Accounts Payable/Procurement Section – Bureau of Finance

POSITION SUMMARY

Under the general supervision of the Accounts Payable/Procurement Section Chief, this position
will direct and manage the functions of the DWD financial data warehouse unit to ensure
accounting and other data retained within the DWD financial data warehouse (WiSARD) is
accurate, complete, verifiable and available to all levels of DWD management and staff. This will
include assigning staff to specific functions, establishing unit and individual performance
standards, monitoring and assessing staff performance, and identifying and correcting
performance problems. The position will ensure the identification of business requirements for a
variety of complex accounting and financial reporting systems and manage report development,
report writing, data modeling and training. This position is also responsible for providing technical
assistance and feedback to questions and concerns regarding the accounting information and
transaction processes occurring in the financial systems.

GOALS AND WORKER ACTIVITIES

    A. Supervise and direct the operations of the Data Warehouse Unit

        A1 Direct and supervise accountants and auditors within the Data Warehouse Unit

        A2 Provide leadership to the staff of the unit regarding unit functions

        A3 Plan, organize, and evaluate unit operations with respect to determining priorities,
           establishing goals and objectives and scheduling workloads to meet department
           needs and the bureau’s strategic plan

        A4. Administer personnel functions of the unit, such as recruiting and effectively
            recommending hiring, establishing individual employee development plans,
            monitoring employee performance based on objectives and standards.

        A5 Prepare and conduct performance evaluations for staff

        A6 Establish policies and procedures to guide efficient operation and management of the
           unit

    B. Performance of Data Warehouse “super user” role which requires an extensive
       understanding of the data contained in the data warehouse, the primary financial
       reporting system, as well as the source systems. This includes a thorough knowledge of
       the account code block and each application’s specific dimensions available for reporting.

        B1 Create detailed accounting reports from the data warehouse that meet the
           requirements of staff, managers, and auditors as requested.

        B2 Ensure the Data Warehouse daily load was successful. Notify users of unsuccessful
           data loads and investigate the reason for errors, work with the Bureau of Information
           Technology to correct any deficiencies. Ensure the problem and the resolutions are
           logged in the tracking database.
       B3 Review reports prepared by expert users within the Department to ensure the correct
          information is reported, accurate information is being provided, business
          requirements are met, and established standards are followed.

       B4 Provide detailed training to staff that require access to the Data Warehouse. Ensure
          the system is utilized to its full potential and that staff are educated on the Data
          Warehouse capabilities.

       B5 Establish proper internal controls over system processing and data accuracy

       B6 Function as the primary contact for the Data Warehouse help desk which involves
          assisting users with all level of questions regarding how the Data Warehouse works
          and how to obtain accurate and complete accounting and financial information.

       B7 Maintain effective working relationships within DWD and with other agencies to
          establish and enhance processing standards

       B8 Ensure appropriate representation at Data Warehouse presentations, and ensure
          newsletters are prepared on a timely basis to keep users informed of current and new
          functionality of the Data Warehouse.

       B9 Provide guidance and assistance in the appropriate interpretation of data warehouse
          tables.

  C    Provide appropriate technical, accounting and financial expertise in the design,
       development and implementation of business requirements for the department’s
       complex, automated accounting and financial reporting systems. Coordinate
       enhancements and modifications to the financial systems with the Bureau of Information
       Technology.

      C1   Communicate with fiscal staff and managers regarding issues and the evolving needs
           of users of the financial and accounting data

      C2   Develop business and accounting requirements in compliance with state and federal
           regulations while meeting the needs of management and other users of the
           accounting and financial reporting systems data

      C3   Assign appropriate staff to technical and accounting functions to ensure the
           appropriate expertise is utilized in the design, development and implementation of
           business requirements

      C4   Coordinate modifications of the accounting and financial reporting systems are
           effectively coordinated with the Bureau of Information Technology to meet all
           requirements and establish audit trails as required

      C5   Develop and monitor the performance of test scenarios as needed to evaluate the
           outcomes of system modifications to ensure the financial systems data accurately
           reflects the underlying data systems

      C6   Ensure appropriate expert user reports are published in the corporate documents
           section of the Data Warehouse and that the corporate reports section is kept current
           for updates and changes
      C7    Monitor the quality and effectiveness of the accounting and financial reporting
            systems monthly processes and recommend policy and procedures changes as
            necessary to enhance the accounting and financial reporting systems’ capabilities

      C8    Provide backup duties for the security officer function. This includes functioning as a
            contact person to set up new users of the Data Warehouse and to establish levels of
            authorization for users, as well as assisting with password issues.

     D. Identification of business requirements and data elements necessary to add financial and
        program system data to the current data warehouse and provide adequate reporting
        capabilities.

      D1    Understand and address integrity, confidentiality and standardization issues
            associated with the data warehouse data model.

      D2    Ensure the data model accurately meets identified business requirements for the
            data warehouse and is documented.

      D3    Promote the development and understanding of the business rules governing the
            definition, collection, use and disposition of data in compliance with the needs and
            capabilities of the data warehouse.

      D4    Provide guidance and assistance in the appropriate interpretation of data warehouse
            tables.

      D5    Facilitate meetings to identify business requirements for a variety of financial systems
            to be added to the data warehouse. Adequately document all identified
            requirements.

      D6    Evaluate the needs of the users of the accounting and financial reporting systems
            and determine the most effective and efficient manner to address these
            requirements.

     E. Evaluate issues and/or concerns from users of the financial and reporting systems.
        Identification of system modifications and enhancements to improve the financial and
        reporting systems and to resolve user concerns.

      E1    Act as a contact for DWD management and staff to address issues and concerns
            regarding the Department’s complex automated accounting and financial reporting
            systems.

      E2    Analyze and provide technical advice regarding how the system processes affect
            departmental transactions from an accounting and financial management
            perspective.

      E3    Ensure appropriate feedback is given to staff who request assistance and problem
            resolutions with the accounting and financial management perspective.

 F. Ensure detailed documentation of the accounting processes and financial reporting
    systems is created and maintained, including documentation of the interface processes
    between systems.

     F1   Ensure the accounting and financial reporting processes are adequately and
          accurately documented

     F2   Ensure information of the allocation and interface processes are obtained to
          accurately portray the purpose and result of these processes

     F3   Ensure test scenarios are developed, performed and verified to ensure the
          accounting processes are functioning properly and the financial reporting systems
          are accurate and complete.

 G. Perform special projects and miscellaneous tasks as assigned by the accounts payable
    and procurement section chief

     G1   Provide backup support to other staff in the section

     G2   Prepare schedules or other documentation and answer questions on financial
          systems processing as needed.
