Delivering Market Oriented Short Term skills Training
1. Background
Skills for Employment Project (SEP), supported by the Asian Development Bank (ADB) is being
implemented by Council for Technical Education and Vocational Training (CTEVT). Ministry of
Education and Sports (MOES) is its executing agency. While supporting Tenth Plans poverty reduction
goals, the project aims to promote poverty reduction and stability in Nepal by increasing the employment
opportunities through market oriented short term (MOST) skills training particularly for women, dalits
and the disadvantaged groups. The project will i) increase accesses to MOST skills training; ii) strengthen
key agencies to enhance their services towards a market oriented vocational training sector; iii) strengthen
training providers towards greater market relevance and improved quality; and iv) develop and articulate
a new comprehensive and effective national TEVT policy.
In this context, institutes having enough infrastructure and adequate professional experiences are
requested to submit proposals for providing MOST skills training in waiter/waitress. The training
providers are required to impart quality training with the application of new technical training
methodology such as demonstration, guided practice, individual practice, project work, field
work, internship or on the job training in learning by doing environment, so that they could
easily generate self-employment and formal or foreign employment. In this effort, the project
will provide both urban and community based skills training. Moreover, the training providers
should also provide impart post training support to ensure that at least 80% trainees are
employed or self-employed.
2. Objective of the program
The main objective of the program is to conduct MOST waiter/waitress training in 5 region urban areas of
the country. The specific objectives of the assignment are;
a) To conduct MOST Waiter/waitress skills training as per approved curriculum.
b) To select trainees ensuring at least 60% from Disadvantaged groups with 50% women, and 25%
Dalits
c) To provide stipend for selected participants based on the merit list of the stipend criteria.
d) To coordinate with employment agencies for providing job to the graduates.
e) To coordinate with financial institutions for self-employment opportunities.
f) To coordinate with foreign employment agencies for providing overseas employment
3. Scope of work
The TTP will responsible to provide two months (260 hrs) in house and two months OJT
waiter/waitress training for 600 interested individuals within three cycles in 2008/09. The training
will be provided in a group of 20 participants with a provision of running ten lots at a time. The
maximum of the training location, scattered in 5 region of the country, are allowed to conduct the
training in a cycle. The educational prerequisite for this target group is as per the curriculum. There
should be at least 60% from Disadvantaged Groups with 50% women and 25 % Dalits.
Overall, 50% participants will receive stipend into two categories; i) 25% participant will get
NRs. 3000 per month and ii) 25% will get NRs.1000 per month. After completion of the
training, TTP will provide post training support to ensure 80% graduates are employed.
4. Expected outputs:
The main expected outputs of the training are:
• 600 competent graduates in Waiter/waitress.
• 80% graduates will have the opportunities in self, formal and foreign employment.
• Inception and comprehensive final report of the training impact with recommendation.
• All graduates will attain in the skill testing exam for course certificate.
5. Duration of the training
The duration of the training will be two months (260 hours) in house and two months OJT. The effective
date of duration will be on the date of contract award between selected TTP and Skills for Employment
Project
6. Facilities to be provided by the SEP
In addition to financial support to conduct training, the project will provide prescribed criteria, guidelines
occupational skills standard and curriculum;
• To select student for training.
• To distribute stipend for needy trainees
• To conduct the training.
