ASHLAND BOARD OF SELECTMEN MEETING MINUTES MONDAY – APRIL 20, 2009 Call to Order Chairman Potter called the Ashland Board of Selectmen (Board) meeting to order at 7 PM. Condolences were expressed for the families of Dorothy Dupuis, Brian Smith and Thomas Kameron. Roll Call Present – Dennis Potter, Jeanette I. Stewart, Robert Comeau, Sandra Coleman, Leigh Sharps Others present – TA Timothy Cullenen, Patricia Tucker and members of the public Public Comments  Rick Burgess expressed concern about the subdivision in New Hampton that will have access off Sanborn Road and damage that might occur from construction vehicles  Chief Marren announced that Police Chief Elect Anthony Randall has passed all the necessary checks and is ready to be sworn in – Friday April 24 at 11 AM  Leigh Sharps thanked Don Marren for all his work  Tony Randall stated that Don Marren is a vital part in this position transition  Chief Marren announced that Bruce Cote has graduated from the Part Time Academy and will be starting the full time academy at the end of April Old Business  Town Beach and Summer Camp Operations – options had been presented by the department head that could possibly save the town money by reducing staff at the beach and shortening the summer camp program. o Majority of public comments expressed were in favor of keeping the beach open with lifeguards and keeping the summer camp program as it was last year. o Cost of bussing , liability issues, increasing fees, increased snack sales were discussed o The consensus of the Board was to make no changes to the program. New Business  Tax Abatements – Motion to approve recommendations from CNP Assessor Phil Bodwell to grant or deny the following abatements- Dennis Potter; Second – Jeanette I. Stewart; vote 5-0 in favor Brian Potter – grant Patricia Mazzone – deny Joanne Schnare – deny Peter and Sara Worthington - grant Timothy and Lorraine Miranda - grant Robert/Patricia Revocable Trust – grant James and Jennifer Alba – grant Daniel Stack – grant David and Carol Fucarile – grant Motion to approve recommendation from CNP Assessor Phil Bodwell to deny abatements for Joseph and Heather Reimann (3) – Dennis Potter; second – Robert Comeau – vote 5-0 in favor

ASHLAND BOARD OF SELECTMEN MEETING MNUTES – APRIL 20, 2009 – PAGE 2 Town Administrators Report  Joyce Janitorial has been notified that the Board selected them as the cleaning service – start date June 1  Town Treasurer needs a meeting with the Board to open TAN bids – Thursday at 10 AM  What is the Board’s action going to be on the request for participation in the hiring of a professional facilitator regarding the expansion of the sewer lines from Plymouth to Ashland by funding $500 – Selectman Stewart and Selectman Potter to meet with Water and Sewer Commissioners first  RFQ’s for Engineering Firm for River Street Bridge Project o Dennis Potter reported that Mark Ober, Tim Cullenen and himself met with three firms [CLD, Holden Engineering and Bergeron Engineering] to go over their proposals. The committee recommendation was to hire Holden Transportation Engineering. o Motion to hire Holden Transportation Engineering to oversee the River Street Bridge project – Dennis Potter; second – Jeanette I. Stewart; following discussion – vote 5-0 in favor Select board Items     Recognition – Arnold Graton has offered to make minor repairs to the roof of the covered bridge Recognition – Linda Pare of Mountain Laurel delivered flowers to the elderly housing Letter from Thomas “Punky” Marsh regarding the history of the town clock – Jeanette will arrange a meeting with the trustees of the Free Will Baptist Church to discuss this further with the Board of Selectmen. TA Cullenen is up for his six month review – Board will meet on May 4 regarding Tim Cullenen’s evaluation.

Questions revolved around the staffing of the police department, the use of part time officers, the scheduling of officers. Chief Marren explained how part time officers were used and how the weekly schedule was processed. Motion to come out of non public at 8:47 PM- Dennis Potter; second – Jeanette I. Stewart; roll call – Sharps – yes; Coleman – yes; Potter – yes; Stewart – yes; Comeau – yes Chairman Potter announced that no action was taken in this non public session. Meeting adjourned at 8:48 PM,
