MOTIONS 38. Councillor C. Byrne “That the Manager report on the planning background to the proposed EirGrid Interconnector that is proposes to run possibly from Anaecsia in North Wales, through Rush and North Fingal into South Co. Meath.”

Councillor T. Kelleher “That Fingal County Council would recognise the great achievements of Tom Kettle by commissioning a work of art display in or near County Hall.”

Councillor J. Maher “That the Manager ensures that the County Development Plan is implemented fully (density,heights etc.) when dealing with planning applications.”

Councillor P. Coyle “That this Council supports a change in the Planning and Development Act 2000 (Section 37) to allow a person with interest in land adjoining land, in respect of which planning permission has been granted, to have an automatic right of appeal to An Bord Pleanála, whether or not the person forwarded a submission to the original planning application with the planning authority.” Councillor R. Kelly “That the Manager reports on setting up of outdoor gyms for older people (as already done by Meath County Council).”

Loftus “That the Manager report on the actions he has taken to fulfil his legal obligations under the Environmental Noise Regulations 2006 (S.I. 140 of 2006) with particular reference to the production of noise maps for the section of the N3 from the Halfway House to Clonee and the production of an Action Plan to manage the noise issues on this section of the N3 and to make a statement on the matter.”

Councillor C. Daly “That the Manager issue a comprehensive report on (a) the steps necessary for the taking in charge of the pumping station in Galtrim Grange; (b) why this development was allowed to go ahead with a private pumping station; (c) in whose ownership is this station; (d) what other developments are connected to this pumping station and (e) how many other estates have been granted planning permission with a private pumping station, which has not been taken in charge.”

Councillor D. Healy “That all domestic waste charges in Fingal for the black bin be levied per lift of a waste bin or on volume or weight of waste disposed of, and not levied on a flat charge or standing charge basis.”

Councillor R. Coppinger “That this Council opposes the introduction by the Manager of the €110 tax introduced on the grounds of „recycling costs‟. This tax goes against the Manager‟s and the Government‟s persistent claims that people only pay for what they „throw away‟ and not for recycling. This flat rate charge is regressive and will hit hard people struggling already with mortgages, childcare and spiralling costs. This Council calls on the Manager to immediately withdraw this charge which amounts to a new stealth tax.”

Councillor J. Corr “That this Council resolves that when planning applications lodged by rail transport service providers are assessed by the Planning section of Fingal County Council that cognisance is taken of the future population growth and development in Fingal and the constraints involved in providing a sustainable rail service for commuters, and further the Planning section will set conditions into all permissions granted relating to bridges over railway lines that will ensure they are compatible with and facilitate the use of double –deck trains which will be used in the future to address capacity issues.”
