Position Title: Duty Stations: Program: Reports to: Monitoring & Evaluation Coordinator Juba, Winrock Compound Building Responsibility for Delivery of Government Services Program Monitoring & Evaluation Director, Sudan BRIDGE Program (BRIDGE)

ORGANIZATIONAL RELATIONSIPS This position reports to the Monitoring & Evaluation Director and will work with the Deputy Chief of Party, Chief of Party, Sector Coordinators, Training Coordinator, Team Leaders, Winrock’s Monitoring & Evaluation Advisor, BRIDGE Program sector staff, partners, and other Winrock personnel as necessary. POSITION SUMMARY: The Monitoring and Evaluation (M&E) coordinator is responsible for maintaining the monitoring and evaluation system for the BRIDGE. This system includes the processes, forms, and training required to catalog project progress, impact, and to verify and inspect projects in the field. The M&E coordinator assists the M&E Director in developing a program-wide and component-specific M&E tools, indicators, systems and processes to capture program impact and increase its effectiveness and accountability. This position is based in Juba, Southern Sudan, with frequent travel to the project area (Northern Bahr el Ghazal, Unity, and Warrap). MAJOR RESPONSIBILITIES:        In coordination with the M&E Director, compile field weekly and quarterly reports into a combined document to be shared with BRIDGE Management. Review and compile all indicator data and information from the three states on weekly and monthly basis. Assist the M&E Director in compiling and analyzing all quantitative and qualitative data and information for the drafting of quarterly and annual reports Assist the M&E Director in the design and update of data collection and reporting tools. Assist the M&E Director in the drafting of regular comprehensive qualitative and quantitative reports and share the information with members of BRIDGE staff and partners. Conduct M&E site visits in all target states, counties, and sectors as needed (anticipated 40% travel). Following USAID requirements, assist the M&E Director in conducting regular data quality analysis/assessments.

Prepare, arrange and participate in regular M&E meetings with partners, and BRIDGE staff. Update BRIDGE’s M&E database on a weekly basis, performing data entry and review and provide regular updates on an excel format. Following USAID requirements collect information from the targeted states (Northern Bahr el Ghazal, Unity, and Warrap), and assist and/or prepare success stories (a minimum 3 per quarter). Organize and maintain M&E files, including scanning forms, and other required and/or supporting documentation. Keep up-to-date with USAID requirements and best practices for M&E in the five program components. Provide coaching, M&E training, and support to BRIDGE staff in field offices, including sharing lessons learned. Complete any other tasks as assigned by Chief of Party, Deputy Chief of Party, and M&E Director.

QUALIFICATIONS AND REQURIEMENTS: Education: Bachelor’s Degree in social sciences, development economics or a related area Work Experience:        Skills:        Excellent data management, oral and written communication, and organization skills are essential. Knowledge of data analysis software and basic computer skills (word-processing, spreadsheets, and databases) are required. Extensive knowledge of logical framework and results framework planning and evaluation methodologies and the ability to coach and train others in their use. Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships. High standards of integrity, professionalism, and impartiality. Able to work independently, take initiative, and manage a variety of activities concurrently in a team environment. Detail-oriented and highly organized, with a proactive approach to planning and implementing work. Ability to multi-task and meet tight deadlines.

Minimum five years experience required, preferably in rural/community development, knowledge sharing, monitoring and evaluation. At least two years of field-based data collection and analysis experience preferably in Sudan. Demonstrated technical capacity to provide support and guidance to project staff on work plan design, monitoring, and evaluation. Experience in designing, maintaining and updating M&E forms and tools for complex programs. Proven experience with the logical framework approach. Demonstrated skills ability in mentoring and coaching team members and others. Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants.

 


 

Knowledge of participatory methods in M&E. Ability and willingness to travel to remote parts of Sudan.
