MILTON KEYNES RIGHTS OF WAY IMPROVEMENT PLAN Milton Keynes is a growing, dynamic city. It is often forgotten that the city takes up approximately only a third of the Borough - the rest is countryside. The countryside surrounding Milton Keynes is a mixture of grazing and arable fields with a scattering of woodlands and some open access and common land. We benefit from a good network of country roads, the grand union canal, railways and over 250km public rights of way. In addition to this we have an unusually good cycle and horse trail network within the City which links to the wider network of paths and bridleways. However as the city grows the number of people using the rural path and bridleway network as well as the in-town horse trail and cycle network will increase. The Countryside and Rights of Way Act (the ‘CRoW’ Act) 2000 requires all highways authorities in England and Wales to publish a Rights of Way Improvement Plan (ROWIP) for their area. This plan is a 10 year + strategy document. As part of the Act we must assess the network whilst considering the present, future & likely needs of the public and opportunities for open air recreation and enjoyment, the accessibility to those with mobility difficulties.
