                           Terms of Membership “The Policy Engagement Club”

Background: The Policy Engagement Club is a unique concept of democratizing the concept of creating a policy level
engagement platform among the policymakers and the senior management of the companies. The platform will be
unique as it will aim at providing an equal opportunity to all for participating in the endeavor of public and policy
engagement

Current Challenges
         The C level and the senior executive (across all segments of operations) today has limited direct access to
         the policymakers and the thus are able to bear little on the actual process of developing an industry and
         country favorable policies.
         Often follow an indirect approach; i.e. either through their industry associations or through personal
         acquaintances but this is given the fact that while the incumbents are many the opportunities are limited.
         System not favorable for a just chance
         Limited engagement at levels where policies are made and fine-tuned

The Policy Engagement Club is a unique club which will engage with policymakers on third and second level of policy
and advocacy mechanism i.e. Bureaucracy (Director/Joint Secretary and above) and Parliamentary Standing
Committees

Bureaucracy is the most important level of public engagement and plays an important part in actual development and
modifications of policy, their implementation roadmap and development of critical citizen governance interface.

Parliamentary Standing Committees plays an important role in fine tuning and advising both the Parliament and Nodal
Ministry in-charge in areas and domains of policy formation and implementation, issues of operations and department
related issues. Headed by a parliamentarian Parliamentary Standing Committees are often treated as second
government and their suggestions in almost all issues are adopted status quo.

Benefits of Engagements for Organization
         Bureaucratic engagements ensure smooth functioning of the affairs of the governance and the first level of
         contacts for the public and governance mechanisms.
         Engaging directly with Parliamentary Committees result in addressing multiple stakeholders across parties in
         a single go.
         Helps in development of personal relations with multiple parties functionaries
         Better opportunities in terms of greater participation in the governance process.

Modus Operandi
A team of ten members will be chosen for each Parliamentary Committee ( department related), who will engage
directly with the nodal ministries bureaucracy and assigned departmental Standing Committees. Center for
Transforming India ( cftI) will arrange for engagement opportunities for the members and the members along with cftI
will provide inputs to the government including the Parliamentary Standing Committee members in their deliberations
on the domains covered by them.

                        The terms and conditions for the member to be part of the Club are as follows;
                                 Only the highest personnel(C level executive or his nominee) qualifies to be a member
                                 The membership will be for tenure of 1 year extended by another 1 year but not more than two consecutive
                                 terms for any company
                                 Membership is non transferable
                                 Members will not promote individual issues
                                 Only issues of development, growth and better business environment would be taken with the stakeholders.
                                 No tax related issues will be undertaken; the companies could take these issues on their existing industry
                                 associations’ forums
                                 Modus of participation in government functioning will the key offtake of any engagement with the individuals/
                                 bodies
                                 The positions for group will be filled on first come basis
                                 10 members will constitute a group which will be engaging with only one Parliamentary Standing Committee
                                 (departments covered by them).

                         A list of 13 most important Parliamentary Standing Committees (based on their importance in overall policy affairs
                        and potential business opportunities in the areas of their operations) has been prepared. Apart from them two
                        other important Parliamentary Committees (Railways, Social Justice) are currently under nominations hence not
                        included

                               Terms of Membership “The Public Policy Club”

Background: The Public Policy Club will function as the core general body for the engagements that Center for
transforming India will undertake with various government entities. Unlike The “Policy Engagement Club” it wont be
focused on any particular nodal ministry but rather would take up issues and engagements which have a long term
impact and relevance for the general environment. The Public policy club will behave as a secretariat for issues of
mass concern.

Benefits to the member:
         Public engagements would be at all levels of government; namely local, state, central and international thus
         providing an opportunity to members for greater benefits.
         Members will have access to international expertise in their relevant fields from at an attractive discounted
         rate
         Member will be qualified to be part of various committees/ sub committees/ Special Interest Groups which
         will be the nodal bodies for steering the public engagements
         There is no limit to number of members or committees/sub committees which will be formed under the club
         thus providing equal chance to every member for participating in public engagements
         Public engagements will also concentrate on generating newer business opportunities and creating access
         models to new markets.
         Preference will be given to members for any new engagements that will be undertaken
