This spreadsheet is designed to show the effect of tax rate and tax credit changes on properties that did not change ownership between 2005 and 2006. If the property being analyzed changed ownership during 2005 or 2006, additional property tax rules may apply that are not necessarily handled by this spreadsheet. Unusual credits, such as the "circuit breaker" tax credit, are not handled by this spreadsheet because they require input data that is unique to the individual taxpayer (such as personal income information). Additionally, although basic validation of input data is performed, it is still possible to enter incorrect data and receive invalid results (garbage in, garbage out). Despite its somewhat complex appearance, the spreadsheet is easy to use. The initial values for any property can be obtained and entered into the spreadsheet in about 3 minutes. To use the spreadsheet, follow these instructions: 1. Go to http://www.dat.state.md.us. (You can click on the cell to the right to go there now.) Select "Real Property Data Search". From the pull down, select "Montgomery County". The click on the "Street Address" button. Enter the street address number and the street name of the property of interest. Do not enter RD, ST, AVE, or any other street name suffix. The press the SEARCH button. Print the page that is displayed. (Note: For condos and other properties that share an address, select the property of interest from the list that is displayed.) 2. Go to https://www.montgomerycountymd.gov/apps/tax/index.asp. (You can click on the cell to the right to go there now.) In the STREET ADDRESS field, enter the street address of the property of interest. Then select the VIEW button to the right of the street address box. Next, click on the account number for the property. Then select the bill for the 2005 tax year. Then click on "Click here for a printer-friendly version of your tax bill ". Print the bill. 3. Using the information from SDAT data sheet and the tax bill that you printed, modify the values in the boxes with the black values in lines 5 to 7 and lines 14 to 23 of the Tax Projection Worksheet, accessible by clicking on the yellow tab at the bottom of this screen. The green values on the worksheet are all calculated and cannot be changed. 4. Adjust the values in C50 to C54 to see the effects of various tax rates and tax credits on your taxes. If you live in a municipal area, be sure to set box C54 to the anticipated 2006 rate for your municipality (call you local government tax office to find out the expected 2006 rate). A reasonable starting value for box C53 is the same as the value in box B53. Box C49 can be changed to N to view the tax savings that landlords and other property owners get who are not using the property as their principal residence. Boxes B60, B61, and B62 show the projected tax bill and mortgage payment change for 2006. When the tax rate (box C55) is reduced enough to actually have an effect on the property tax, the amount in box B60 will begin to decline, and at that tax rate (and lower), you will be receiving a tax cut benefit. Question: Can you enhance the spreadsheet so that I could simply type in a property address and have the values for the property from the SDAT and the county tax records be automatically inserted into the spreadsheet? Answer: That would be a very useful enhancement, but due to the way that the data from the SDAT and the county web sites is formatted, it would be very time-consuming to write the code to automatically insert the data into the spreadsheet. However, if someone has some extra time and is willing to write the code, I would certainly use it. If anyone from the county or state is listening, it would be very helpful to make the data from the web sites available as XML formatted documents. Question: What is the purpose of the Tax Class Table? Answer: It is used to calculated the Special Area Property Tax Rate and the Municipal Area Property Tax Rate, based on the tax CLASS. The Tax Class Table is in hidden columns, but can be unhidden if desired. Do not modify the Tax Class Table because doing so will cause the results in the Tax Projection Worksheet to be incorrect.
