					ESIF WorkGroup B Issue 54 Investigation Test Plan
Normally, wireless handsets register with the network before being allowed to make a call. Many systems bypass the registration process in order to deliver all 911 calls as quickly as possible. Problem 1.: VALID REGISTERED HANDSET NOT POWERED ON In some cases, a handset powers up and initiates a 911 call prior to the completion of the network registration process. As a result, the call is delivered to the PSAP as if the handset was non-service initialized. This may cause 2 problems:
1. An uninitialed call back number (911+7 digits of ESN) is dispalyed at the PSAP (because it is associated with the handset that did not register on the network), 2. In Phase 2 deployed markets, no Phase II (XY) location estimate is available for that 911 call.

Problem 1 Test Plan - Handset Not Powered On
1. Log handset manufacturer 2. Ensure handset is a network subscriber with valid MDN 3. Verify there is not a VLR for the handset. If there is delete it manually. 4. Power on handset (cold start) and immediately dial 911, continue dialing until call originates a. check to see if the call registers in the VLR b. document the MDN that is captured and staged at the MPC/GMLC c. document the call back number delivered to the PSAP d. if the PSAP is Phase 2 deployed, request the PSAP to re-bid e. verify Class of Service (COS) change to WPH2 f. if yes, document the Lat/Long (XY) delivered to the PSAP

Problem 2.: VALID REGISTERED HANDSET REMOVED FROM THE VLR As a process of ensuring effciencies, the VLR data fis periodically cleaned whereby registed handset entries are removed until the handset initiates a new call. If the registered handset has been removed from the VLR and the next call initiated is a 911 call the call back number delivered to the PSAP looks as if the handset was non-service initialized. This may cause 2 problems:

Power on handset to allow time for proper registration a. check to see if the call registers in the VLR b. remove handset record from the VLR c. dial 911 d. document that the MDN is captured and staged at the MPC/GMLC e. document the call back number delivered to the PSAP f. if the PSAP is Phase 2 deployed, request the PSAP to re-bid g. verify Class of Service (COS) change to WPH2 h. if yes, document the Lat/Long (XY) delivered to the PSAP

Process - for Problem 1 and Problem 2
1. Test each switch type within the network 2. Make 3 test calls per switch type ( following the test plans above) 3. If possible, select a different handset model for each test set 4. Log all results in the Worksheet tab
