The address is 1973 Craigshire Road, St. Louis, MO 63146. Their phone number is 314-434-0100. Sue McKee of Special School District and Sue Hallemann of Mehlville School District will discuss what they learned at the conference “HIPAA & Missouri School Districts Conference” presented by Pueth, Keeney, Cooper, Mohen & Jackstadt, P.C. I strongly urge that each district have a school nurse present as HIPAA is very confusing and there are many issues involved. Please send me your e-mail address if you have one either at school or at home at so I can send the newsletters to you electronically. If you also send the e-mail addresses of all your nurses, I will also mail it to them electronically. E-mail is so much quicker and eliminates all the paper. I won’t be at this meeting because I will have surgery on Friday, April 4, 2003. It’s not a serious surgery but hopefully it will eliminate a nuisance condition. I will be on medical leave until at least May 5, 2003. If you need assistance, please call Mary Gardner, our Office Manager, at 314615-1671 or e-mail her at She will try to refer you to someone to assist with your question or problem. Should you have a communicable disease or immunization question or problem, please call our Communicable Disease Control Department at 314-615-1630 for assistance. In addition, you can call the Missouri DHSS Bureau of Vaccine Preventable Diseases at 1-866-628-9891 (toll free) or 1-573-751-6141 (toll call). I do plan to attend the May meeting but there will no May Meeting Notice/Newsletter due to my absence. HIPAA HIPAA takes effect on April 14, 2003, and there are many questions as to its impact on schools. Sue McKee obtained the following is some of the information she obtained. There are four components of HIPAA and they are National standards for electronic health care transactions, National identifiers, Security, and Privacy. If you provide health care services OR you have a fully or partially self-funded health care plan OR, if you are an employer – AND – you transmit information in an electronic format = YES, you are a covered entity and must comply with parts of HIPAA. For now, the only one of the four components of HIPAA that pertains is the Privacy Rules – AND- in schools, FERPA overrides HIPAA for the educational (including health) records. The Office of Civil Rights guidance is forthcoming for the other components. Useful Information:
