PROJECT DESCRIPTION
Describe the project you plan to do.

My Eagle Project involves clearing and restoring an 1100 foot trail known as the Short Line Trail West. The entire Short Line Trail runs from Spring Grove Hospital to Charlestown Retirement Home. The trail I’m responsible for is found across from the Catonsville Armory on Mellor Ave and ends at the base of a hill leading up to Bloomsbury Ave. The area is currently overgrown with vegetation and has rocks and roots coming out of the ground that need to be removed. Donations for needed items for this project will be collected from local tool places such as ABC Rental, Home Depot and Lowe’s as well as anyone in the troop that wouldn’t mind lending them out and from some of my family members. The project will be divided into three parts. The first part of my project involves marking the trail with spray paint and marking tape for what needs to be removed. This part will also include dividing up the trail into sections in order to spread out the scouts to maximize the work effort. The second part of my project involves opening an entrance on Mellor Ave already marked by the Catonsville Rails to Trails (CRTT), and clearing the emerging trees that have been marked to flesh out the area making it wider using chainsaws and loppers. No fully grown trees will be harmed however. A chipper will be used to grind up the debris which will then be turned to mulch to fill in a ditch at the Mellor Ave entrance. All remaining mulch will be scattered around the area to decompose naturally. The third and final part of my project will be sending the scouts out to assigned sections with an adult supervisor to clear the remaining brush, rocks and roots Trash bags will be in each section to dispose of any trash or if needed weeds. When the scouts are finished, the trail will be properly prepared for the Catonsville Rails to Trails to have contractors come in and lay crush and run gravel. Just to be clear this is after the project is complete, the scouts will have no part in this.

The Catonsville Rails to Trails (CRTT) is a non profit organization, where donations are tax deductible, which reconstructs no longer used trolley tracks into trails for recreation. Projects they have completed in the past are the #8 Street Car Path located on Frederick Road and the Trolley Line #9 Trail located on Edmondson Ave This particular trail was the Eagle Project of Aaron Tomarchio of troop 456 back in 1991. The Short Line Trail West which I am working on was once a railroad that ran through Catonsville. With the introduction of the trolley tracks this went from a passenger train to a freight train carrying lumber across Catonsville to build houses. Eventually even that use became outdated and the track was abandoned. My project will renew this trail’s use to the community as a place for recreational hiking and biking and as an alternative to driving cars. This is also a small portion of a larger plan the CRTT hopes in contributing to a national plan in making a trail that spans the country from Annapolis to California. To accomplish this goal they need to link the trail I am working on to one on the other side of Bloomsbury Ave and to one that they are currently working on located on Maiden Choice.

This concept was discussed with my unit leader on _____September 7, 2006____ (Date): The project concept was discussed with the following representative of the group that will benefit from the project. Steve Sprecher Representative's name: President of CRTT Representative’s Title: August 19, 2006 Date of meeting: 410-744-4542 Phone No.:

PROJECT DETAILS
Description: Present condition: The only way to get into the trail is to climb over a small gate or go through a small opening in the woods. It is also highly overgrown with vegetation and a small tree blocks part of the path about half way but can be climbed over. About a quarter of the way into the trail from the Mellor Ave entrance there is a small clearing that leads off into a baseball field on the left and to dumpsters on the right. The trail is also littered with rocks, roots, trash and there is a chair and a mattress at end of the trail on Bloomsbury Ave Methods: My plan for clearing the 1100 foot Short Line Trail West is a three part process. The first part of my project will be using spray paint and marking tape to mark areas that need to be cut by chainsaw, and to mark the sections I will divide the scouts into. This will be on September 23; rain date September 24. The adults and older scouts will be used for this part of my project. The second part of my project will be clearing an entrance to the trail on Mellor Ave. and cutting away trees on the boarder of the trail to make it 10ft wide or to the byway using chainsaws and loppers to clear trees The debris will be put through a chipper and the wood chips will be used to fill in a ditch by the new entrance on Mellor. All unused mulch will be scattered around the area to decompose naturally. Any trash will be thrown in provided trash bags. These will be disposed of in nearby dumpsters at the end of the day. This will be on September 30; rain date October 1. Once again adults and older scouts will be used for this part where the adults use the chainsaws and the scouts use the loppers. The troop first aid kit will be on site in case of any injuries such as with the chainsaw or chipper The third and final part of my project will have the scouts using rakes, shovels and if needed loppers to clear the remaining brush and weeds. These can be scattered into the woods to decompose naturally or thrown in provided trash bags along with any trash. These will be disposed of in near by dumpsters at the end of the day. This will be on October 14 and 21; rain dates October 15 and 22 respectively All scouts will participate in this portion of the project and will be divided into groups to work on specific parts of the trail so everyone is doing something and every part of the trail will be taken care of. To maximize the amount of work effort the scouts will eat lunch in shifts. The troop first aid kit will be on site in case of any injuries such as getting jabbed with a shovel. If the project remains unfinished or it rains on a rain date October 28 will be the (hopefully) last day with a rain date being October 29. On each work day scouts will be required to bring work gloves and safety glasses. Extras will be included for those that don’t own these items. The scout’s work is done when the trail has been properly prepared for the CRTT who will have their contractors come and lay out crush and run gravel. To be clear this will be done when the project is complete, the scouts will have no part in this. Ilex wood working company will donate a sign for the entrance of the trail reading “Short Line Trail West: Eagle Project of Brian Yakel Troop 306 2006. Small holes will be dug at the entrance of the trail to accommodate the poles of the sign and filled in with dirt to hold it in place.

Changes
List any changes made to the original project plan and explain why those changes were made.

-On September 23 we finished marking ahead of schedule, and because Mr. Warshaw and Mr. Hsu had their chainsaws with them we began removal of the marked trees. -On September 30 the entrance was changed from the top of the trail which would require a lot of clearing to an already existing opening on Mellor Ave. -On October 14 we completely finished clearing the trail to make it suitable for the CRTT. -On October 21 we concentrated on clearing the weeds by the entrance to make room for the sign. -I gathered a small group consisting of Chris Yakel, Logan Jenkins, and Karen Yakel to pick up broken glass on November 11.

September 23- marking everything that needs to be cut and begin chain sawing 9am- 11:30am

As people began to show up I had Chris Yakel and Logan Jenkins grab either end of a measuring tape and measure out 10 feet. I then had them stand at the top of the trail 10 feet apart side by side and walk down the trail. Behind them followed Ross Haynes and John Jenkins with spray paint cans to mark their steps. This would serve as the boundary of the trail. Luckily Dave Warshaw brought extra spray cans with him because the ones I got broke. The nozzles broke off when pressed. As we got to the bottom of the trail I had Chris and Logan extend the measuring tape to 220 feet and stand one behind the other. This would serve to mark the sections I would divide the scouts into in two weeks time. Vince Cassidy and Mike Bledsoe handled the paint this time. On the way back up the trail I had the boys mark any tree in the way of the 10 foot margin to be cut down. After the spray paint job was taken care of I went down the trail to make sure nothing was missed. As it turned out more trees were marked than needed, so I sent Chris, Logan, Vince, and Mike down the trail with pink ribbon and pointed out what to mark. Trees with pink ribbon were not to be cut down. Dave Warshaw and Albert Hsu had their chainsaws with them and because we had finished so far ahead of schedule I allowed them to cut down the paint marked trees. At this time there was nothing left to accomplish, so I dismissed every one that was ready to go. When Mr. Warshaw and Mr. Hsu were satisfied with what they accomplished , they also left. September 30- removal of the trees and other heavy stuff 9am-10:45am On the second day of my project the adults that brought their chainsaws finished cutting down the trees that were not taken care of the previous week. This also included cutting fallen trees and logs into smaller pieces so they could be more easily carried by everyone else. John Jenkins had picked up the chipper rented from ABC Rental. The mulch that was created was shot back into the woods to naturally decompose. Other objects removed from the trail besides the natural foliage was a mattress and a chair left at the bottom of the trail. These were taken to nearby dumpsters They were handled by John France, Steve Yakel, Vince Cassidy, and Mike Bledsoe. The original entrance that the CRTT had asked me to clear was too densely populated with trees and I knew they would never go for it. It was decided by John Jenkins, Steve Sprecher(CRTT president), and I to make the entrance an already existing opening on Mellor Ave that led straight to the trail. After another early day I dismissed my helpers. October 14- pulling the weeds and removing rocks, roots, and trash 9am-2pm As people began to show up I assigned them to a section of the trail and brought them to that section. A group was not formed until at least one adult was available to maintain order and productivity in the section while I was not around. Within the first hour atleast four to six workers were in each of the five sections. I did take note that smaller groups moved faster than larger groups. At 12pm the pizzas that I got donated from Papa Johns arrived and I called in the workers for lunch. After eating there was a brief reprieve before I sent everyone back to work. I took boys from sections that had been completed and had them work on the entrance. When all five sections of the trail had been finished I assembled the boys into a police line, and had them walk down the trail with trash bags to pick up any trash they could find. After two trips up and down the trail to make sure everything was picked up I dismissed them. October 21- Cont. last week’s agenda 9am-11pm Having received prior approval from the CRTT on the looks of the trail this day was spent touching up the entrance to make room for the trail sign, and so people could get in easier. When the job was completed and approved by Steve Sprecher another police line was assembled and the boys once again picked up any trash that had found its way on the trail in the past week. With the labor portion of the project finished I thanked and congratulated everyone who helped me and dismissed at 11am. November 11- Pick up broken glass 10am-11am It had been brought to my attention the week before by Steve Sprecher that there was broken glass still remaining on the trail. To take care of the problem I gathered a small group consisting of Chris Yakel, Karen Yakel, and Logan Jenkins to pick up the glass. Between the three of them the job only took an hour.
