					Florida Farm Bureau Federation Young Farmers & Ranchers Leadership Group

Objective
The objective of the FFBF Young Farmers & Ranchers Leadership Group is to surface and develop young leaders who will advise the FFBF President and Board of Directors about activities which will ultimately involve young farmers and ranchers in the total Farm Bureau program.

Nomination Eligibility
County Farm Bureaus may nominate individuals or married couples to be considered for appointment to the FFBF YF&R Committee. County Farm Bureaus may nominate more than one individual and/or couple.

Nominee Qualifications
  Nominations can be made individually or as a married couple. The term nominee in this policy refers to the nominated individual or nominated couple. The president of each county Farm Bureau shall list and certify the qualifications of the nominee to the president of the FFBF. FFBF shall provide a form for this purpose. (Enclosed) The nominees shall be voting (active) Farm Bureau members between the ages of 18 and 34 years of age. Any nominee must not have reached their 35th birthday before January 31, 2009. The nominee shall be serving on the county YF&R Committee in a regular or ex-officio capacity. The nominee shall not be salaried employees of the Florida Farm Bureau Federation or of its affiliates.



Purpose of the Leadership Group
To give young farmers and ranchers, serving as a Leadership Group within the organization structure, the opportunity to recommend programs and activities that will encourage participation of young farmers and ranchers in both the YF&R and total Farm Bureau program.

Appointment Provisions
     Appointment shall be made by the president of FFBF and confirmed by the FFBF Board of Directors during the October 2008 board meeting. The Leadership Group shall be composed of 2 nominees (individual or couple) from each field district, not to exceed 32 people. Appointments are made for a two-year term. Any vacancy in the program, through death, resignation, disqualification or otherwise, shall remain vacant for the remainder of the program term. Appointment shall be based on one individual or one couple as indicated by the nominating county president.

Authority of Leadership Group Members
   The Leadership Group shall recommend Farm Bureau projects and activities to meet the needs of young farmers and ranchers to the FFBF President. Leadership Group members will communicate on a periodic basis with assigned county YF&R committee chairmen and district field staff. Each appointee unit (individual or couple) has one vote on the Leadership Group. There shall be a maximum of 16 votes on the Leadership Group.

Duties and Responsibilities of Leadership Group Members
  The Leadership Group is responsible to the FFBF President. Leadership Group members are expected to attend all meetings of the Committee. Failure of any member to attend two (2) regular meetings shall result in termination from the Leadership Group. The meetings for the 2008-2010 program are as

NOTE: All dates and locations are tentative and subject to change
 As there is a substantial time commitment involved with participating in the FFBF YF&R Leadership Group, it is strongly suggested that nominees have permission to participate in the program from their respective employer if applicable. A letter of support from the FFBF State office will be issued to any employer upon request of a nominee. The Leadership Group shall evaluate and or surface the needs and interests of all young farmers and ranchers. Leadership Group members shall remain a voting member in their respective county Farm Bureau. The Leadership Group shall assist in activating and implementing programs after receiving approval from the FFBF Board. It is a special emphasis of the Leadership Group to encourage young farmer and rancher participation in solving current problems. Equal participation from both leadership group members of the appointment, when it is a couple nomination.  As we expect that each person will be fully involved with leadership group

business during the leadership group meeting, children are not to be in the meeting room. You may bring your children, and they may partake in the meal functions for an additional cost, but please make arrangements for someone to watch them during the leadership group meetings.

Reportability
All recommendations and actions of the Leadership Group will be reported to the FFBF President in writing. All recommendations requiring Board of Directors approval will be submitted to the FFBF Board at the request of the FFBF President.

Expenses
The FFBF will pay for travel, lodging and meal expenses incurred by members of the Leadership Group and their spouses in attending only the meetings listed above under “Duties and Responsibilities of Leadership Group Members.” FFBF does not cover the costs of rental cars or travel itinerary changes. It is strongly encouraged that County Farm Bureaus cover the expenses of nominees to attend the 2008 State YF&R Leadership Conference, July 19-20 Lake Buena Vista, FL as well the 2008 Florida Farm Bureau Annual Meeting, October 8-10 Orlando, FL.

Duties of Assigned Staff
      Consult with the Leadership Group President in preparing the meeting agenda. Secure resource speakers, coordinate the work of the Leadership Group and provide a printed agenda prior to each meeting. Research problems and present ideas to the Leadership Group for their consideration. Review with the Leadership Group activities being conducted and carried out by the Field Services Department. Inform Leadership Group members should Leadership Group recommendations be in conflict with FFBF delegate policy. Provide minutes of Leadership Group meetings, including Leadership Group recommendations for FFBF President.
