							St Mary’s Church of England Nursery and Infant School Admission application procedures 2010 ADMISSION ARRANGEMENTS Making an application for the Reception Class Applications for admission to the school should be made on the common application form enclosed with the Local Authority’s brochure from October 2009 to Tuesday 1st December 2009. Applications may also be made on-line by using both the common application form. It is not normally possible to change the order of your preferences for schools after the closing date. Letters informing parents of whether or not their child has been allocated a place will be sent out by the Local Authority on Wednesday 21st April 2010. Parents of children not admitted will be informed of the reason and offered an alternative place by the Authority. Admission procedures The number of places available for admission to the Reception class in the year 2010 will be a maximum of 60. This arrangement follows consultation between the governing body, the Diocesan Board of Education, the Local Authority and other admissions authorities in the area. The governing body will not place any restrictions on admissions to the reception class unless the number of children for whom admission is sought exceeds this number. By law, no infant class may contain more than thirty children. The Governing Body operates a system of equal preferences under which they consider all preferences equally and the Local Authority allocates places according to the coordinated admissions scheme. In the event that there are more applicants than places, the governing body will allocate places using the following criteria, which are listed in order of priority: 1. Children looked after, i.e. in public care giving priority, if necessary to the youngest children. (Note A) 2. Children living within the catchment area who have attended St Mary’s nursery class, giving priority to those who live closest to the school measured in a straight line on a map from front door of home to the main entrance of the school.

3. Children living outside the catchment area who have attended St Mary’s nursery class, giving priority to those who live closest to the school measured in a straight line on a map from front door of home to the main entrance of the school. 4. Children living in the catchment area who have brothers or sisters in school including the nursery class (note B and D) or Windermere Junior School at the time of admission. 5. Children living outside the catchment area who have brothers or sisters in school or nursery class (note B and D) or Windermere Junior School at the time of their admission. 6. Children living in the catchment area with a parent on the electoral roll of a C of E Church (note C and D). 7. Children living outside the catchment area with a parent on the electoral roll of a C of E Church (note C and D). 8. Children living inside the catchment area, giving priority to those who live closest to the school measured in a straight line on a map from front door of home to the main entrance of the school. 9. Children living outside the catchment area, giving priority to those who live closest to the school measured in a straight line on a map from front door of home to the main entrance of the school. Applications will be prioritised according to the above criteria. A. A child looked i.e. in public care, is defined as a child looked after by the local authority of Cumbria within the meaning of Section 22 of the Children’s Act 1989. B. In categories 4 and 5, priority will be given to those children with the youngest siblings. Brothers and sisters are those living at the same address and includes step and foster children. Priority will only be given where it is known at the time of allocating places that a sibling will be attending the school (including nursery class) at the time of admission. In circumstances where there is an application for more than one child in the family, and it is not possible to offer a place to all the children concerned, it will be up to the parents to decide whether they wish to accept the place(s) offered.

C. To be considered under category 6 or 7 parents must provide proof with the completed form that they are on an electoral roll of a Church of England Church and have been for a period of two years prior to the closing date for the submission of the preference forms. D. If there is a need to prioritise in categories 5, 6 and 7 then the measurement criteria used in category 8 will be used.

The application procedure for the nursery will be as follows: o o LA designated Nursery Class for 104 part time (52 full time equivalent) Applications will be made on the published Cumbria County Council application form. The admissions timetable and process will match that published by Cumbria County Council. Over subscription criteria and the order in which they will be applied in order to allocate places is as follows Nursery Admissions Policy 2010 –2011 Children born between 01.09.06-31.12.06 are eligible to apply for January 2010 entry to St Mary’s Nursery. Children born between 01.01.07-31.03.07 are eligible to apply for April 2010 entry to St Mary’s Nursery. Children born between 01.04.07-31.08.07 are eligible to apply for September 2010 entry to St Mary’s Nursery. Children born between 01.09.07-31.12.07 are eligible to apply for January 2011 entry to St Mary’s Nursery. Children born between 01.01.08-31.03.08 are eligible to apply for April 2011 entry to St Mary’s Nursery 1. Children looked after, i.e. in public care giving priority, if necessary to the youngest children. 2. Children living within the catchment area of St Mary’s. 3. Children who do not live in the catchment area of an infant/primary school with a nursery class.

4. Children living outside the catchment area of St Mary’s. If at any time it is not possible to offer a place to all of the children in any of the above categories, applications will be prioritised on the following basis: o o o o o Priority is given to those requesting 5 sessions, then 4, then 3, then 2, then 1 per week. Children who have brothers or sisters in St Marys or Windermere Junior School at the time of admission giving priority to those with the youngest siblings. Notes  The closing date for applications is published by Cumbria County Council on the application form  Applications should be submitted to the Headteacher of the nursery along with proof of date of birth and address.  Brothers and sisters are those living at the same address.  Children from families who would be eligible for free school meals are defined as those families in receipt of Income Support or Income Based Job Seekers Allowance  Parents must provide proof with the completed form that they are on an electoral roll of a Cof E Church and have been for a period of two years prior to the closing date for the submission of the preference forms.  The catchment area is the same for both the nursery and the school.  Parents can request a split placement e.g 3 /5 sessions. Priority is given to children applying for 5 sessions.  A child looked after, i.e. in public care, is defined as a child looked after by a local authority within the meaning of Section 22 of the Children’s Act 1989. Admissions information: For the past 5 years the school was able to admit all pupils whose parents applied. Late applications for admission It is the terms of the co-ordinated admissions scheme which governs this decision on the late applications. Any such decisions must be passed to the LA to ensure that decisions are consistent. Waiting list Where there are more applications than places, the admissions criteria will be used. Children who are not admitted will have their name placed on a waiting list. The names on this waiting list will be in the order resulting from the

application of the admissions criteria. Since the date of application cannot be a criterion for the order of names on the waiting list, late applicants for the school will be slotted into the order according to the extent to which they meet the criteria. Thus it is possible that a child who moves into the area later to have a higher priority than one who has been on the waiting list for some time. If a place becomes available within the admission number, the child whose name is at the top of the list will be offered a place. This is not dependent on whether an appeal has been submitted. This waiting list will operate until the end of the autumn term only. Address of pupil the address used on the school’s admission form must be the current one at the time of application. If the address changes subsequently, the parents should notify the school. Where the parents live at different addresses, the current-at-the-time-of-application, normal address of the child will be the one used. This will normally be the one where the child wakes up for the majority of Monday to Friday mornings. Parents may be asked to show evidence of the claim that is being made for the address. Where there is dispute about the correct address to use, the governors reserve the right to make enquiries of any relevant third parties. For children of UK Service personnel and other Crown Servants returning to the area proof of the posting is all that is required. Non-routine admissions It sometimes happens that a child needs to change school other than at the “normal” time; such admissions are known as non-routine admissions. Parents wishing their child to attend this school should arrange to visit the school. They will be provided with an application form. If there is a place in the appropriate class, then the governors will arrange for the admission to take place. If there is no place, then the admissions committee will consider the application and information about how to appeal against the refusal will be provided. Please note that you cannot re-apply for a place at a school within the same school year unless there has been relevant, significant and material change in the family circumstances. Appeals Where the governors are unable to offer a place because the school is over subscribed, parents have the right to appeal to an independent admission appeal panel, set up under the School Standards and Framework Act, 1998, as amended by the Education Act, 2002. Parents should notify the clerk to the governors at the school within 10 school days of receiving the letter refusing a place. Parents will have the opportunity to submit their case to the panel in writing and also to attend in order to present their case. Parents will normally receive a minimum of 10 school days’ notice of the place and time of the hearing. If your child was refused a place in Reception or Key Stage 1 because of Government limits on Infant class sizes, the grounds on which your appeal could be

successful are limited. You would have to show that the decision was one which in the circumstances no reasonable governing body would have made, or that your child would have been offered a place if the governors’ admissions arrangements had been properly implemented. Please note that this right of appeal against the governors’ decision does not prevent you from making an appeal in respect of any other school. Fraudulent applications Where the governing body discovers that a child has been awarded a place as the result of an intentionally misleading application from a parent, which effectively denies a place to a child with a stronger claim, then the governing body is required to withdraw the offer of the place. The application will be considered afresh and a right of appeal offered if a place is refused. Deferred admission If your child is due to start school during the next academic year, it is important that you apply for a place for September. If your child’s fifth birthday is between the months of September and December, then, if you wish it, admission may be deferred until January; if it is between January and April, then admission may be deferred until the start of the summer term though it is likely to be in your child’s interest to start no later than January. Twins Where there are twins wanting admission and there is only a single place left within the admission number, then the governing body will exercise as much flexibility as possible within the requirements of infant class sizes. If only one place can be offered then parents will be advised that the place will be offered to the older twin. Parents should go to appeal for the other twin, though with the Infant Class Size legislation, it is unlikely that an appeal panel will overturn the decision of the governing body.
