Terms & Conditions for Catering Service
1. The sealed covered Tender in prescribed form shall be accompanied by a Bank Draft of Rs. 25,000.00 (Rupees twenty five thousand) only drawn in favour of the REGISTRAR, NIT Agartala in a sealed envelop by Regd. Post / Courier Service / Speed post only super scribing "Quotation for catering service at student's Hostels of NIT Agartala” on the envelop and shall have to be reached to the office of the REGISTRAR on or before 16th June 2009 UPTO THE 14-00 HOURS. The undersigned is not responsible for any postal delay. 2. The tenderer should be a citizen of India. Attested Copy of citizenship certificate/Voter Identity Card/PAN Card of the caterer is to be submitted along with the Tender form. Further, a current ITC & PTC clearance certificate is required to be submit along with the Tender Form. 3. The caterer should possess statutory Licence and must have experience in catering service. Attested copies of relevant certificates should be enclosed with the application form during the submission of tender. 4. EARNEST MONEY DEPOSIT FOR TENDER is Rs.25,000/-. to be deposited in the form of a bank draft / bankers’ cheque. / deposit at call. In favour of Registrar NIT Agartala. The EMD is refundable for the unsuccessful bidder after completion of the tender process. But in case of the successful bidder it will be adjusted against Security Money. 5. The successful bidder shall be required to enter in to a Agreement and deposit a sum of Rs. 25,000.00 ( Rupees twenty five thousand) only as Seecurity deposit through a bank draft in favour of Registrar, National Institute of Technology Agartala payable at Agartala on any schedule bank. 6. The contract period shall be for 1( one) year commencing from the date of issuance of the work order, subject to the satisfactory services given by the selected caterer and the Authority shall be free to terminate the contract by giving 15 days notice if the services of the selected caterer are not found satisfactory. The contract period can be extended further on mutual consent. 7. Kitchen, Dinning Hall, Dinning Tables etc. may be provided by the authority of the NIT Agartala with minimum required infrastructure facilities. The caterer should be solely responsible for the arrangement of Commercial L. P.G. Cylinder with burners, Kitchen equipments, cooking and service utensils, cutleries & crockery etc. at their own arrangement. If any certificate is required from the NIT authority in connection with the procurement of Commercial LPG etc facility, will be provided by the authority. 8. The bidder should provide clean, a light coloured towel and good soap for washing and drying of hands of the borders of the hostel, near the wash basins. 9. All kitchen wastage and other used disposable glasses, cups, plates should be disposed in two separate disposal pit for bio-degradable, and non-degradable pits. In

TEC, PIN 799 055, TRIPURA WEST. case of littering the premises with kitchen wastes, the caterer should make arrangements to clean / remove such waste immediately. The pits should be well managed by sprinkling bleaching powder. 10. The Caterer should provide Catering services as per the menu and timings to be advised by the authority from time to time as their sole discretion. 11. The Caterer will be in a position to deliver the nature of dish as per choice of the chief warden / warden of the Hostel. 12. The Caterer will be responsible for providing safe drinking water to the users by installing sufficient numbers of "Aqua Guard" or like this type of modern device for supply of safe drinking water to the hostel/hostels. 13. The Caterer shall use only best quality branded raw materials for preparing the food. A quality control supervisor will check all materials brought to the mass as well as cooking practices. In the event of quality of the food served being poor /in hygienic or not adhering to contractual conditions, the authority will be free to impose monetary fine as deemed fit on the caterer. 14. The Caterer shall operate and maintain the service on all working days and also on holidays. 15. When circumstances warrants the caterer should cater for large number of students / staff members at very short notice. Similarly, fluctuations in strength during vacation period shall have to be accommodated. 16. Cleaning plates / washing and keeping mess premises neat, clean and hygienic are the responsibilities of the caterer. 17. The rates stipulated in the contract will hold good for the agreement period, which shall be one year, extendable by another one year on same terms and conditions. Further extension shall be considered based on the review. Either party may terminate the contract by giving three months notice. 18. No public other than visitors should be allowed to take meal for more than three days. Rate for the visitors should be same as with the boarders. 20. Caterer shall not serve food, cooked in the dinning facility, in any other place inside or out side the campus without prior permission of the authority and also not to serve food cooked in out side the dinning facility. 21. The Caterer shall not make or permit any construction or structural alternation of additional fitting in side the premises of the work place without prior written approval of the authority. 23. The Caterer shall provide sufficient experienced man power for the smooth working of the mess. Shortage of staff on account of leave shall be suitably replenished by the caterer / agency by making alternative arrangements. Staff and all

Caterer shall issue uniforms for all the staff employed by him and shall provide an identification badge embossing name of such staff. The cost of providing and laundry charges for uniforms shall be in caterer's account. 25. Employment of Child labour ( below the age 18 yrs ) is totally prohibited.

26. The caterer shall be responsible for the proper conduct and behavior of the employees engaged. In the event of any complaint of commission of an misconduct by the employee of the caterer, the caterer shall take prompt, action, including removing the said employee from the dinning hall/kitchen of the mess. The caterer shall deal with all disputes relating to his employees. The Institute authority will not take any responsibility about the workers. 27. The caterer and / or his employee shall maintain official decorum, abide by Rules and Regulations of the Institute and shall be under over all control of the Director. 28. Smoking and consumption / distribution of alcohol is strictly prohibited with in the campus / and hostel premises. 29. The caterer has to pay power consumption charge directly to the Registrar, NIT Agartala as per reading of the sub-meter installed by the caterer after obtaining permission from the Registrar NIT Agartala, caterer has to pay power consumption charge regularly within stipulated date. 30. The caterer shall vacate the leased premises with all fixtures, furniture, etc which are institute properties in good and tenable conditions at the termination of the contract / licence. 31. A Bankers Cheque, of Rs. 100.00 in favour of Registrar, NIT Agartala are to be enclosed with this form if this form is downloaded from the website of NIT Agartala. 32. The Registrar, NIT Agartala, reserves the right to reject any or all Quotation(s) including the lowest one without assigning any reasons thereof.

STATUTORY NECESSITY : 33. COST OF TENDER FORM : Rs. 100/-(Not Transferable) to be deposited in the form of a bank draft / bankers’ cheque. / deposit at call. In favour of Registrar NIT Agartala.

35. DATE & TIME FOR OPENING OF TENDER : 15:00 Hrs of 16.06.2009

36. EARNEST MONEY DEPOSIT FOR TENDER: Rs.25,000/-. to be deposited in the form of a bank draft / bankers’ cheque. / deposit at call. In favour of Registrar NIT Agartala. The EMD is refundable for the unsuccessful bidder.
37. SECURITY DEPOSIT FOR TENDER : Rs. 25000/-, which is convertible in case of successful bidder from the EMD.

38. Eligibility of bidders:- The bidders must have executed successfully regular commercial orders of Catering service of the similar type of institutions, in the hostel / guest house services of Govt. organization/PSU during the period from 01-04-2001 to 31-03-2009. duly supported with the user lists. 39. The financial turnover of the bidder shall be a part of the bid, and a certificate in this credentials are to be produced. 40. The tenderer should be a citizen of India. Attested Copy of citizenship certificate/Voter Identity Card/PAN Card of the caterer is to be submitted along with TENDER FORM.

41. A current ITC & PTC clearance certificate is required submit along with this Tender Form.
42. The tender form are to be super scribe with the "Quotation for catering service at student's Hostels of NIT Agartala”

43. This tender is meant for a single hostel. The successful tendarers with in its validity period may be awarded with similar type of works for other hostels, for which the tendarers may have to enter into similar type of agreement with the NIT Agartala depositing the security money a fresh.
