Reading. The rule
   reads “The use of real weapons, facsimiles thereof or look-alikes is prohibited.”

Parade of Athletes at State Volleyball
A request to eliminate the Parade of Athletes at the state volleyball tournament was approved as a First
Reading.

The Board of Directors voted to assess a fine of $100 per card for three IHSAA cards confiscated in November.

Executive Director
John Billetz was approved as the new IHSAA Executive Director. The contract will be prepared and presented
for approval at the April meeting.

                                            DISCUSSION AGENDA

1. Criteria for schools to petition to play 100 quarters of basketball per season was reviewed.This item was
   moved to the Action Agenda of the April meeting.

2. The classification proposal from Rigby High School was discussed. This item will not advance to the Action
   Agenda.

3. Requests from ISATA concerning changes/additions in Speech Arts were discussed. The following items
   were moved to the Action Agenda of the April meeting.
   A. SPEECH: Switch Impromptu Speaking to B events and Duo Interpretion to A events.
   B. DEBATE: Change Idaho Debate Code #6 to break ties in the following order: 1) Speaker ranking; 2)
      Speaker points; 3) Head to head; 4) Opponent’s win/loss record; 5) Drop high and low.
   C. DRAMA: Pantomime – change rules 3 & 4 to the following:
      3. The following are not permitted: a) Production of intentional human vocal sound; b) mouthing of
         words. The penalty for intentional human vocal sound or mouthing of words is dropping one rank.
      4. One chair per person is permitted and must not be used as a hand prop.

4. IHSAA Rule 4-3 governing ejections was discussed in relation to a ruling given by the Supreme Court in
   Oklahoma hearing a disqualification issue in that state. Modification of IHSAA Rule 4-3 to specifically
   include state play-offs and state contests was moved to the Action Agenda of the April meeting.

5. Title IX concerns regarding the addition of a state baseball tournament were discussed. Sponsoring of a state
   baseball tournament will not advance to the Action Agenda.

6. Girls’ district basketball tournament dates that conflict with the All-State Music festival was discussed. No
   action was taken.

7. Implementing a mercy rule for basketball that would allow the clock to run continuously until the margin
   goes down below a set point spread or when the game ends was discussed. This item will remain on the
   Discussion Agenda of the April meeting.

8. The possibility of awarding a trophy for the 1A school that finishes the highest at the State Cross Country
   Meet for both boys and girls was discussed. This item will remain on the Discussion Agenda of the April
   meeting. Pat Coffey will develop a suggested procedure and present it at the April meeting.

9. A former Twin Falls athlete who lost both legs during a tour of duty in Iraq was discussed. No action was
   taken.

10. Recognition of Tracy Leinen by NIAAA was discussed. No action was taken.

11. The requirement for pole vault coaches to attend certification clinics for the 2006 season was discussed. Bill
    Young was directed to inform administrators and coaches of consequences of non compliance. High school
    students coached by a non certified pole vault coach are not covered by the IHSAA catastrophic insurance
    and will not be eligible for district or state competition.

12. Setting the qualification for trustees to receive lifetime passes at 20 years was discussed. This item will
    remain on the Discussion Agenda of the April meeting. Skip Pierce will present suggested wording at the
    April meeting.

13. An ejection policy concerning coach/player physical contact with an official was discussed. Modification of
    Rule 4-3 to address physical contact between a coach/player and an official was moved to the Action
    Agenda of the April meeting.

14. An application from Lighthouse Christian to be considered for regular membership in the IHSAA was
    reviewed. The application by Lighthouse Christian School for regular membership will not advance to the
    Action Agenda.

15. The need for changing the dates of board meetings in 2009 and 2010 was discussed. This item was moved to
    the Action Agenda of the April meeting.

16. Possible changes in representation to the 2006 3A state tennis tournament was discussed. Recommendations
    will be faxed to board members for approval.

17. Widening of Ustick Road and it’s impact on the IHSAA parking lot was discussed.

18. Tracy Leinen invited the IHSAA board and staff to attend the IAAA luncheon on April 4, 12:00 p.m., at the
    Holiday Inn in Boise.
