Situation update The security situation remained tense across Jaffna District during the reporting period. Artillery shelling continued. Areas around the Muhumalai and Nagarkovil FDLs were particularly volatile with armed clashes and military confrontations reported almost daily. Restrictions on communications remain unchanged with mobile phones functioning intermittently and only selected CDMA phones operational. Curfew remains in place daily from 2100 - 0430. Displacement/Returns On 10 November, 15 people including 8 females and 2 children reached Thanankilappu, Jaffna by boat from the Vanni. They have been placed in Kayeetha School (an abandoned school in Jaffna Town) which is being used as a temporary accommodation centre along with the 47 people that arrived previously. This brings the total number of IDPs reaching Jaffna by boat from the Vanni to 62 people. On 11 November, a man swam from Poonaryn to Jaffna across the Jaffna Lagoon. He was arrested by the Security Forces while he was swimming and was sent to court. The court ordered him to go to the welfare centre.

KILINOCHCHI & MULLAITHIVU DISTRICTS • • • Situation update The situation in the Vanni continues to be tense. Kilinochchi town was shelled on 14 November and a number of aerial attacks have been reported, particularly in the Poonaryn area. On 15 November, the Security Forces announced the capture of Poonaryn, with fighting continuing in areas nearby. Tensions remain high in and around Puliankulam since confrontations in the area on 11 November followed by further intermittent shelling towards the area.

Sector Developments/Gaps The 5th Humanitarian Convoy organised by WFP entered the Vanni on 10 November carrying 588 MT of dry food rations in 29 WFP trucks and 10 commercial trucks. This amount can feed 168,000 IDPs for 7 days. Government officials in the Vanni subsequently distributed a 3 day ration of rice, a 5 day ration of dhal and a 3 day ration of flour. Oil and sugar were not available for distribution. The next convoy planned for 20 November will request clearance for 50 trucks of food and 2 trucks of NFRIs from UNHCR. The trucks will contain soap, water containers and mosquito nets. The inter-agency Shelter Coordination Cell (SCC) responded to the latest request from the GA for shelter assistance to assist 24,000 of the most vulnerable IDP families in the Vanni by carrying out a gap analysis and stock taking exercise. Due to the current restrictions on shelter material such as shelter kits, tents and tarpaulins, shelter agencies looked at what quantities of locally available material (wood and cadjan) were realistically available in the Vanni. The 6 suppliers in the Vanni can presently provide enough wood for 5,000 shelters and cadjan for 500 shelters. The deficit alone in cadjan to meet identified needs by the GA would require hundreds of trucks to transport it from outside the Vanni. In Vavuniya the stock of shelter kits, tarpaulins and tents is sufficient to provide shelter solutions for around 20,000 IDP families. The RDHS confirmed during the reporting period that there are now 16 cases of malaria in Kilinochchi District. There were also 84 dysentery cases reported for October and an outbreak of scabies amongst IDPs is also being treated by health workers. There is concern over the spread of waterborne diseases due to insufficient watsan facilities for IDPs and the GA of Kilinochchi has requested agencies in Vavuniya to help. Stocks of tube-wells, water tanks and toilets are available in Vavuniya for transportation. The “humanitarian volunteers” under the GA structure have been conducting public health awareness promotion amongst IDPs.

MANNAR & VAVUNIYA DISTRICTS Situation update Shelling continued intermittently throughout the week towards the Puliyankullam area north of the FDL. The ICRC temporarily suspended its presence at the Omanthai Entry Exit point on 12 November as a result of several incidents on 11 November and general insecurity surrounding the Entry Exit point linked to the ongoing conflict. ICRC activities in the Vanni were not affected as a result of this temporary suspension. The ICRC resumed its presence at the Entry Exit point on 14 November after receiving security reassurances from the two parties to the conflict to ensure the safety of civilians using the Entry Exit point and ICRC staff present there. The ICRC will continue to be present at the Entry Exit point in keeping with the hours agreed by the GOSL and LTTE, which currently is between 9am and 1pm. The ICRC will continue to facilitate the movement of ambulances and the transfer of mortal remains of dead security forces and LTTE fighters outside these hours. The security situation in Mannar district is tense. A number of cordon and search operations took place during the reporting period. Sector Developments/Gaps At the Interagency Meeting UN OCHA briefed humanitarian agencies on the measures agreed upon in order to improve Cluster Coordination and information flow in response to the situation in the Vanni. The measures include more regular cluster meetings, formal rolling agenda items and cluster-specific reporting on emerging issues. These measures were agreed upon at a planning meeting on 11 November between the Vavuniya Umbrella Group and the Cluster Leads. A book on the Base Line Survey on strategy for disability inclusions among displaced people in emergencies was released by ORHAN on 11 Nov in Vavuniya with funding from UNICEF. On 10 November 50,000kg of UNIMIX was delivered to RDHS in Vavuniya and 30,000kg to RDHS in Mannar , UNIMIX is a 3 month supplementary food provision for children aged 6 months to 59 months with moderate malnutrition (less than 2sd weight for height (WHO-standard). Health & Nutrition planning at district level for 2009 was held on 11 November. The planning session was coordinated and funded by UNICEF and held at the General Hospital Vavuniya. A total of 40 people from key health partners participated. Focus on emergency response was a key component of the planning session. IOM completed the Returnees from India Project Beneficiary Assessment for 81 families in Pesalai areas, Mannar. IOM through the Department of Agriculture completed the preliminary assessment for an Agriculture Development Project with the “Centre for Rehabilitation of Alcohol and Drug Addicts” ZOA reported that 11 seminars have been conducted for ‘O’ Level students for Maths and Science in Mannar and Nanattan DS divisions. 1,200 ‘O’ level students in Mannar Zone and 400 in Madhu Zone were provided with work sheets in each subject. 1,050 IDP students have been assisted with student’s materials in Mannar and Nanattan DS divisions. On 11 November, UNICEF carried out a field monitoring mission to Kalimoddai and Sirukandal IDP camps in Mannar District to follow up the discussion held with the SLA Area Commander of Brigade 215. As a result 7 out of 10 children at Kalimoddai and 34 out of 42 children at Sirukandal were reintegrated into school during the reporting period. The remaining children are expected to reintegrate in to school by 17 November. UNICEF will follow up next week.

TRINCOMALEE DISTRICT

Situation update The situation in Trincomalee District was relatively stable with no major security incidents reported. In the North of the District close to Mullativu the situation remains tense. Security forces continue with intensive search and cordon search operations, especially in Trincomalee town areas and several mobile check points have been established. The Ferries (Kinnya, Uparu, Gangai and Ralkully) along the ferry road between Trincomalee and Muttur town have been regularly out of order due to technical problems. It is expected that the weather conditions will further constrain the function of the ferries. Some agency operations have been affected. Displacement/Returns On 09 November, 13 IDPs (including 3 babies) from Mullaitivu arrived in Kuchchaveli DS division. They surrendered to the SL Navy, who then handed them to the Kuchchaveli police. On 10 November, the Kuchchaveli police transferred the IDPs to Vavuniya with the approval of the Trincomalee Magistrate. The resettlement process to Chennaiyoor, Kaddapparichan South and North is ongoing. On 10 November, 34 families returned to Nalloor GN division from Kiliveddy IDP Transit site and on 11 November, 55 families (161 individuals) returned to Nalloor GN division from Batticaloa district. Sector Developments/Gaps Following a special livelihood meeting organized by UNDP, agencies were identified to provide immediate agricultural inputs in the new return areas in Muttur East. ICRC committed to provide assistance to returnees of Chennaiyoor, IOM to Ganeshapuram, World Concern to part of Kaddaiparichan South, and UNDP to the remainder of Kaddaiparichan South and North GN Divisions. Given the limited time period available, restarting paddy cultivation for the Maha season and uncertainty in accessing paddy land, assistance will likely focus on home gardening, highland and perennial crop cultivation. ICRC will not construct core-shelters in future, but will continue providing temporary shelters with cement flooring. BATTICALOA DISTRICT

Situation Update The general situation remains unchanged. Cordon and search operations were reported on 08 & 09 November in Chenkalady and Kommathurai in Batticaloa. Displacement/Returns According to Government statistics of 31 October 2008, there are 10,658 IDPs (2,800 IDP families) in the district. On 11 November, the GoSL resettled 307 families (1,137individuals) in Perillavely GN in Kiran DS. A return movement was also organized for 50 IDP families (137 individuals) from Kattaiparichan North in Trincomalee District. Sector Development/Gaps The movement of 12 IDP families from Vinayagapuram camp is scheduled for 14 November. Nine families will move to Kirimuddi camp (ICRC site), two families to Kokkuvil I (NRC site), and one family to Palameenmadu I (IOM site). Transportation will be provided by the Government, whilst UNHCR will make available one truck for the transportation of their belongings. This movement of IDPs will allow the closure of Vinayagapuram camp and the de-commissioning of shelters and wat/san facilities. 13.1 MT of CSB was dispatched by WFP to MOH - Valaichenai for distribution to 5,000 beneficiaries (Pregnant / Lactating mothers & children below 5 years) under the Mother and Child Nutrition (MCN) Programme.

Valaichenai Pradeshya Shaba with UNICEF support supplied 210,000 liters of drinking water this week to Vadamunai, Uthuchenai, Muruthanai, Poolakadu, Thikilivettai and part of Koravely GN division in Kiran DS division. AMPARA DISTRICT

Situation update The security situation in Ampara remains stable but unpredictable due to prevailing tension in Sinhalese villages in the south and north of Ampara following armed attacks on Security Forces safeguarding these villages. Tight security procedures and search operations were launched as a result. Displacement/Returns UNHCR completed a Joint Agency Needs assessment for conflict IDPs in Thirukkovil. IDPs from Thangavelauthapuram and Kanchikudichiaru were also included in the assessment. Sector Developments/Gaps WFP took action to provide food aid to Thirukkovil IDPs after a one month gap. All preliminary arrangements have been made to dispatch food from the district warehouse to the Thirukkovil MPCS. Mercy Corps is implementing integrated livelihood development projects in the coastal areas the district. UNDP constructed and completed an irrigation channel in Gonagolla in Uhana DS Division under the supervision of the Irrigation Department of Ampara. This scheme will help irrigate 600 acres of paddy land in and around the area.

UNICEF Jaffna With UNICEF’s support, Ahavoli organized two awareness raising activities on the importance of family reunification at Karunalayan and Kaithady Salvation army with participated by 43 and 46 children respectively. Another community awareness activity on the importance of children in the family environment and responsibilities of parents was conducted on 07 November at Arali central, participated by 40 people.. UNICEF supported JSAC to conduct a five day skill development workshop on 08 and 09 November for 52 children (26 Boys and 26 Girls) from Point Pedro DS division Parental Care workshop conducted in Karaveddy Division for 53 female headed house holds, they have got knowledge about child participation, parent's care on children, relationship between parents and children, etc. Construction work has been started to 05 transitional shelters in Tellipalai Division and 02 in Kopay Division. Upgrading work has been started to 24 shelters at Vinajakar Temporary Accommodation Centre (TAC) in Karaveddy Division. The following items issued to recently returnees from vanni Cloths for female adult 16 Cloths for children – 11 Slippers – 47 Gent Undergarments – 37 Ladies undergarments- 46 With UNICEF’s support RDHS conducted refresher trainings on Nutrition Rehabilitation Programme (NRP) for the three MOH divisions including Point Pedro, Manipay and Tellippali divisions this week. With UNICEF support, Education day was celebrated by Island & Vadamaradchy Education Zone offices on 08 November with 400 students and parents participating in each zone. Non violence communion programme to camp community was conducted by ZOA through Centre for Peace & Reconcilatiion – Jaffna at Sinnavalai & Nilavankudiyiruppu Welfare centre. Leadership training is conducted to 18 members who are from Women Rural Development Societies and Community at Navali North. Village selection and PRA (Participatory Rural Appraisal) process are going on. Cash grant is given as 1st instalment to 78 individual households who are from Oorani, Pannalai, Ananthaganam, Vavipuram, Ganthiji and Malai villages for crop production (vegetables and Maize) Crop production training is given to 56 participants who are from Oorani, Pannalai, Malai and Ganthiji villages. Under the infrastructure work, 1st grant is given after signing of MOU for upgrading two Community Centres’ buildings of preschool from Malai and Colony. As part of the House Hold Economic Security (HES) programme, 484 women headed House Holds have been provided with the 9th installment (final) of cash assistance in their respective bank accounts and the total sum amounts to Rs. 2,503,750 100 mt CSB were dispatched to the MCHN –Mother Child Health Nutrition Programme. The Ship with 800 mixed food commodities arrived from Colombo and the unloading of food commodities from ship is ongoing

UNHCR During the reporting period UNHCR distributed mats, bed sheets, towels, sarees, sarongs, plastic buckets, plastic basins, plastic cups, plastic plates, menstrual cloths, laundry soaps and toilet soaps to 28 IDPs came from Vanni and staying in Tellipalai Division. Altogether UNHCR distributed NFRIs to 47 IDPs came from Vanni. Based on the request from the Regional Director of Health Services, UNICEF provided NFRI items for the Tellappalai Rehabilitation Center 45 women, 71 children who are from 36 families in 3 welfare centres received undergarments items. 15 IDPs worked for food packing 878 bags packed. ZOA ha donated Rs 29 650 valued tool kits to Urumpirai WRDS for handicraft training.

Activity Manual mine clearing in Selvanagar is ongoing. Mine clearing in Dehiwaththa is suspended due to high priority of the Selvanagar task. Material supplied for 25 Core shelters. NRC is providing the 200 Sq.ft. core houses for the fully destroyed houses after the families resettled to the Pallikkudiyiruppu GN division. Out of 263 core houses 200 are completed and 63 are in progress. Up to now we have identified 65 fully damage houses in Kaddaiparichchan South. Initially NRC is going to provide 45 core houses. The construction of 9 permanent toilets in Poonagar is completed. Repair of 35 Toilets fully completed. The construction of 85 new toilets is in progress. 80% is completed. ECHO funding. The construction of 1 Common well is in progress, 80%. The tube well is fully completed. ECHO funding. Assistance to 225 paddy farmers through the department of Agriculture (seed paddy and fertilizer). The distribution was on 11 November. Two agriculture trainings were organized under FAO project (Emergency Food security Programme in Resettlement Area) Poverty cycle & alleviation training was held for the second group of participants (50 beneficiaries) and Awareness training on Linkage building and roles and functions of government agencies was held for the first group of participants under NECORD project (Village Rehabilitation Plan) Two days business trainings (“Start your business”) were realized for the beneficiaries of owner driven houses under AmeriCares project (Livelihood support for tsunami affected families) NRC is providing tool kits that include the craw bar, jungle knife, hammer and shovel to the resettled families through UNHCR. Up to now 929 kits have been distributed.

Activity Distributed Child Rights Convention booklet to the community & Child Rights Convention music album released. Conduct a Poverty Mapping to Community and Children of Malawattai. 27 children including Boys and Girls participated and provided valuable inputs to identify most marginalized children. Organized a workshop to CAAC partner’s staff to train them to understand and practice “Community and Child Participation”. 31 participants attend to this workshop. Constructed and handed over 16 toilets Constructed and handed over 18 toilets 07 Focus Group Discussions on Hygiene Promotion. TDH nurses & health trainers supported MOH on 01ANC clinic, 1 WBC clinic, & 01Family Planning clinic. Health Education to the community through 02 Grand Mothers meetings, & 02 Fathers meetings. Provided material support to Km/Sivashakthi Viddiyalayam to organize an exhibition. It was an opportunity to 162 Student to present their talent to community. Distributed garments to IDP children at Thekkancholai IDP camp. 32 Boys and 25 Girls children received Frocks, T-Shirts, Shorts, Under Garments and Foot wares. Constructed agro wells in Alamkulam and Sampunagar, targeting 50 highland crop cultivators and provided inputs to irrigate around 25 Acres of highlands. Provided with necessary inputs to improve the clay brick making and pottery making industries. The selected 150 beneficiaries especially women were provided with kilns, open sheds, paddy husks and clay for starting and improve their business. Completed the renovation of rice mills building which was affected by Tsunami for 36 beneficiaries.
